and relating to and providing for the collection and payment of such assessments. BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas: Section 1. For the purpose of paying for thatart of the cost of p improvements in certain portions of certain streets as hereinafter set forth in the following sections of this ordinance which is chargeable to the private property in the assessment district for each of such improvements, respectively, as set forth in the following sections of this i ordinance with respect to each of such improvements, there are hereby levied and assessed on I i the property liable therefore, being all the lots and pieces of ground lying on eider side of said street so improved, respectively, to the middle of the block for the distance improved with respect to the improvements mentioned in Sections 2, 3, 4, 51 6, 7, 82 9, 102 11, 12, 132 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24 of this ordinance, according to the appraised value of such lots and pieces of ground With respect to each such improvements, j Without regard to the buildings or improvements thereon, special assessments covering the cost of such Work and improvements, said special assessments being based on the special valuation and a raisement of said lots and pieces of pp p ground heretofore made by three disinterested appraisers appointed by the Board of Commissioners of the City of Salina, Kansas, With respect to each such improvement, Which said appraisements are hereby referred to and I i made a part of this ordinance, and the several amounts so levied, apportioned and assessed against the lots and pieces of ground for each such improvements., respectively, for the i purpose aforesaid, are hereby found and determined to be the amounts set forth in the following sections of this ordinance With respect to each of said improvements. Said amounts so levied, apportioned and assessed as aforesaid will be due and collectible in ten equal installments, the first becoming due with the taxes levied for the year 1959, and one of said installments falling due each and every year thereafter until W-1 are paid and all to be collectid with interest as in this ordinance provided, HOWEVER, that the owner of any piece or parcel of property liable for any such assessments may redeem his property from such liability by paying to the City Treasury the entire amounts chargeable against the same, as in this ordinance provided, at any time within thirty days after the publication of this ordinance and before the issuance of bonds of said city in payment of the balance of the cost of said improvements, the property so paid on shall not ifteafter be liable for any fafther assessments for the cost of said improvements nor for any part of said bonds. 1 1 v -S LYrra Section 26. There is hereby levied further and assessed against such lots and pieces of ground described in this ordinance, interest at such rate per annum as shall be borne by the bonds hereafter to be issued for the payment of the remaining unpaid cost of such improvements, to be hereafter determined and fixed by ordinance when such bonds are issued, on all of said installments mentioned and provided for in this ordinance, for the date of i the bonds which may be issued at the end of thirty days -as specified in the preceding sections hereof, as by law provided, to the time of the collection of the installments as provided by law, which said interest shall be collected annually at the same time and in the same manner as said installments are colletted and after the taking effect of this ordinance and the fixing of the said interest rate when such bonds are authorized and issued , it shall be the duty of the City Clerk of said City to annually at the same time other taxes are certified, and until all of said assessments so apportioned and levied have been certified to the County Clerk of Saline County, Kansas, a full list of a" property liable to assessment and taxation i for such work and improvement, except such property on which the special assessments aforesaid have been paid in full as hereinbefore provided, together with the respective amounts due on each of said lots and pieces of ground which amounts shall include the annual installments of special assessments together with the interest for one year at the rate to be fixed as provided for in this ordinance, on all unpaid balances of such assessments, and such amounts so certified as herein provided shall be placed upon the tax roll by the County Clerk of Saline County, Kansas, and collected as other tastes are collected. Section 27. This ordinance shall take effect and be in full force from and after its adoption and publication once in the official city paper.
