RESOLUTION NUMBER 93-4646
A RESOLUTION ESTABLISHING CITY POLICY PERTAINING TO
PUBLIC INFORMATION AND EDUCATION AS TO FIREARMS SAFETY.
WHEREAS, public information and education is extremely important in
matters pertaining to public safety, and in particular the safety of children;
and
WHEREAS, the City of Salina and the State of Kansas have enacted
laws regarding the storage or use of firearms; and
WHEREAS, the Salina Board of City Commissioners desires to
enhance the City's role in public information and firearms safety education as
it relates to children and other juveniles under the age of eighteen (18); SO
NOW, THEREFORE
Kansas:
BE IT RESOLVED by the Governing Body of the City of Salina,
Section 1. That the City Administration is authorized and directed
to use the City's public information program to disseminate information
regarding city and state laws concerning storage and use of firearms, firing
range locations, as well as additional safety suggestions and guidelines.
Section 2. That the City Administration is directed to research
and consider, in consultation with local school officials, the incorporation of
appropriate, limited, firearms awareness and safety information into the Salina
Fire Department's elementary school child safety programs. Incorporation of
this particular safety aspect should be in conjunction with current efforts at
expanding the Fire Department's child safety education to include several risk
areas. Any expanded program should not require any additional school
curriculum time beyond that currently allotted to fire safety.
Section 3. That the City Administration is directed to research
and consider, in consultation with local school officials, the incorporation
into the Salina Police Department D . A . R . E . program of appropriate information
and instruction for youth in matters pertaining to firearms in schools or in
other inappropriate locations. Any expanded program should not require any
additional school curriculum time beyond that currently allotted to D . A . R . E .
program.
Section 4. That Salina citizens interested in adding any specific
programs to the school curriculum should address their requests and
recommendations to the elected officials of Unified School District 305.
Section 5. That the City Administration is directed to cooperate
with organizations such as the 4-H, Kansas Department of Wildlife and Parks
and others currently involved in voluntary education programs in hunter or
firearms safety, outside of the local school systems, in an effort to increase
public awareness of these safety programs.
