AN ORDINANCE authorizing and providing for the issuance of Improvements Bonds of the City of
Salina, Kansas, all in the sum of $452,725.10, to pay the cost of improving certain streets
in said City to be designated as Series Number P-184.
WHEREAS, pursuant to proceedings duly had according to law, contracts have been let and
performed for the construction of the following street improvements to the City of Salina,
Kansas, to -wit:
Curbing, guttering, paving and grading of Clark Street
(Thirty-three (33) feet wide from back of curb to back
of curb) with two (2) inch hot asphalt mix over a six
(6)inch crushed rock base, from the north line of
Armory Road to a point 136.5 feet north of the north
line of South St[eet, as provided for by Resolution
Number 2120 and Ordinance Number 6326.
Paving and grading of Franklin Street (Twenty-eight (28)
feet wide from toe of gutter to toe of gutter) with two
(2) inch hot asphalt mix over a six (6) inch crushed
rock base, from the east side of Custer Street to the
west line of Sheridan Street, as provided for by
Resolution Number 2111 and Ordinance Number 6326.
Paving and grading of Fifth Street with two (2) inch hot asphalt
mix over a six (6) inch crushed rock base, from the north line
of Harsh Avenue to the south line of Euclid Avenue, as provided
for by Resolution Number 2125 and Ordinance Number 6326.
Curbing, guttering, paving and grading of Max Avenue
with two (2) inch hot asphalt mix over a six (6) inch
crushed rock base, from the east line of Quincy Street
to the west line of Norton Avenue, as provided for by
Resolution Number 2129 and Ordinance Number 6326.
Curbing, guttering, paving and grading of Quincy Street
(Thirty-three (33) feet wide from back of curb to back of
curb) with two (2) inch hot asphalt mix over a six (6)
inch crushed rock base, from the south line of Leslie Avenue
to the north line of Wayne Avenue, as provided for by
Resolution Number 2127 and Ordinance Number 6326.
Curbing, guttering, paving and grading of Albert Avenue
with concrete (Thirty-three (33) feet wide from back of
curb to back of curb) from the east line of Roach Street to
the west line of Ohio Street, as provided for by Resolution
Number 2126 and Ordinance Number 6325.
Curbing, guttering, paving and grading of Beverly Drive
with concrete (Thirty-three (33) feet wide from back of
curb to back of curb) from the west line of Duvall Avenue
to the center line of Broadway Boulevard, as provided for
by Resolution Number 2104 and Ordinance Number 6325.
Curbing, guttering, paving and grading of Elm Street with
concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from the west line of College Street to the west
line of Chicago Street, as provided for by Resolution Number
2083 and Ordinance Number 6325.
Curbing, guttering and grading of Elmore Drive from the
north line of Crawford Avenue to the south line of Prescott
Road, as provided for by Resolution Number 2121 and Ordinance
Number 6325.
Curbing, guttering, paving and grading of Fourth Street with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the south line of Leslie Avenue to the north line
of Wayne Avenue, as provided for by Resolution Number 2082
and Ordinance Number 6325.

Railroad Tracks to the west line of Ohio Street, as provided
for by Resolution Number 2080 and Ordinance Number 6325.
Curbing, guttering, paving and grading of Ohio Street with

