AN ORDINANCE calling a special election to be held in the City
of Salina, Kansas, for the purpose of submitting to the qualified
electors of the said City the proposition to levy annually upon all
the tangible property within the corporate limits of the City of
Salina, Kansas, a tax not to exceed one-half (2) of one (1) mill
for the purpose of creating a fund to be used in securing industries
or manufacturing institutions for the City of Salina, Kansas,or near
its environs for a period not to exceed two (2) years, which tax
shall be in addition to all other taxes authorized by law and shall
not be subject to any of the limitations prescribed by law and shall
not be subject to any of the limitations prescribed by Article 19 of
Chapter 79 of the General Statutes of 1949, or acts amendatory
thereof or supplemental thereto.
WHEREAS, The Board of Commissioners of the City of Salina,
Kansas, deems it necessary and to the best public interest to sub-
mit to the qualified electors of the said City the proposition to
levy annually upon all the tangible property within the corporate
limits of the City of Salina, Kansas, a tax not to exceed one-half
(2) of one (1) mill for the purpose of creating a fund to be used
in securing industries or manufacturing institutions for the City
of Salina, Kansas, or near its environs for a period not to exceed
two (2) years, which tax shall be in addition to all other taxes
authorized by law and shall not be subject to any of the limitations
prescribed by Article 19 of Chapter 79 of the General Statutes of
1949, or acts amendatory thereof or supplemental. thereto.
WHEREAS, the City of Salina, Kansas, is a city of the first
class.
SO NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners
of the City of Salina, Kansas:
Section 1. That the preambles of this ordinance are hereby
incorporated herein and that an election is hereby called and ordered
to be held in the City of Salina, Kansas, on Tuesday, April 4, 1961,
between the hours of 6:00 o'clock A.M. and 7:00 o'clock P.M. of said
day, at the time of the regular city election, for the purpose of
submitting to the qualified voters of said City the proposition to
levy annually upon all the tangible property within the corporate
limits of the City of Salina, Kansas, a tax not to exceed one-half
<Z) of one (1) mill for the purpose of creating a fund to be used
in securing industries for the City of Salina, Kansas, or near its
environs for a period not to exceed two (2) years, which tax shall
be in addition to all other taxes authorized by law and shall not
be subject to any of the limitations prescribed by Article 19 of
Chapter 79 of the General Statutes of 1949, or acts amendatory
thereof or supplemental thereto, as provided and authorized by
G.S. 1959, Supp., 13-1441; that said election shall be held at
the usual places of holding elections, to -wit:

Said election shall be conducted by the officers and persons provided
by law for holding elections in said City of Salina, Kansas, and that
the Mayor and at least two additional members of the Board of Commis-
sioners of the City of Salina, Kansas, shall and they are hereby
ordered and directed to publish notice of said election in the wanner
and form directed and required by Section 10-120, General Statutes of
Kansas, 1949.
Section 2. That the ballots to be used at said election shall
be in substantially the following form:
