ORDINANCE NUMBER 6558

AN ORDINANCE ratifying and confirming a contract with the 0. D. Wilmoth Construction
Company for the construction of certain improvements on certain streets in the City of
Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof
pending the issuance and sale of bonds.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the acceptance by the City of Salina, Kansas, of the proposal of the
0. D. W ilmoth Construction Company hereinafter referred to as the "Contractor" as submitted
to the Board of Commissioners on July 25, 1961, which is hereby found to be the lowest and
best bid for such work, and the contract awarded by the Board of Commissioners of the City
of Salina, to said contractor and signed on behalf of the City by its Mayor on August 1, 196:
for the construction of certain public improvements in the City of Salina, Kansas, to -wit:
The paving and grading of Alley with concrete (Sixteen (16) feet
wide) first north of Wayne Avenue from Roach Street to Lewis
Street.
The paving and grading of Antrim Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the
west side of Tenth Street to the west line of Eleventh Street.
The curbing, guttering, paving and grading of East Ash Street
with concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from the east side of Ohio Street to the east line
of Riverside Drive.
The curbing, guttering, paving and grading of Barney Street with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the north line of Broadway Boulevard to the south
line of Grand Avenue.
The curbing and guttering one side, and the paving and grading of
Beverly Drive with concrete (Twenty-eight (28) feet wide from toe
of gutter to toe of gutter) from the west line of Whittinghill
Avenue to the west line of Viemont Avenue.
The Curbing, guttering, paving and grading of Channel Road with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the south line of Iron Avenue to the north edge of
Upper Mill Drive.
The curbing, guttering, paving and grading of DuVall Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the west line of Broadway Boulevard to the south
line of Crawford Avenue.
The curbing, guttering, paving and grading of Eastborough Road
with concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from the south line of Country Club Road to the
south line of Crestview Drive.
The paving and grading of Front Street with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the
south line of Lincoln Avenue to the south line of the Union Pacific
right-of-way.
The curbing, guttering, paving and grading of Francis Street
with concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from the south line of York Avenue south 127 feet.
The paving and grading of Funston Avenue with concrete (Twenty-
six (26) feet wide from toe of gutter to toe of gutter) from the
south line of Ellsworth Street to the north line of Jewell Avenue.

The curbing, guttering, paving and grading of Fourth Street with
concrete on both sides of Union Pacific Tracks, each 30 feet wide
from back of curb to edge of slab, from the south line of C laf 1 in
Avenue to the north side of Cloud Street.
The curbing, guttering, paving and grading of the East side of
Fourth Street with concrete (Thirty -30-- feet wide from back of
Qurb to edge of pavement) from the north line of Bond Street to
the south line of Wilson Street.
The curbing, guttering, paving and grading of the East side of
Fourth Street with concrete (Twenty-two (22) feet wide from edge
of slab to back of curb) from the south side of Republic Avenue
to the north side of Beloit Avenue.
The paving and grading of Fourth Street on the East side of tracks

with concrete (Twenty (20) feet wide from back of curb to edge of
slab) from the south line of Lamar Street to the north line of
Republic Avenue.
The curbing, guttering, paving and grading of the East side of
Fourth Street with concrete (Thirty (30) feet wide from back of
curb to the edge of pavement) from the south line of Wilson
Street to the south line of Lamar Street.
The paving and grading of Indiana Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the
south line of Gypsum Avenue to the south line of Stack Avenue.
The paving and grading of Kansas Avenue with concrete (Twenty--
eight (28) feet wide from toe of gutter to toe of gutter) from
the north line of Elm Street to the south line of Riverside
Boulevard.
The curbing, guttering, paving and grading of Lewis Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the north line of Millwood Avenue to the south line
of Crawford Avenue.
The paving and grading of Lincoln Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the
east line of Fourth Street to the west line of Third Street.
The paving and grading of Oakdale Avenue with concrete (Twenty-
eight (28) feet wide from edge of curb to edge of curb) from the
east end of Smoky Hill River Bridge East 900 feet more or less too
west edge of existing paving.
The curbing, guttering, paving and grading of Ohio Street with
concrete (Forty (40) feet wide from back of curb to back of curb)
from the north line of Ash Street to the north line of Elm Street.
The paving and grading of Pershing Street with concrete (Twenty-
seven (27) feet wide from toe of gutter to toe of gutter) from
the south line of Beloit Street to the north line of Sunset Drive.
The paving and grading of Pershing Street with concrete (Twenty-
seven (27) feet wide from toe of gutter to toe of gutter) from
the south line of Sunset Drive to the north line of Ellsworth
Street.
The paving and grading of Republic Avenue with concrete (Twenty-
eight (28) feet wide from toe of gutter to toe of gutter) from
the west line of Funston Avenue to the east line of the Missouri
Pacific Railroad.
The paving and grading of Stapler Avenue with concrete (Twenty-
eight (28) feet wide from toe of gutter to toe of gutter) from
the east line of Delaware Avenue to the west line of Indiana
Avenue.

The curbing, guttering, paving and grading of Stack Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the west side of Missouri Avenue to the east side
of Indiana Avenue.
The curbing, guttering, paving and grading of Seventh Street
with concrete (Thirty-three (33) feet wide from back of curb
to back of curb) from the south property line of Lincoln Avenue
to the north right-of-way line of the Union Pacific Railroad.
The paving and grading of Sauth Second Street with concrete
(Twenty-eight (28) feet wide from edge of gutter to edge of
gutter) from 150 feet south of Wilson Street to a point 23 feet
north of the south line of Lot 15, Block 6, Hutchinson's Addition.
The curbing, guttering, paving and grading of South Second Street
with concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from a point 23 feet north of the south line of Lot
15, Block 7, Hutchinson's Addition to the south line of Lot 19 of
said block.
The curbing, guttering, paving and grading of Wayne Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back
of curb) from the east line of Ohio Street to the west line of
Huntington Road.
at and for the unit price for said work contained in said proposal, which proposal and
contract are hereby referred to and made parts of this ordinance, be and the same is
hereby ratified and confirmed, said proposal being within the estimated cost of said
improvements as shown by the sworn estimates of the City Engineer on file in the Office of
the City Clerk, which estimates are hereby referred to and made a part of this ordinance.
Section 2. Said improvements shall be built and constructed in accordance with the
plans and specifications therefore prepared by the City Engineer on file in the Office of
the City Clerk and in accordance with the proposal of said contractor and under the terms
of said contract, all of which are hereby referred to and made a part of this ordinance.
Section 3. That temporary notes signed by the Mayor and attest by the City Clerk be
issued from time to time as the work progresses in the manner and form as required by law,
the total amount thereof not to exceed the amount of $354,517.10 for such work, such notes
to bear interest not to exceed 5 per cent per annum and to mature not later than December
13, 19632 and to be issued in such amounts and at such times as money for the payment of
the cost of such notes being issued to said contractor and to be redeemed and cancelled at
the time that permanent bonds are issued in lieu thereof.
Section 4. That this ordinance shall take effect and be in full force from and after
its adoption and publication once in the official city paper.
