ORDINANCE NUMBER 65.95
AN ORDINANCE defining the Wards and Precincts of the City of Salina, Kansas, and amending
Sections 29-112, 29-114, and 29-120 to 29-134, inclusive, of The Code of the City of Salina,
Kansas, 1960, and repealing said original sections.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That 29-112 of The Code of the City of Salina, Kansas, 1960, be amended
to read as follows:
29-112. THIRD WARD, FIRST PRECINCT. The First Precinct of the
Third Ward shall include all of that part of the Third Ward as
herein defined which lies within the following described boundaries,
to -wit:
Commencing at Iron Avenue and Twelfth "Street; thence
south in Twelfth Street to South Street; thence west in South
Street to Baker Street; thence north in Baker Street to a point
Seventy-two (72) feet south to the south line of Cedar Street
to the intersection of said line of Phillips Street; thence south
in Phillips Street to Spruce Street; thence west in Spruce Street
to City Limits; thence north in west City Limits to Marietta Street;
thence east in Marietta Street to Iron Avenue; thence east in Iron
Avenue to the place of beginning.
Section 2. That 29-114 of The Code of The City of Salina, Kansas, 1960, be amended
to read as follows:
29-114. THIRD WARD, THIRD PRECINCT. The Third Precinct of the
Third Ward shall include all of that part of the Third Ward as
herein defined which lies within the following described boundaries,
to -wit:
Commencing at Eleventh Street and South Street; thence west in
South Street to Baker Street; thence north in Baker Street to a point
Seventy-two (72) feet south of the south line of Cedar Street; thence
west along a line parallel with the seventy-two (72) feet south of the
south line of Cedar Street to the intersection of said line of Phillips
Street; thence south in Phillips Street to Spruce Street; thence west
in Spruce Street to City Limits; thence south and west along the west
City Limits line to Beverly Drive; thence east in Beverly Drive to
Broadway Boulevard; thence east from $roadway Boulevard to Prescott
Avenue; thence east in Prescott Avenue to Eleventh Street; thence north
in Eleventh Street to the place of beginning.
Section 3. That 29-120 to 29-134 inclusive of The Code of the City of Salina, Kansas
1960, be amended to read as follows:
29-120 FIFTH WARD. All of that portion of the City of Salina,
which lies south of Prescott Avenue ( and the Smoky Hill River)
extended east to the City Limits, and Prescott Avenue extended west
to Broadway Boulevard and Beverly Drive from Broadway Boulevard
west to the City Limits, shall constitute the Fifth Ward.
29-121. FIFTH WARD, FIRST PRECINCT. The First Precinct of the Fifth
Ward shall include all of that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:
Commencing at Prescott Avenue and Ninth Street; thence south
in Ninth Street to Frost Street; thence west in Frost Street to
Sherman Street; thence south in Sherman Street to Venango "Street;
thence west in Venango Street to the Missouri Pacific Railroad
Tracks; thence north along the Missouri Pacific Railroad tracks to
Prescott Avenue; thence east in Prescott Avenue to the place of
beginning.
CONSOLIDATED-SALINA
29-122. FIFTH WARD, SECOND PRECINCT. The Second Precinct of the Fifth
Ward shall include all of that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:

in Prescott Avenue to Front Street; thence south in Front Street to
Bond Street; thence west in Bond Street to Ninth Street; thence north
in Ninth Street to the place of beginning.
29-123. FIFTH WARD, THIRD PRECINCT. The Third Precinct of the Fifth
Ward shall include all of that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:
Commencing at Frost 'Street and Ninth Street; thence south in
Ninth Street to Republic Avenue; thence west in Republic Avenue to the
Missouri Pacific Railroad tracks; thence north along the Missouri
Pacific Railroad tracks to Venango Street; thence east in Venango
Street to 'Sherman 'Street; thence north in Sherman Street to Frost
Street; thence east in Frost 'Street to the place of beginning.
Commencing at Republic Avenue and Front Street; thence
north in Front 'Street to the center line of the Smoky Hill River;
thence following the center line of the Smoky Hill River southeast
then northeast then southeast to the City Limits line; thence south
along the City Limits line to a point 250 feet south of Crawford
Street; thence west and parallel with Crawford 'Street to a point 250
feet east of the center line of Ohio 'Street; thence south along the
City Limits line to Republic Avenue extended east; thence west on
Republic Avenue extended east and Republic Avenue to the place of
beginning.
29-127. FIFTH WARD, SEVENTH PRECINCT. The Seventh Precinct of the
Fifth Ward shall include all that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:
Commencing at Republic Avenue and Osborne Street; thence
east in Republic Avenue to the East City Limits; thence south on
City Limits line to Kirwin Avenue extended east; thence west on Kirwin Avenue
to Osborne Street; thence north in Osborne 'Street to the place of beginning.
29-128. FIFTH WARD, EIGHTH PRECINCT. The Eighth Precinct of the
Fifth Ward shall include all that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:

