ORDINANCE NUMBER 6340

AN ORDINANCE ratifying and confirming a contract with C. N. McCollum doing business as
McCollum Construction Company for the construction of Main Sanitary Sewer "AH" and "AI"
and "AJ" and Lateral Sanitary Sewers Numbered 379, 380, 381, 382, 383, 390, 391, and 392,
together with two pumping stations for Main Sewers "AH" and "AI", and providing for the
issuance of Temporary Notes to pay the cost thereof, pending the issuance and sale of bonds.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the acceptance of the City of Salina, Kansas, of the proposal of the
McCollum Construction Company, hereinafter referred to as the "Contractor" as submitted to
the Board of Commissioners on June 2, 1959, which is hereby found to be the lowest and best
bid for such work, and the contract awarded by the Board of Commissioners of said City to
said Contractor and signed on behalf of the City by its Mayor on June 9, 1959, for the
construction of certain public improvements in the City of Salina, Kansas, to -wit:
An eight inch clay pipe sewer beginning at a manhole which
will be constructed at a point 6 feet north of the center
line of Greeley Avenue and the east line of Upper Mill
Heights Addition;
(1) thence west in Greeley Avenue 6 feet north of the center line
thereof 400.0 feet where a manhole will be constructed;
(2) thence with a 6 inch cast iron pressure sewer pipe, west along a
line 6 feet north of the center line of Greeley Avenue 873 feet;
(3) thence southwester) 6 .6 feet to a
Y 5 pump station which will be installed
35 feet south of the center line of Greeley Avenue and 14 feet west
of the center line of Iowa Avenue, this being the terminus of Main Sewer "AHI'.
An eight inch clay pipe sewer
(1) beginning at an existing manhole "AA" in the intersection of
Claremont Drive and Queens Road;

(2) thence in a southwesterly direction in Queens Road 136 feet
where a manhole "BB" will be built;
(3) thence northwesterly in easement between lots 5 and 6, Block 2,
Claremont Heights Addition, 198 feet where a manhole "CC" will be built;
(4) thence south along easement adjacent to back of the east lots in
Upper Mill Heights Addition 423 feet i[here manhole "EE" will be built;
(5) beginning at manhole "CC", thence north along easement at back of east
lots in Upper Mill Heights Addition 520 feet to a manhole to be
constructed in Greeley Avenue;
(6) beginning at manhole "EE" thence in a northwesterly direction 281
feet to a msmhole "GG" will be constructed and continuing in the
same direction 37 feet where manhole "HHS' will be constructed:
(7) thence following a line along the west side of Upper Mill Drive
615 feet to a manhole "NM" to be constructed;

(8) beginning at manhole "GG", thence south along the east side of
Upper Mill Drive 230 feet to a manhole "PP" to be constructed;
(9) beginning at a wet well to be constructed at a location 35 feet south
of the center line of Greeley Avenue and 14 feet west of the center
line of Iowa Avenue; thence southeasterly with an 8 inch clay pipe
sewer 260 feet to the southwest corner of Lot 1, Upper Mill Heights
Addition, where a manhole "A" will be constructed;
(10) thence northeasterly following the easemtnt along Lots 1 and 8,
Upper Mill Heights Addition 431 feet to a manhole "D" to be constructed;
(11) beginning at manhole "C", thence along the east side of Upper Mill
Drive 600 feet to a manhole "N" to be constructed;
(12) beginning at manhole "B", thence following a line 45 feet from

the front line of Lots 2, 31 4, 5, 6, and 7 of Upper Mill Heights
Addition to a manhole "J" to be constructed 5 feet east of the
west line of said Lot 7. Said manhole "J" will be terminus of
Lateral Sanitary Sewer 379•
An eight inch clay pipe sewer,
(1) beginning at an existing manhole 7 feet wtdt of the center line
of Ohio Street and on line with easement between Blocks 6 and 8
of Riker Addition;
(2) thence southeasterly to a point 5 feet east of the east line of
Ohio Street and on the center line of Manor Road,
(3) thence east in Manor Road to the center line of easement extended
north of Block 11 Faith Addition;
(4) thence south in said easement of Block 1, Faith Addition to the
center line of McAdams Road where a ro nhole will be built which
will be terminus of Lateral Sewer 380.
An eight inch clay pipe sewer,
(1) beginning at an existing manhole 7 feet west of the center line of
Ohio Street and on line with easement between Blocks 6 and 8
of Riker Addition;
(2) thence in an easterly direction to the southeast corner of Lot 4,
Block 5, Faith Addition;
(3) thence north along north and south easement in Block 5, Faith
Addition to the northeast corner of Lot 2, Block 5, Faith Addition
where a manhole will be built which will be the terminus of Lateral
Sewer 381.
An eight inch clay pipe sewer
(1) beginning at an existing manhole in the center line of Harsh Avenue
and at the center line of alley first east of Twelfth Street;
(2) thence west in Harsh Avenue 195 feet to a point 10 feet east of the
west line of Twelfth Street;
(3) thence north 370 feet where a manhole will be built which will be
terminus of lateral Sewer 382.
An eight inch clay pipe sewer,
(1) beginning at an existing manhole in Pacific Avenue at Alley
line first east of Twelfth Street;
(2) thence west in Pacific Avenue to the alley line first west
of Twelfth Street.-

