Revisions to NE Industrial Park . -, .. ...' 10-7-76 <- ~JMMARY OF REVISIONS TO THE NORTHEAST INDUSTRIAL PARK URBAN RENEWAL PROJECT: General Note: Several minor changes have been made throughout this project report to reflect studies that were not available at the time of the preparation of the report. e.g. 1974 Land Use Plan,. Zoning Ordinances etc. . Sections R-201, R-202, R-203 and R-211 - No changes made. Page R-212 (1) - (1) Revisions of Project Boundary. Reduced project area from 137.86 acres to 133.90 acres (reduction of 3.96 acres or 2%). (2a) legal description Three properties removed from the legal description of the project which are listed as follows: 1. Parcel No.2 and 3, Block 7, Owner-A. P. Taylor (known as Harriet Johnson property). 2. Parcel No.4, Block 5, Owner-Florence E. Shaffer. 3. Parcel No.1, Block 27, Owner-Saline County (known as the Carver Center Site). This list shows those three properties mentioned above that have been deleted and those additional properties remaining in the project area, and being added to the Rehabilitation and Conservation category. . Boundaries of Urban Renewal Project Area Same boundary changes as those listed above under Page R-212 (1), #(2a), deleting the three properties from the project area. Page R-213 (4) PART C. LAND USE PLAN 1. land Use Plan Changed in order to omit the cul-de-sac which was to be installed at the end of Fourth Street to furnish access to parcels in the Northwest portion of the project a~ea. Also, the cul-de-sac proposed for Front Street ~il1 not be installed. Front Street will be dead-ended at the. railroad tracks and possibly be extended over the rail- road tracks in the future. Page R-2l3 (ltl. Yard Regulations Side and Rear Yard regulations changed to read, that if yard abuts upon or contains a spur railroad track, it shall be exempt from the requirements. This is in accordance with Salina City Code. Page R-213 (8) Performance Standards Eliminated the requirements of screening of outside storage to cover cases of display. Paragraphs 2, 3 and 4 of this section are added to be more explicit on this matter. York Street will be extended from Chester Avenue to North Street using existing pavement wherever possible. North Street from Fourth Street to York Avenue will re- main in place instead of being widened. . North Street from Missouri Pacific Railroad to Ohio Street will remain in place instead of being widened. Francis Street from York Avenue to Rock Island Railroad will remain as a non-improved street instead of a new street. . Chester Street from York Avenue to the south line of Lot 25, East Garden Addition will remain as a non-improved street. Ohio Street from 500. south to 500' north will remain in place instead of being widened. Third Street from North Street to Chicago, Rock Island. Railroad will remain as a non-improved street. Woodland Avenue, Van Horne Street and Landmark Lane is to remain as non-improved streets from Ohio Street to the east boundary of the project. (b) Kansas Power and Light Company The cost of $1,046.83 is an actual cost for the removal of poles and facilities no longer used in the area. . There will be new construction on North Street in the area of the Missouri Pacific Railroad crossing. Estimated Cost $33,900.00. Ohio Street widening has been omitted. Francis Street paving has been omitted and will be main- tained as a non-improved street. York Street pavement has been revised to do re-alignment of the street, constructing new pavement in some areas and utilizing existing pavement in other areas. Front Street from Elm Street to North Street will be new and Front Street from North Street to Union Pacific Railroad remains in place. (b) Traffic Control Devices Has been updated using current costs. (c) Sanitary Sewer Has been omitted. ( d) Storm Sewer Has been omitted. (e) ~ ater Has been revised, reducing the length of a water main, adding fire hydrants and using current costs. Page R-224 (8) 4.
