ORDINANCE NUMBER 6 1 ,

AN ORDINANCE providing for the construction of a pumping station for the purpose of pumping
and diverting the sewage of Main Sewer "AI" and extensions thereof into a Sanitary Sewer
Force Main the existing sewer location at the intersection of Cloud Street and Ohio Street
in order to conduct the sewage of Main Sewer "AI" to a point of outlet at the Sewage Treatment
?la*t and providing for the payment of the cost thereof.
WHEREAS, the City of Salina, has by ordinances provided for the construction, maintenance,
and operation of its sewer system and of Main Sewer "AI" for the purpose of disposing of
sewage to such district, and
WEEMS., on account of the elevation it is impracticable andtoo expensive to excavate in

connection with such sewer as to dispose of the sewage of said Main Sewer "AI" and
MUMS., in order to provide an outlet for the sewage of Main Sewer "AI", it is necessary in
the judgement of the governing body of the City of Salina to construct a pumping station for
the purpose of pumping and diverting the sewage of Main Sewer "AI" at the intersection of
j Cloud Street and -Ohio Street in order to conduct the sewage of ,Main Sewer "AI" to a point
of outlet, SO NOWp THOFORE
BE IT ORDAINED By the Board of Commissioners of the City of Salina, Kansas:

Section 1. That the preambles hereof are hereby incorporated herein, that a pumping
station for the purpose of pumping and diverting the sewage of Main Sewer "AI" and extensions
thereof into the existing sewer located at the intersection of Cloud Street and Ohio Street,'
be constructed in the manner provided by law.
Section 2. That the City Engineer shall on or before the 5th day of May, 1959, prepare
and file in the office of the City Clerk, plans and specifications for the construction of

the pumping station provided for in Section 1 of this ordinance and shall be of the proper
character and at the proper location to pump the sewage of said Main Sewer"AI" and extensions

thereof into the existing sewer located at the intersection of Cloud Street and Ohio Street,l

ao as to conduct the sewage of Main Sewer "AI" and extensions thereof, to a point of outlet
as a part of the sewage disposal system of the City of Salina, Kansas, and shall on or before
said datere
p pare and submit to the Board of Commissioners under oath detailed estimates
of the cost thereof and that thereafter the City Clerk shall advertise for three consecutive
days in the official city paper for sealed proposals for the building and construction of
such pumping station accords to such an
ng plans specifications, which proposals shall be

filed with the City Clerk on or before the Rime fixed in such notice, at which time the
I
Board of Commissioners may let a contract for the building and construction of such pumping
I
station to the lowest and best responsible bidder therefore; provided that such bids shall
not exceed the estimated cost thereof and provided further that said Board shall reserve the
right to reject any or all such proposals and that if no responsible bids shall be received
within said estimated cost said Board may proceed and build such pumping station within
such estimated cost.
Section 3. That for the payment of the cost of such work the building and construction
of said pumping station, the Board of Commissioners of the City of Salina, Kansas, shall
issue improvement bonds of acid City in the amount not to exceed the total cost of such work
and improvements, to be payable in ton approximately equal annual installments and to bear
interest at not to exceed 5% per annum from the date of such bonds, and for the purpose of
paying such bonds and interest as they severally mature, the Board of Commissioners shall
annually levy a tax upon all real and personal property in the City of Salina, in an amount
sufficient to pay the annual installment of such principal and interest, and pending issuance
and sale of bonds, temporary notes shall be issued according to law, to pay the cost of such
work.
Section 4. That before the pumping station herein provided for shall be constructed,
the plans and specifications therefore shall first be submitted to the department of the
Board of Health of the State of Kansas and be approved by such department.
Section 5. This ordinance shall take effect and be in full force from and after its
adoption and publication in the official city paper.