AN eight inch cast iron pipe sewer beginning at an existing manhole
at the intersection of Cloud and Ohio; thence south along the center
line of Ohio Street .1370 feet to a pumping station to be constructed
at a location 10 feet south of the south line of Albert Avenue and
on the center line of Ohio Street; thence south with a 10 inch clay$
pipe sewer 1275 feet to a manhole to be constructed in the intersection
of Ohio, Wayne and Belmont Boulevard; thence in a southwesterly direction
following a line 8 feet north of the south line of Belmont Boulevard
to a point 5 feet east of the west line of Roach Street where a manhole
will be constructed which will be the terminus of Main Sewer "AI".

constructed over 8 inch line in University Place and first
alley east of Broadway Boulevard;
(2) thence south in said alley crossing Walnut Street and going
in easement between Lots 29 and 30 of Block 4 of Holiday Addition;
(3) thence east to the northeast corner of Lot 28, of Block 4
Holiday Addition;
(4) thence south along easement of Block 4, Holiday Addition to
j a point 10 feet north of South Street where a manhole will be built.
(5) 2bginning at a manhole in the south parking of Walnut Street
and on first alley line east of Broadway Boulevard;
(6) thence east along the said south parking to a point just north
of the east line of Lot 4, Block 7, of Holiday Addition;
(7) thence south along said easement through Blocks 7, 6, and 5

a manhole will be bonstructed which will be terminus of Lateral 390.

(1) An eight inch clay pipe sawer beginning at an existing
line 20 feet north of the south line of Spruce Street
and on line with the back line of Lot 7, Block 5.
(2) thence east along a line 20 feet north of the south line
of Spruce Street to the center line of Clark Street;
(3) thence south along the center line of Clark Street to a
point 10 feet south of the north line of Lot 8, Block 6
Walnut Grove Addition, which is terminus of Lateral Sewer 391
(1) An eight inch clay pipe sewer beginning at an existing
manhole in Crawford Avenue on the extention of the west
side of Eisenhower Addttion;
(2) thence north 635 feet to the center line of Easement on the
south line of Lot 9, Block 1 of Moose Addition;
(3) thence west to a point 20 feet west of the east line of Rocket
Avenue;
(4) thence north to center line of Beverly Drive;
(5) beginning at a point of existing manhole 20 feet east of Rocket
Avenue and 5 feet north of the south line of Lot 9, Block 1,
Moose Addition;
(6) thence west 290 feet to a point 20 feet west of the east line

(7) thence north to the center line of Beverly Avenue where a
manhole will be constructed, which will be terminus of
Lateral Sanitary Sewer 392.
A pumping station for the purpose of pumping and diverting the sewage
of Main Sewer "AH" and extensions thereof into a Sanitary Sewer Force
Main the existing sewer location at the intersection of Greeley Avenue
and Claremont Road in order to conduct the sewage of Main Sewer "AH" to
a point of outlet at the Sewage Treatment Plant.

A pumping station for the purpose of pumping and diverting the sewage
of Main Sewer "AI" and extensions thereof into a Sanitary Sewer Force
Main the existing sewer location at the intersection of Cloud Street
and Ohio Street in order to conduct the sewage of Main Sewer "AI" to a
point of outlet at the Sewage Treatment Plant.
at and for the unit price for said work contAined in said proposal, which proposal and
contract are hereby referred to and made a part of this ordinance, be and the same is hereby
ratified and confirmed, said proposal being within the estimated cost of said improvements
as shown by the sworn estimates of the City Engineer on file in the office of the City Clerk
which estimate is hereby referred to and made a part of this ordinance.
Section 2. Said improvements shall be built and constructed in accordance with the
plans and specifications therefore prepared by the City Engineer on file in the office of
the City Clerk and in accordance with the prpposals of said contractor and under the terms
of said contract, all of which are hereby referred to and made a part of this ordinance.
Section 3. That temporary notes signed by the Mayor and attest by the City Clerk be
issued from time to time as the work progresses in the manner and form as required by law,
the total amount thereof not to exceed the amount of $122,347.50, for such work, such notes
to bear interest at not to exceed 5 per cent per annum and to mature not later than December'
1, 1960, and to be issued in such amounts and at mach times as may the money for the payment
of the cost of such work be required, such notes to be issued to said contractor and be
redeemed and cancelled at the time that Internal Improvement Bonds are issued in lieu thereof.
Section 4. That this ordinance shall take effect and be in full force from and after
its publication once in the official city paper.
