AN ORDINANCE calling a special election to be held in the
City of Salina, Kansas, for the purpose of submitting to the qual-
ified electors of the said City the proposition to issue the gen-
eral obligation bonds of said City in the amount of Seven Hundred
Twenty Seven Thousand Dollars ($727,000.00) for the purpose of
paying the cost of purchasing a site for, and erecting, construct-
ing, furnishing and equipping a public building thereon for said
City, to -wit: a public library.
WHEREAS, The Board of Commissioners of the City of Salina,
Kansas, deems it necessary and to the best public interest to provide
for the purchasing of a site for, and erecting, constructing, furnish-
ing and equipping a public buildipg thereon for said City, to -wit:
a public library; and
WHEREAS, the cost of purchasing such a site, and erecting, con-
structing, furnishing and equipping a public building thereon for
said City will not exceed the estimated amount of Seven Hundred
Twenty Seven Thousand Dollars ($727,000.00); and
WHEREAS, it is necessary to issue general obligation bonds of
said City to pay the cost of purchasing a site for, and erecting,
constructing, furnishing and equipping thereon said public building;
and
WHEREAS, the City of Salina, Kansas, is a city of the first
class with a population of less than sixty thousand (60,000);
SO NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners
of the City of Salina, Kansas:
Section 1. That the preambles of this ordinance are hereby
incorporated herein and that an election is hereby called and ordered
to be held in the City of Salina, Kansas, on Tuesday, November 8,
1960, between the hours of 6:00 o'clock A.M. and 7:00 o'clock P.M.
of said day, at the time of the regular general election, for the
purpose of submitting to the qualified voters of said City the
proposition to issue the general obligation bonds of the City of
Salina, Kansas, in the waount of Seven Hundred Twenty Seven Thousand
Dollars ($727,000.00) for the purpose of purchasing a site for, and
erecting, constructing, furnishing and equipping a public building
thereon for said City, to -wit: a public library, as provided and
authorized by G.S. 1959 Supp. 12-1737; that said election shall be
held at the usual places of h®lding elections, to -wit:

Said election shall be conducted by the officers and persons provided
by law for holding elections in said City of Salina, Kansas, and that
the Mayor and at least two additional members of the Board of Commis-
sioners of the City of Salina, Kansas, shall and they are hereby
ordered and directed to publish notice of said election in the manner
and form directed and required by Section 10-120, General Statutes of
Kansas, 1949.

Section 2. That the ballots to be used at said election shall
be in substantially the following form:
