AN ORDINANCE providing for and authorizing the issuance of Improvement Bonds of the City of
Salina, Kansas, in the sum of $276,297.60, to pay the cost of constructing Main Sanitary
Sewers and certain Lateral Sanitary Sewers and 'Storm Sewers, and pumping stations in the
City of Salina, Kansas, which bonds shall be designated as Series S-187.
WHEREAS, pursuant to proceedings duly had according to law, certain Main and certain Lateral
Sanitary Sewers and Storm Sewers, and pumping Stations have been constructed in the City of
Salina, Kansas, in Main 'Sewer Districts and certain Lateral Sanitary 'Sewer Districts, as
follows:
Worsley Addition Storm Sewer and Euclid Avenue Storm Sewer
as provided for and authorized by Ordinance Number 6312.
Main Sanitary Sewer "AH" and Lateral Sanitary Sewers 379, 380,
382 and 383 as provided for and authorized by Ordinance
Number 6310.
Main Sanitary Sewer "AI" and "AJ" and Lateral Sanitary Sewers
390, and 391, as provided for and authorized by Ordinance
Number 6320.
Pump Stations as provided for and authorized by Ordinance
Number 6324 and Ordinance Number 6323.
Lateral Sanitary Sewer 393 as provided for and authorized by
Ordinance Number 6335.
Lateral Sanitary Sewer 394 as provided for and authorized by
Ordinance Number 6358.
Lateral Sanitary Sewer 397 as provided for and authorized by
Ordinance Number 6376.
Lateral Sanitary Sewer 406 as provided for and authorized by
Ordinance Number 6393.
Lateral Sanitary Sewer 412 as provided for and authorized by
Ordinance Number 6409.
Lateral Sanitary Sewer 414 as provided for and authorized by

Lateral Sanitary Sewers 417, 418, and 419, as provided for
and authorized by Ordinance Number 6438.
Lateral Sanitary Sewer 420 as provided for and authorized by

Lateral Sanitary Sewers 421 and 422 and Pump Station as provided
for and authorized by Ordinance Number 6440.
Lateral Sanitary Sewers 423, 424, and 425 as provided for
and authorized by Ordinance Number 6443.
Lateral Sanitary Sewer 427 as provided for and authorized by
Ordinance Number 6463.
Lateral Sanitary Sewer 428 as provided for and authorized by
Ordinance Number 6488.
Lateral Sanitary Sewer 426 as provided for and authorized by
Ordinance Number 6491.
Main Sanitary Sewer "AL" and Pump Station and Lateral Sanitary
Sewers 407, 408, 409, 410, and 411 as provided for and authorized
by Ordinance Number 6394.
WHEREAS, the total cost of said sewers constructed in and as the sewer districts above
mentioned amounted to a total of $304,509.67.

WHEREAS, it is hereby found and determined that the sum of $57,278.50 is against property
belonging to said city and is to be paid by general taxes to be levied upon all taxable
property within said city, and the sum of $247,231.17 is to be paid by special assessments
levied upon lots and pieces of ground liable for the payment of said sewers in the sewer
districts mentioned, which amount:has been heretofore duly assessed and apportioned to the
several lots and pieces of ground liable therefore according to law and as provided for in
the Ordinances of the City of Salina relating thereto, of which amount the sum of $28,212.07
has been paid by the owners of the property liable therefor, leaving a balance of $219,019.1(
for which bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $276,297.60 are to be issued to pay the actual net
cost thereof: SO, NOW THEREFORE
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles are being hereby adopted and made a part of
this ordinance and that for the purpose of providing funds to pay the cost of the improvements
hereinbefore described, there shall be issued and there are hereby issued Internal Improveme t
Bonds of the City of Salina, Kansas, in the total principal sum of $276,297.60, which issue
shall consist of 276 bands numbered 1 to276 inclusive, all dated November 1, 1961, i
said interest being payable semiannually on May 1, and November 1, each
year to be evidenced by interest coupons as herein provided for, and said bonds shall become
due serially in denomination as follows:
Bonds Numbered 1 to 14 for $1,000.00 each except Number 1
is for $1,297.60 due May 1, 1963.
Bonds Numbered 15 to 28 for $1,000.00 each due on November 1, 1963.
Bonds Numbered 29 to 42 for $1,000.00 each due on May 1, 1964.
Bonds Numbered 43 to 56 for $1,000.00 each due on November 1, 1964.
Bonds Numbered 57 to 70 for $1,000.00 each due on May 1, 1965.
Bonds Numbered 71 to 84 for $1,000.00 each due on November 1, 1965.

Section 2. 'Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto, andj
shall have attached thereto interest coupons representing the interest thereon, which coupon
shall be in the form provided by law and shall bear the printed or lithographed facsimile
signatures of the Mayor and the City Clerk of said City and said bonds and interest coupons
shall be registered in the offices of the City Clerk and the State Auditor as required by law.
Section 3. Said bonds shall be designated as Series S-187, and shall be in the form
and shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Salina, State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay to
the Bearer the sum of DOLLARS in lawful money of the
United States of America, on the first day of 19 with interest
thereon from the date hereof at the rate of
per cent per annum, payable semiannually on the first days of May and November in each year,
on presentation and surrender of the interest coupons hereto affixed as said coupons
severally become due, both principal and interest of this bond being payable at the office
of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and said
City of Salina, Kansas, is held and firmly bound by these presents and the full faith, credi
and resources of said city are hereby irrevocably pledged for the payment of said principal
and interest at maturity.
This bond is one of a series of 276 bonds of like date and tenor, excepting denomination,
interest rate and maturity, aggregating the principal sum of $276,297.60, issued by the
City of Salina, Kansas, for the purpose of paying the cost of constructing Main Sanitary
Sewers, and certain lateral sanitary sewers, and storm sewers, and pumping stations, in
said city by. -the authority of and in full compliance with the provisions, restrictions and
limitations of the constitution and laws of the State of Kansas, including Sections 10-101
to 10-127, Sections 12-617 to 12-620, Sections 12-626 to 12-629, and Sections 13-1013 to
13-1018, all in the General Statutes of Kansas, 1949, and amendments thereto, and all other
provisions of the laws of said state applicable thereto and this bond and all other bonds
of this series, and all interest thereon, are to be paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts,cconditions and things required to be
done and to exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said city, including
this series of bonds does not exceed any constitutional or statutory limitations.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it to
be signed by its Mayor and its corporate seal to be hereto affixed attested by its City Cler
and the coupons hereto attached to be signed with the facsimile signatures of said officers
and this bond to be dated the first day of November, 1961.

Section 4. The Mayor and the City Clerk are hereby authorized and directed to prepare
and execute the bonds hereinbefore described and to advertise and sell the same in the manne
provided by law, and when duly executed and registered, to deliver said bonds to the purchas
or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually
make provisions for the payment of the principal and interest on said bonds,rthe same become
due by levying taxes and assessments upon the property liable therefore as provided by law.
Section 6. This ordinance shall take effect and be in force from and after its
adoption and publication once in the official city paper.