Curbing, guttering, paving and grading of Dover Drive (Thirty -
Three (33) feet wide from back of curb to back of curb) with
two (2) inch hot asphalt mix over a six (6) inch crushed rock
base, from the north line of Teakwood Street to the south
line of Winona Street, as provided for by Resolution Number
2203 and Ordinance Number 6378.
Curbing, guttering, paving and grading of Holiday Street,
(Thirty-three (33) feet wide from back of curb to back of
curb) with two (2) inch hot asphalt mix over a six (6)
inch crushed rock base, from the south line of South Street
to the west line of Clark Street, as provided Bor by Resolution
Number 2168 and Ordinance Number 6378.
Curbing, guttering, paving and grading of Teakwood Street
(Thirtytthree (33) feet wide from back of curb to back of
curb) with two (2) inch hot asphalt mix over a six (6)
inch crushed rock base, from the east line of Winona Street
to the east line of Dover Drive, as provided for by Resolution
Number 2202 and Ordinance Number 6378.
Curbing, guttering, paving and grading of Westwood Road
(Thirty-thre e (33) feet wide from back of curb to back of curb)
with two (2) inch hot asphalt mix over a six (6) inch crushed
rock base, from the north line of Winona Street to the south
line of Teakwood Street, as provided for by Resolution Number
2201 and Ordinance Number 6378.
WHEREAS, the total cost of said improvements has been ascertained and the portion thereof it
the amount of $99,259.50 to be paid by general taxes to be levied upon all taxable property
within said city for the improvement of squares and areas formed by the crossing of streets
and alleys and for the improvement of any of said streets, where the same is through or
adjacent to property of the City for which the City is liable, for which bonds are to be
issued; and
WHEREAS, the total cost of said curbing, guttering, paving and grading of said streets, whic
are to be paid by special assessments and to be levied upon lots and pieces of ground liable
for the payment of said curbing, guttering, paving and grading of said streets has been
ascertained and has been hereby found and determined to be the sum of $389,893.13 which
amount has been heretofore duly assessed and apportioned to the several lots and pieces of
ground liable therefor according to law provided for in the Ordinances of the City of Salina
Kansas relating thereto, duly passed and approved of which amount the sum of $36,427.53 has
been duly paid by the property owners liable therefor, leaving a balance of 4353,465.60 for
which bonds are to be issued, and
WHEREAS, bonds in the aggregate sum of $452,725.10 are to be issued to pay the actual cost
thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as a part of
this ordinance and that for the purpose of providing funds to pay the cost of the improvemen
hereinabove weferred to and described in the ordinances and resolutions of said City and
hereinbefore referred to, there shall be issued Internal Improvement Bonds of the City of

Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
Signature of the City Clerk and the corporate seal of the City shall be affixed thereto
and said bonds shall have attached thereto interest coupons representing the interest
thereon, which coupons shall be in the form provided by law and shall bear the printed or
lithographed facsimile signature of the Mayor and City Clerk of said City and said bonds
interest coupons shall be registered in the Office of the City Clerk and in the office of
the Auditor of State as required by law.
Section 3. Said bonds shall be designated as Series P-184 and shall be in the form and
shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Salina, State
of Kansas, acknowledges itself to be indebted and for value received hereby promises to
pay to the bearer the sum of DOLLARS
in lawful money of the United States of America, on the first day of ,!
19 with interest thereon from the date hereof at the rate of
per cent per annum, payable semiannually on
May 1, and November 1, in each year, on presentation and surrender of the interest coupons
hereto affixed as said coupons become severally due, both principal of and interest on this t
bond being payable at the Office of the State Treasurer of the State of Kansas, in the City
of Topeka, Kansas, and said City of Salina, Kansas, is held and firmly bound by these
presents and the full faith, credit and resources of said city are hereby irrevocably j
pledged for the payment of said principal and interest at maturity.
This bond is one of a series of 452 bonds of like date and tenor, excepting denomination,
interest rate and maturity, aggregating the principal sum of $452,725.10 issued by the
City of Salina, Kansas for the purpose of paying the cost of constructing, curbing,
guttering, paving and grading improvements in said city by the authority of and in full
compliance with the provisions, restrictions and limitations of the constitution and laws
of the State of Kansas, including Sections 10-101 to 10-127, 12-601 to 12-608, and 13-1011
and 13-1011a, all of the General Statutes of Kansas, 1949, and amendments thereto and all
other provisions of the laws of said state applicable thereto, and this bond and all other
bonds of this series, and all interest thereon are to be paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions, and things required to be
done and exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said City, including
this series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it
to be signed by its Mayor and its corporate seal to be hereto affixed, attested by the City
Clerk and the coupons hereto attached to be signed with the facsimile signatures of said
officers and this bond to be dated the first day of November, 1960.

Section 4. The Mayor and City Clerk are hereby authorized and directed to prepare and
execute the bonds hereinbefore described and to advertise and sell the same in the manner
provided by law, and when duly executed and registered to deliver said bonds to the purchases
or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon, The Board of Commissioners of the City of Salina, Kansas, shall annually
make provisions for the payment of the principal and interest on said bonds as they severall
become due by levying taxes and assessments upon the property liable therefor as provided
for by law.
Section 6. This ordinance shall take effect and be in force from and after its
