93-4579 CDBG ApplRESOLUTION NUMBER 93-4579 A RESOLUTION AUTHORIZING THE PREPARATION AND FILING WITH THE KANSAS DEPARTMENT OF COMMERCE AND HOUSING OF A SMALL CITIES COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM APPLICATION FOR COMMUNITY IMPROVEMENT ASSISTANCE FOR FISCAL YEAR 1993; DESIGNATING THE MAYOR AS THE AUTHORIZED REPRESENTATIVE OF THE CITY OF SALINA TO ACT IN CONNECTION WITH THE APPLICATION; AND TO PROVIDE SUCH ADDITIONAL INFORMATION AS MAY BE REQUIRED. WHEREAS, municipal home rule powers under Article 12-5 of the Kansas Constitution and K.S.A. 12-1662 et seq. authorizes the City of Salina, Kansas, to receive and expend federal funds; and WHEREAS, K.S.A. 13-443 authorizes the City of Salina, Kansas to improve public streets, SO NOW, THEREFORE BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. That the City of Salina, Kansas, prepare and file with the Kansas Department of Commerce and Housing an application for $349,000 in community improvement assistance for street paving in north Salina under the small cities section of the Community Development Block Grant Program for Federal fiscal year 1993. Section 2. That the Mayor is designated as the applicant's chief elected official and authorized representative. Section 3. That as the chief elected official and authorized representative of the applicant, the Mayor is hereby authorized to sign and file the application, including all understandings, certifications, and assurances contained therein, to act in connection with the application and to provide such additional information as may be required. Section 4. That the City of Salina, Kansas hereby resolves to appropriate a sum of $51,000 in departmental operating funds in the general fund of the city as matching funds for the grant should it be awarded. Section 5. That the City of Salina, Kansas, hereby resolves to appropriate an estimated sum of $550.00 on an annual basis in the general fund of the City for the purpose of financing the ongoing cost of operation and maintenance of the proposed street improvements. Section 6. That this Resolution shall be in full force and effect from and after its adoption. Adopted by the Board of Commissioners and signed by the Mayor this 5th day of April, 1993. Carol E.