Fifth Ward shall include all that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:
Commencing at Republic Avenue and Ninth Street; thence south

Jewell Avenue extended west to the Missouri Pacific Railroad tracks;
thence north along the Missouri Pacific Railroad tracks to Republic

Commencing at Ninth Street and Bond Street; thence east in
Bond Street to Front Street; thence south in Front Street to Republic
Avenue; thence west in Republic Avenue to Santa Fe Avenue; thence south
in Santa Fe Avenue to Beloit Avenue; thence west in Beloit Avenue to
Highland Avenue; thence north in Highland Avenue to Republic Avenue-,
thence west in Republic Avenue to Ninth Street, thence north in Ninth
Street to the place of beginning.
29-126. FIFTH WARD, SIXTH PRECINCT. The Sixth Precinct of the Fifth
Ward shall include all that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:
Commencing at Republic Avenue and Front Street; thence
north in Front 'Street to the center line of the Smoky Hill River;
thence following the center line of the Smoky Hill River southeast
then northeast then southeast to the City Limits line; thence south
along the City Limits line to a point 250 feet south of Crawford
Street; thence west and parallel with Crawford 'Street to a point 250
feet east of the center line of Ohio 'Street; thence south along the
City Limits line to Republic Avenue extended east; thence west on
Republic Avenue extended east and Republic Avenue to the place of
beginning.
29-127. FIFTH WARD, SEVENTH PRECINCT. The Seventh Precinct of the

Commencing at Ninth "Street and Republic Avenue; thence east
in Republic Avenue to Highland Avenue; thence south in Highland Avenue
to Beloit Avenue; thence east in Beloit Avenue to Santa Fe Avenue;
thence north in Santa Fe Avenue to Republic Avenue; thence east in
Republic Avenue to Osborne Street; thence south in Osborne Street to
Cloud Street; thence west in Cloud Street to Ninth Street; thence north
in Ninth Street to the place of beginning.
29-129. FIFTH WARD, NINTH PRECINCT. The Ninth Precinct of the Fifth
Ward shall include all of that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:
Commencing at Ninth Street and Jewell Avenue; thence west in
Jewell Avenue to the Missouri Pacific Railroad tracks; thence southwest
along the Missouri Pacific Railroad tracks to Broadway Boulevard; thence
southeast in Broadway Boulevard to Cloud Street; thence west in Cloud
Street to Haskett Avenue; thence south in Haskett Avenue to Interstate
35 right-of-way; thence southeast along Interstate 35 right-of-way to
City Limits line 250 feet east of and parallel with Haskett Avenue;
thence north and east along the City Limits line to Ninth 'Street; thence
north on Ninth Street to the place of beginning.
29-130. FIFTH WARD, TENTH PRECINCT. The Tenth Precinct of the Fifth
Ward shall include all of that part of the Fifth Ward as herein defined
which lies within the following described boundaries, to -wit:
Commencing at Republic Avenue and Broadway Boulevard; thence
west in Republic Avenue to Pontiac Avenue; thence north in Pontiac
Avenue 200 feet; thence west to Cherokee Drive; thence south in Cherokee
Drive to Republic Avenue; thence west and north on the City Limits line
to Crawford Street; thence west in Crawford Street to the West City Limits
line; thence northeast on the City Limits line to Beverly Drivg; thence
east in Beverly Drive to Broadway Boulevard; thence south in Broadway
Boulevard to the point of beginning.
29-131. FIFTH WARD, ELEVENTH PRECINCT. The Eleventh Precinct of the
Fifth Ward shall include all of that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:
Commencing at Republic Avenue and Broadway Boulevard; thence
west in Republic Avenue to Pontiac Avenue; thence north in Pontiac Avenue
200 feet; thence west to Cherokee Drive; thence south in Cherokee Drive
to Pawnee Avenue; thence east in Pawnee Avenue to Osage Avenue; thence
north in Osage Avenue to the north line of Lot 12, Block 3, Likins Foster
Addition; thence east on the north line of Lot 12, Block 3, Likins Foster
Addition to Broadway Boulevard; thence southeast in Broadway Boulevard
to the Missouri Pacific Railroad tracks; thence north along the Missouri
Pacific Railroad tracks to Prescott Avenue; thence west from Prescott
Avenue to Broadway Boulevard; thence south in Broadway Boulevard to the
point of beginning.
29-132. FIFTH WARD, TWELFTH PRECINCT. The Twelfth Precinct of the
Fifth Ward shall include all of that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:
Commencing at Kirwin Avenue and Osborne Street; thence east
in Kirwin Avenue to the East City Limits line; thence south on the City
Limits line to a point 250 feet north of Albert Avenue; thence east on
City Limits line to the Smoky Hill River; thence south in the 'Smoky Hill
River to the center line of Albert Avenue; thence west in Albert Avenue
to Fourth Street; thence north in Fourth Street to Cloud 'Street; thence
east in Cloud Street to Osborne Street; thence north in Osborne "Street
to the point of beginning.
29-133. FIFTH WARD, THIRTEENTH PRECINCT. The Thirteenth Precinct of
the Fifth Ward shall include all of that part of the Fifth Ward as herein
defined which lies within the following described boundaries, to -wit:
Commencing at Quincy Street and Albert Avenue; thence east in
Albert Avenue to the center line of the Smoky Hill River; thence
southeast in the Smoky Hill River; thence south, west, south and then
west on the City Limits line to a point 250 feet east of the Union
Pacific Railroad tracks; thence north to Magnolia Road; thence west
in Magnolia Road to the intersection of Belmont Boulevard, Magnolia
Road, and Quincy Street; thence north in Quincy Street to the point
of beginning.
CONSOLIDATED -SALIVA
29-134. FIFTH WARD, FOURTEENTH PRECINCT. The Fourteenth Precinct of
the Fifth Ward shall include all of that part of the Fifth Ward as
herein defined which lies within the following described boundaries, to -wit:

