A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND THE
CITY CLERK TO ATTEST THE SMOKY HILL MUSEUM/ EMERGENCY
PREPAREDNESS COOPERATIVE AGREEMENT BETWEEN THE CITY OF SALINA
AND THE COUNTY OF SALINE. I
WHEREAS, K.S.A. 1981 Suppl. 12-2904 authorizes local
governmental units to make the most efficient use of their powers by enabling
them to cooperate with other governmental units on the basis of mutual
advantage and thereby to provide service in a manner that will best serve the
needs to the community in the most efficient and economical manner; and
WHEREAS, the City of Salina and Saline County have previously
jll entered into an Interlocal Cooperation Agreement dated April 18, 1983
establishing a local historical museum; and
WHEREAS, the City adopted on September 8, 1975, Resolution
Number 3245 establishing an emergency preparedness organization between the
City and the County; and
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
Section 1. That the Mayor is authorized to execute and the City
Clerk to attest the Smoky Hill Museum/ Emergency Preparedness Cooperation
Agreement by and between the City of Salina, Kansas and Saline County,
Kansas. The purpose of this Agreement is to clearly define the rights of both
the City and the County as said rights pertain to the Smoky Hill Museum and
to the Emergency Preparedness Department. Effective January 1, 1992, the
City will be responsible for the continuing operation of the Smoky Hill Museum,
and the County will be responsible for the continuing operation of the
Emergency Preparedness Department.
Adopted by the Board of Commissioners and signed by the Mayor
this 4th day of November, 1991.

WHEREAS, the City and the County desire to terminate the 1983
Museum
Agreement, provide for the repeal of
the 1975 Emergency Preparedness
Resolution, and enter into this Agreement
pursuant to K.S.A. 12-2908 to
address
the rights and obligations of both
parties regarding the Smoky Hill
Museum
and the administration of emergency
preparedness activities in Saline
County,
SO NOW THEREFORE
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
