Special Meeting of the Board
of Commissioners
December 23, 1977
The Special Meeting of the Board of Commissioners met in the Commission(
Room, City -County Building, on Friday, December 23, 1977 at ten o'clock A.M. for
the purpose of considering a request to issue Industrial Revenue Bonds for
United Building of Salina, Inc., and a cereal malt beverage license application
filed by Ruth Anne Alley, d/b/a Colonial House Restaurant, 1842 North Ninth
Street (Renewal application).
There were present:
Mayor Keith G. Duckers, Chairman presiding
Commissioner Dan S. Geis
Commissioner Karen M. Graves
Commissioner Gerald F. Simpson
Commissioner Jack Weisgerber
comprising a quorum of the Board; also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
None
A RESOLUTION was introduced and passed entitled: ''WHEREAS, the City of
Salina, Kansas, (the ''City'') is authorized and empowered under the provisions of
the Kansas Industrial Revenue Bond Act, K.S.A. 12-1740 to 12-1749, inclusive, as
amended, to issue revenue bonds for industrial development purposes; and, ..."
(Resolution of intent to issue Industrial Revenue Bonds for United Building of
Salina, Inc., in the amount of $1,000,000.00) A motion was made by Commissioner
Simpson, seconded by Commissioner Graves to adopt the Resolution as read and the
following vote was had: Ayes: Graves, Simpson, Weisgerber, Geis, Duckers (5).
Nays: (0). Carried. The Mayor approved the Resolution and it is numbered 3350.

A Cereal Malt Beverage License application was filed by Ruth Anne Alley,!j
d/b/a Colonial House Restaurant, 1842 North Ninth Street (Renewal application).
The City Clerk reported the applicant has paid the required fee, and the application
has been approved by the Zoning Officer, Health Department and Police Department. 11
A motion was made by Commissioner Geis, seconded by Commissioner Graves to
approve the cereal malt beverage license application and authorize the City
Clerk to issue the license. Ayes: (5). Nays: (0). Motion carried.

A MOTION was made by Commissioner Simpson, seconded by Commissioner
Geis that the Special meeting of the Board of Commissioners be adjourned. Ayes:
(5). Nays: (0). Motion carried. The meeting adjourned at 10:10 A.M.

WAIVER AND CONSENT TO HOLD A SPECIAL MEETING
OF THE BOARD OF COMMISSIONERS
We, the undersigned, being the duly elected, qualified and acting
Commissioners of the City of Salina, Kansas, and constituting a majority of the
Board of Commissioners of the City of Salina, Kansas, do hereby waive notice and
consent to the holding of a special meeting of the Board of Commissioners on the
23rd day of December, 1977, at 10:00 A.M. for the purpose of considering a
request to issue Industrial Revenue Bonds for United Building of Salina, Inc. and
a Cereal Malt Beverage License Application filed by Ruth Anne Alley d/b/a
Colonial House Restaurant, 1842 North Ninth Street. (A renewal application)