Commencing at Quincy Street and Albert Avenue; thence west in
Albert Avenue to the Union Pacific Railroad tracks; thence north along
j the Union Pacific Railroad tracks to Cloud Street; thence west in Cloud
Street to Ninth Street; thence south in Ninth Street to the City Limits
line 250 feet south of Wayne Avenue, thence following the City Limits
line east, south, west, south, east, and north to Magnolia Road; thence
west in Magnolia Road to the intersection of Belmont Boulevard, Magnolia
Road, and Quincy Street; thence north in Quincy Street to the point of
beginning.

29-135.` FIFTH WARD, FIFTEENTH PRECINCT. The Fifteenth Precinct of
the Fifth Ward shall include all of that part of the Fifth Ward as
j herein defined which lies within the following described boundaries, to -wit:
Commencing at Broadway Boulevard and Cloud "Street; thence
west in Cloud Street to Haskett Avenue; thence south in Haskett Avenue
to Interstate 35 right-of-way; thence northwest following the City
Limits line to Cherokee Drive; thence north in Cherokee Drive to Pawnee
Avenue; thence east in Pawnee Avenue to Osage Avenue; thence north in
Osage Avenue to the north line of Lot 12, Block 3, Likins Foster Addition;
thence east on the north line of Lot 12, Block 3, Likins Foster Addition
to Broadway Boulevard; thence southeast in Broadway Boulevard to the
point of beginning.
Section 4. That 29-133 and 29-134 of The Code of the City of Salina, Kansas, 1960,
be repealed to read as follows:
29-137. ADDITIONAL TERRITORY. Any territory hereafter added to
the City of Salina shall become a part of that ward and voting
precinct to which it is contiguous and whose boundaries intersecting
the city limits, if extended, would include such added territory,
unless such territory shall, by ordinance, be specifically attached to
some other ward or voting precinct.
Section 5. This ordinance shall be in full force and effect from and after its adopt
and publication once in the official city paper.

29-136. TERRITORY OUTSIDE CITY LIMITS ATTACHED FOR SCHOOL PURPOSES:
RESIDENT; VOTING. All territory outside of the corporate limits of the
City of Salina which has been attached to the City of Salina for school
purposes and which is a part of the City of Salina school district shall
be and the same is hereby attached to the several voting precincts of
the City of Salina contiguous theretq/and all persons residing in any
such attached territory and possessing the qualifications of an elector
under the laws of the State of Kansas shall be qualified to vote at
an election in the City of Salina for school purposes only in any
voting precinct of such city which lies contiguous to the attached
j territory in which such person resides, and the boundaries of which
voting precinct, if extended, would include the residence of such
school district voter, and the ballots furnished to any such person
for the purpose of voting at any such election shall be so prepared
as to permit such persons to vote for school purposes only and the
jjudges
and clerks of election in any voting precinct at which any
such votes are cast shall prepare and keep a separate record of the
persons casting such ballots, their place of residence and of the
number of such ballots received by them at any such election.
29-137. ADDITIONAL TERRITORY. Any territory hereafter added to
the City of Salina shall become a part of that ward and voting
