AN ARBINANCI providing for the construction of certain storm sewers and drainage in the
City of Salina, Kansas, to be designated as Schippel Addition Storm Sever and Circle
Addition Storm Sever, and providing for the letting of contract for such construction and for
the payment of the cost thereof.
SAS, at all times heretofore, the entire City of Salina, Kansas, has constituted a storm
sever and drainage district and bonds issued to pay the cost thereof and payable by t general
tax as provided by lav; and
BE IT OFOAIM by the Hoard of Commissioners of the City of Salina, Kansas:
Section 1. That the preasible of this ordinance is hereby incorporated herein. That
the entire City of Salina is hereby determined to be the benefit district for the purpose of
the installation of a system of storm severs and drainage in the said city. That the entire
limits of said city has always constituted one district for said purposes.
Section 2. That it is necessary and it is hereby ordered that a storm sever, which is
hereby designated as Schippel Addition Storm Sever, together with all necessary inlets,
inlet connections, manholes, connecting lines, sluied gates and rtitr.aenaaoes, be
constructed in the City of Salina along the following course, to -wits
Beginning with a 42* storm sewer add outfall at the
intersection of the amoky Hill River and at a point
101 South of the center line of Albert Avenue
extended east, thence vest along a line 101 South of
the center line of Albert Avenue to a point which is
101 South of the center line of Albert Avenue and
101 vest of the center line of Ohio Street where a
manhole will be built, thence north 20t vM a 42*
Storm sewer to a point which is 101 vest of the
center line of Ohio Street and 10t north of the center line
of Albert Avenue where a manhole will be built, thence
west with a 24* storm sewer on a line 101 north of the
center line of Albert Avenue to a point 101 east of the
center line of Lwis Atreet where a manhole will be built;
thence west with an 18* storms sever on a line 301 north
of the center line of Albert Avenue to a point 101 east
of the center line of Marc Street where a manhole will be
built, thence north 415, along a line 10' east of the center
line of Marc Street with an 18* storm sewer where a manhole
will be built. Beginning at the manhole which is 101
north of the center line of Albert Avenue and 101 west of
the center line of Ohio Street, thence north with a 24*
storm sever to a point which is 101 vest of the center
line of Ohio Street and 101 south of the center line of
Schillel Drive, where a manhole Pili .be built, thence north
with an 18* storm sever to a point which is 101 west of
the center line of Ohio Street and 10' south of the center
line of Cloud Street where a manhole will be built. Beginning
at the manhole which is 101 vest of the center line of Ohio
Stmt and 101 south of the center line of Schippel Drive,
thence vest with an 18* storm sever to a point 101 east of
the center line of Fawn Street, where a manhole will be built
thence vest with an 18* storm sever to a point which 6a 101
east of the center line of Levis Street and 101 south of the
center line of Schippel Drive where a manhole will be built,
thence northwest 4151 to a point which is 101 vest of the
center line of Lewis Street and 4051 northwest of the center line
of Schippel Drive where a manhole will be built. Beginning
at an existing manhole which is 101 north of the center line
of Max Avenue and 435• west of the center line of Roach Street, thence
east with a:. 15* storm sever to a point 161 east of the center line
of Roach Street where a manhole will be built which will be
terminus of Schippel Storm Sever.

Section 3. that it is necessary and it is hereby ordered that a storm sever, Which is
hereby designated as Circle Addition Storm Seger, together With all necessary inlets, inlet
connections, manholes, connecting lines, sluice gates and other appurtenances, be constructed
in the City of Salina along the following course, to -Wit:
Beginning at an existing manhole Which is 15' vest of
the center line of Osage Avenue and 148' north of the
center line of Cloud Circle, thence south in utility
easement with a 21" storm sever to a point 10' north
of the center line of Acorn Circle, where a manhole
will be built, thence south with an 18" storm sewer
in the utility easement to a point 10' north of Oak
Circle, where a manhole will be built, thence east
with an 18" storm sever to a point 10' north of the
einter line of flak Circle and 10' west of the center
line of PMr Circle where a manhole will be built,
thence northeast with an 18" storm sever to a point
101 north of the centerline of Acorn Circle and
10' vest of the center line of Dover Circle where a
manhole will be built. Beginning at the manhole which
is at a point 10' north of the center line of Acorn
Circle and in line of utility easement running north
and south, thence west with a 15• sterni sever to a point
10' north of the center line of Acorn Circle and 14'
east of the vest line of Cloud Circle where a manhole
will be built which will be terminus of Circle Addition
Storm Sewer.
Section 4. That on or before the 24th day of June , 1958, the City Bngineer shall prepare
and file in the office of the City Clerk, detailed plans and specifications for the construction
of the storm severs provided for in Sections 2 and 3 of this ordinance with vitrified and/or
corrugated metal pipe, bituminous coated, and/or concrete sever pipe or any combination of
such types of sewer pipe and on or before the same date shall prepare and file in the office,
of the City Clerk, under oath, a detailed estimate of the cost thereof. After such plans
and specifications and estimate of cost shall have been filed, the City Clerk shall advertisle
by advertisements published in the official city paper for at least three consecutive days
for sealed proposals for the building and construction of such storm sever and at the time
and place mentioned, the hoard of Commissioners may let a contract with the lowest and best
responsible bidder for the building:. and construction of such storm and drainage severs, but
the right to reject any and all bids shall be and it is hereby reserved, and provided further
that if no responsible person shall propose to enter a contract at a price not exceeding
the estimated cost, then the Board may proceed to construct said improvements within the
estimated cost thereof and shall purchase the necessary tools, apparatus, and materials and
employ the necessary labor for the purpose of constructing the sever.
Section 5. That for the payment of the cost of said work, the Board of Commissioners
shall issue General Obligation and LVrovement Bonds of the City of Salina, Kansas, in an
amount not to exceed the total cost of such work and improvements, to be payable in ten
approximately equal annual installments and to bear interest at not to exceed five per Bent
per annum and from the date of such bonds, and for the purpose of paying such bonds and

interest an they severally becum due., the Board of Commissioners shall annually levy -s, tax
upon all real and personal property in the City of Salina in an amount sufficient to pay the
annual installments of such principal and interest, and that pending the issuance of such
bonds., temporary notes s'h&31 be issued according to law, to M the cost of such work.
section 6. This ordinance shall take effect and be in force from and after its
publication in the official city paper.
