The Regular Meeting of the Board of Commissioners met in the Commissione
Room, City -County Building, on Monday, December 19, 1977, at four o'clock p.m.
The Acting Mayor asked everyone to stand for the opening ceremony.
There were present:

Geis to refer the bids to the architect and staff for a report back to the
Commission on January 9, 1978. Ayes: (4). Nays: (0). Motion carried.

A motion was made by Commissioner Graves, seconded by Commissioner
Simpson to award the contract for air conditioning system revisions at the
Police Administration Building to Salina Heating and Air Conditioning in the
amount of $22,361.00, providing the bid meets the specifications. Ayes: (4).
Nays: (0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
authorizing the issuance of Park Improvement Bonds, Series PK -220, of the City
of Salina, Kansas, in the aggregate amount of $250,000.00 to pay the cost of
improving the public parks in said city." A motion was made by Commissioner
Geis, seconded by Commissioner Graves to adopt the ordinance as read and the
following vote was had: Ayes: Graves, Simpson, Geis, Weisgerber (4). Nays:
(0). Mayor Duckers absent. The Acting Mayor approved the ordinance and it is
numbered 8609. The ordinance was introduced for first reading December 12,
1977.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
prescribing the corporate limits of the City of Salina, Kansas, including land
described in Ordinance Numbers 8537, 8538, 8564, 8579, 8592, 8593, 8600, 8606,
and repealing Ordinance Number 8524." A motion was made by Commissioner Simpson,
seconded by Commissioner Graves to adopt the ordinance as read and the following
vote was had: Ayes: Graves, Simpson, Geis, Weisgerber (4). Nays: (0). Mayor
Duckers absent. The Acting Mayor approved the ordinance and it is numbered
8610. The ordinance was introduced for first reading December 12, 1977.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
appropriating money from the various funds to pay payrolls and claims against
the City of Salina, Saline County, Kansas for the calendar year of 1978." A
motion was made by Commissioner Graves, seconded by Commissioner Simpson to
adopt the ordinance as read and the following vote was had: Ayes: Graves,
Simpson, Geis, Weisgerber (4). Nays: (0). Mayor Duckers absent. The Acting
Mayor approved the ordinance and it is numbered 8611. The ordinance was introduced
for first reading December 12, 1977.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
providing for the vacation of certain easements in Blocks Two (2), Five (5), Six
(6), Seven (7), Eight (8), Sixteen (16), Georgetown Addition." A motion was
made by Commissioner Geis, seconded by Commissioner Simpson to adopt the ordinance-
as read and the following vote was had: Ayes: Graves, Simpson, Geis, Weisgerber
(4). Nays: (0). Mayor Duckers absent. Carried. The Acting Mayor approved the
ordinance and it is numbered 8612. The ordinance was introduced for first
reading December 12, 1977.

A RESOLUTION was introduced and passed entitled; "A RESOLUTION setting
the date for a public hearing for the consideration of annexing certain property
to the City of Salina, Kansas, and repealing Resolution Number 3347." (Annexati
of the remainder of Mayfair Addition). (Setting the hearing date of February
27, 1978). A motion was made by Commissioner Geis, seconded by Commissioner
Graves to adopt the Resolution as read and the following vote was had: Ayes:
Graves, Simpson, Geis, Weisgerber (4). Nays: (0). Mayor Duckers absent. The
Acting Mayor approved the Resolution and it is numbered 3349.
PUBLIC AGENDA
PETITION NUMBER 3673 was filed by Richard Barlow for the installation
of city sewer lines to service Lots 1, 2, Block 1, and Lots 1, 2, 31 4, 5, 61
Block 3, Eastridge Addition. A motion was made by Commissioner Graves, seconded
by Commissioner Geis to refer the petition to the City Engineer for checking.
Ayes: (4). Nays: (0). Motion carried.
THE CITY COMMISSIONERS considered an agreement between the City of
Salina, Salina Area Chamber of Commerce and Salina Convention and Tourism
Committee to establish a convention and tourism bureau to encourage, promote and
solicit tourism and conventions for the City of Salina.
Mr. Roy Allen, Salina Area Chamber of Commerce, was present and
explained the agreement.
A motion was made by Commissioner Simpson, seconded by Commissioner
Graves to authorize the Acting Mayor to sign the agreement. Ayes: (4). Nays:
(0). Motion carried.
A LIST OF 91 cereal malt beverage license applications for 1978 was
considered by the Board of Commissioners. There are 82 renewals and 7 new
applications. The City Clerk reported all have paid the required fee and have
been approved by the Zoning Officer, Health Department and Police Department.
Two renewal applications have paid the required fee and have been approved by
the Zoning Officer and Police Department, but have not yet been approved by the
Health Department. A motion was made by Commissioner Simpson, seconded by
Commissioner Graves to approve the 82 renewals and 7 new applications and authori
the City Clerk to issue the licenses; and to approve the license applications
for the 2 remaining renewal applications subject to the final approval of the
Health Department and to authorize the City Clerk to issue the licenses at that
time. Ayes: (4). Nays: (0). Motion carried. (list attached)
COMMISSION AGENDA
Mr. Olson reported that approximately $50,000 will be available on
December 31, 1977 from the 1977 general fund budget for the Smoky Hill River
Channel study ($38,000) and for the drainage study at 4th Street slew, north to
Crawford and to the river channel ($11,560.00).
A motion was made by Commissioner Graves, seconded by Commissioner
Simpson to place the item on the agenda for action. Ayes: (4). Nays: (0).
Motion carried.
The Staff and Commission discussed the scope of the studies and the
alternate funding possibilities and it was suggested that $11,560.00 for Fourth
Street study could possibly be funded sometime next year, if necessary.
A motion was made by Commissioner Graves, seconded by Commissioner
Simpson to authorize the expenditure of $38,000 for the Smoky Hill River Channel
Study, subject to having the money available on December 31, 1977, or to encumber
any lesser amount of money available, and to authorize the Mayor to sign a
contract with Wilson and Company for the River Channel Study. Ayes: Graves,
Simpson, Weisgerber (3). Nays: Geis (1). Motion carried.
Mr. Allen said the Salina Area Chamber of Commerce had asked the City
Commission to fund this project early in the year and thanked the City Commission:
for its action.

A MOTION was made by Commissioner Simpson, seconded by Commissioner
Graves to recess into executive session to discuss the possible issuance of
Industrial Revenue Bonds. Ayes: (4). Nays: (0). Motion carried.
The Commissioner recessed at 4:55 P.M. and reconvened at 6:12 P.M.
Acting Mayor Weisgerber stated they wanted all five commissioners
present when they discuss the possible issuance of Industrial Revenue Bonds, and
have set Friday Morning, December 23, 1977, at 10:00 A.M. for a special meeting.
A MOTION was made by Commissioner Geis, seconded by Commissioner
Simpson that the Regular Meeting of the Board of Commissioners be adjourned.
Ayes: (4). Nays: (0). Motion carried. The meeting adjourned at 6:13 P.M.
