AN ORDINANCE DECLARING THE WATERWORKS SYST04 AND THE SEWAGE. DISPOSAL
SYSTEM OF THE CITY OF SALINA, KANSAS, INCLUDING ALL FUTURE IMPROVE-
MENTS AND EXTENSIONS THERETO, TO BE A WATER AND SEWAGE SYSTEM, PRO-
VIDING FOR THE OPERATION AND MAINTENANCE THEREOF, AND CREATING A WATER
AND SEWAGE DEPARTMENT FOR THE OPERATION OF SAID WATER AND SEWAGE. SYSTEM.
WHEREAS, the City of Salina, Kansas, is authorized by Sec-
tions 12-856 to 12-868, inclusive, 1959 Supplement to the General
Statutes of Kansas, 1949, to declare its waterworks system and its
sewage disposal system as defined in said statutes to be a water and
sewage system, the same to be operated and financed as provided in said
statutes and, by the terms of said statutes, the govering body of said
City shall, by ordinance, create a water and sewage department for the
operation of such water and sewage system and provide for such officers
and employees as may be necessary for the proper operation of such
system, and
WHEREAS, the governing body of the City of Salina, Kansas,
deems it to be necessary for the public health, safety, welfare and
benefit of said City and its inhabitants that the waterworks system and
the sewage disposal system of said City, including all future improve-
ments and extensions thereto, shall be operated and maintained as a
combined water and sewage system,
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE
CITY OF SALINA, KANSAS, AS FOLLOWS:
Section 1. It is hereby declared, found and determined to be
necessary for the public health, safety, welfare and benefit of the
City of Salina, Kansas, and its inhabitants, that the waterworks system

and the sewage disposal system of said City as defined and referred to
in Sections 12-856 to 12-868, 1959 Supplement: to the General Statutes
of Kansas, 1949, including all improvements and extensions thereto, be
combined, and it is hereby declared that thenceforth, from and after
the date on which this ordinance shall take effect, but not earlier
than August 1, 1961, the waterworks system and the sewage disposal
system of the City of Salina, Kansas, as defined and referred to in
Sections 12-856 to 12-868, 1959 Supplement to the General Statutes of
Kansas, 1949, including all future improvements and extensions thereto,
whether to the waterworks system or to the sewage disposal system,
shall be and the same are combined and shall be known as the water and
sewage system of the City of Salina, Kansas. Said water and sewage
system shall be operated and financed as provided in Sections 12-856 to
12-868, 1959 Supplement to the General Statutes of Kansas, 1949.
Section 2. There is hereby created for the operation of the
water and sewage system of the City of Salina, Kansas, a water and
sewage department. Said department shall be administered by the City
Manager and he shall appoint such officers and employees as .may be
necessary for the proper operation of the water and sewage system of
the City. Said water and sewage department shall be administered and
said water and sewage system shall be operated in accordance with all
of the provisions of Sections 12-856 to 12-868, 1959 Supplement to the
General Statutes of Kansas, 1949, and in accordance with the provisions
of Sections 12-1001 to 12-1028, inclusive, of the General Statutes of
Kansas, 1949, and all amendments thereto, and all other applicable
statutes.
Section 3. This ordinance shall take effect and be in full
force from and after its passage and publication as provided by law,
but not earlier than Au ust 1, 1961.
