ORDINANCE NUMBER 6454

AN ORDINANCE ratifying and confirming a contract with C. N. McCollum, doing business as
C. N. McCollum Construction Company for the construction of Lateral Sanitary Sewers 414, 41i,
418, 419, 420, 421, 422, 423, 424, 425, and pumping Station, and providing for the issuance'
of temporary notes to pay the cssV thereof, pouting the issuance and sale of bonds.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the acceptance of the City of Salina, Kansas, of the proposal of the
C. N. McCollum Construction Company, hereinafter referred toss the "Contractor" as submitted
to the Board of C —1 issioners on June 7, 1960, ihich is hereby fogad to be the lomest and
best bid for such work, and the contract awarded by the Board of Commissioners of said City
to said Contractor and signed on behalf of the City by its Mayor on June 14, 1960, for the
construction of certain public improvements in the City of Salina, Kansas, to -wit:
(1) An eight inch clay pipe sewer beginning at a manhole to be
constructed on an existing line at the northeast corner of
Arthur Street and North Street
(2) thence south across Railroad tracks to a point 3 feet south
of the south curb line of North Street
(3) thence east following a line 3 feet behind said curb to a point
at the east line of Lot 8, Surveyor's Plat "G" where a manhole
will be built which will be the terminus of Lateral 414.
(1) An eight inch clay pipe sewer beginning by constructing a manhole
over an existing 10 inch clay pipe sewer which is in the intersection
of Wayne Avenue and Leland Way
(2) thence north with an eight inch clay #ipe sewer on a line
10 feet west of the center line of Leland Way to a point 70 feet
south of the south line of Albert Avenue where a manhole will
be built which will be the terminus of Lateral 417.
(1) An eight inch clay pipe sewer beginning at a manhole to be
constructed over an existing 10 inch sewer which is in the
intersection of Wayne Avenue and Raymond Avenue
(2) thence north with an 8 inch clay pipe sewer on a line 10
feet west of the center line of Raymond Avenue to a point
160 feet east of the east line of Leland Way where a manhole
will be built which will be the terminus of Lateral 418.
(1) An eight inch clay pipe sewer beginning aA a manhole to be
construct d over an existing 10 inch sever at the intersection
of Wayne Avenue and 10 feet east of the vest property line of
Quincy Avenue
(2) thence north on a line 10 feet east of the west line of Quincy
Avenue to the center line of Leslie Avenue
(3) thence west 140 feet
(4) thence north along the center liner of easement at the back of
Lots 5 and 6, Block 9 to the southeast corner of Lot 3 of said Block.
(5) thence west along the center line of easement at the back of Lots 1,
2, and 3, of Block 9, and Lots 4, 5, and 6 of Block 8 to a point
20 feet west of the east line of Lot 4, Block 8, of said Addition
which is terminus of Lateral 419.
An eight inch clay pipe sewer beginning at an existing manhole in
Main "AL" in Harold Avenue opposite easement common to Lots 22 and 23
in Block 7, Ingermanson Heights Second Addition
(1) thence southwesterly along said easement 160 feet more or less
to the center line of easement on the south line of Lot 8,
Block 1, of Nordboe Sub -division
(2) thence southeasterly to a point which is on the center line of
Otto Avenue
(3) thence east in Otto Avenue to the center line of Meadowlark
Lane where a manhole "A' will be constructed
(4) thence east in Otto Avenue to the center line of Haskett Avenue
(5) beginning again at manhole "A" and thence southeasterly along
the center line of Meadowlark Lane to the center line of Sackett
Avenue where a manhole will be built which will be terminus of
Lateral 420.

(1) An eight inch clay pipe sewer beginning at an existing
manhole in Ohio Street which is a wet well for pumping
station opposite the easement common to Lots 10, 11,
in Block 5, Indian Rock Addition.
(2) thence east along said easement in Block 5 to the corner
of said Lot 10 where manhole "A" will be constructed
(3) thence south from manhole "A" to the south line of
Westchester Drive
(4) beginning again at manhole "A", thence north along
center line of easement to the south line of Indian
Rock Lane where a manhole will be constructed which
will be the terminus of Lateral 421.
(1) An eight inch clay pipe sewer beginning at an existing
manhole on the south line of Indian Rock Lane and the
north and south easement of Block 5, of Indian Boakk
Addition
(2) thence northwesterly across Indian Rock Lane to Basement
on east line of Lot 1, Block 1 of said Addition
(3) thence north along the center line of said easement on
east side of said Lot 1 to a point 7 feet south of the
northeast corner thereof.
(4) thence east and easterly following the center lines of the
easements in Blocks 1 and 2 to a point at the southwest
corner of Lot 7, Block 2 of said Indian Rock Addition
where a manhole will be constructed which will be the
terminus of Lateral 422.
(5) A Sanitary Sewer Pumping Station be oonstructed in the
east parking of Ohio Street directly in line with the
easement which is common to Lots 10, 11, 14 and 15,
of
of Block 5, Indian Rock Addition, to serve all of
Indian Rock Addition.
An eight inch clay pipe sewer beginning at an existing manhole
which is 10 feet south of the center line of Greeley Avenue
and in line with utility easement firse west of Beachwood Road,
thence east along a line 10 feet south of the center line of
Greeley Avenue to the easement first east of Beachwood Road,
theme* south &long the center line of said utility easemsat
to a point 80 feet north of the north line of Brookwood Lane
where a manhole will be built which will be terminus of
Lateral 423.
An eight inch clay pipe sewer beginning at an existing manhole
which is in line with the utility easement through Block 9,
and 18 feet north of the south line of Belmont Boulevard thence
south along the center line of easement through Block 9, to a point
10 feet southwest of the northwest corner of Lot 9, Block 9,
Belmont Addition to the City of Salina, Kansas, which is terminus
of Lateral 424.
An eight inch clay pipe sewer beginning at an existing manhole
which is in line with the utility easement through Block 10,
and 10 feet north of the south line of Belmont Boulevard, thence
south along the center line of easement through Block 10,
to a point 10 feet south of the northeast corner of Lot 23, Block
10, Belmont Addition where a manhole will be built which will be
terminus of Lateral 425.
at mW for the unit price for said work contained in said proposal, which proposal and
contract are hereby referred to and made a part of this ordinance, be and the same is hereby
ratified and confirmed, said proposal being within the estimated cost of said improvements
as shown by the sworn estimates of the City Engineer on file in the Office of the City Clerk
which estimate is hereby referred to and made a part of this ordinance.
Section 2. Said improvements shall be built and constructed in accordance with the
plans and specifications therefore prepared by the City Engineer on file in the office of
the City Clerk and in accordance with the proposals of said contractor and under the terms
said contract, all of which are hereby referred to and made a part of this ordinance.

Section 3. That temporary notes signed by the Mayor and attest by the City Clerk be
issued from time to time as the work progresses in the manner and form as required by law,
the total amount thereof not to exceed the amount of $71,732.65 for such work, such notes
to bear interest at not to exceed 5 per cent per annum and to mature not later than
December 1, 1966, and to be issued in such amounts and at such times as may the money for
the payment of the cost of such work be required, such notes to be issued to said contrac
and to be redeemed and cancelled at the time that Internal Improvement bonds are issued
in lieu thereof.
Section 4. That this ordinance shall take 6ffeat sad be is full force from and after
its adoption and publication once in the official city paper.
