AN ORDINANCE authorizing and providing for the issuance of Improvement Bonds of the City of
Salina, Kansas, all in the sum of $605,942.89, to pay the cost of improving certain streets
in said City to be designated as Series Number P-189.
WHEREAS, pursuant to proceedings duly had according to law, contracts have been let and
performed for the construction of the following street improvements in the City of Salina,
Kansas, to --wit:
The paving, grading, curbing and guttering with concrete,
33 feet back of curb to back of curb on the following
streets in Wilbre Addition in the City of 'Salina, Kansas.
1. Prescott Avenue from the east line of Ohio 'Street to
the center line of Lefran `Street.
2. Lefran Street from the center line of Prescott Avenue
to the north line of Crawford Avenue.
3. Wilbre Road from the east line of Lefran Street to the
east line of Jaron 'Street.
4. Sylvan Place from the north line of Wilbre Road north
to and including the culdesac.
5. Rockview Road from the north line. -.of Wilbre Road to the
center line of Jaron Street.
6. Jaron Street from the center line of Wilbre Road north
to and including the culdesac.
7. Crawford 'Street 41 feet back to back of curb, from east
line of Ohio 'Street to west end of Bridge over Smoky
Hill River.
8. Sanitary 'Sewer to service all lots in Wilbre Addition,
includes an 8" clay pipe lateral and a 6" service line
to each lot.
9. A water main to serve all lots in Wilbre Addition,
includes a 6" water main and a service line to each lot.
10. Sidewalks to serve all lots and parcels of land, included
within the boundaries of the Benefit District.
as provided for by Resolution Numbers 2212, 2220, and 2224.
This improvement consists of concrete paving with incidental work
thereto, sanitary sewers and sidewalks to serve all lots and parcels
of land included within the boundaries of the Benefit District.
'Streets to be paved are:
1. Marc Street from the south line of Albert to the north
line of Pentwood Drive.
2. Lewis Avenue from the south line of Albert to the north
line of Wayne Avenue.
3. Buckeye Avenue from the east line of Lewis to the west
line of Ohio.
4. 'Shalimar Drive from the east line of Lewis to the west
line of Ohio..
5. Pentwood Drive,from the east line of Roach to the west
line of Lewis.
Sidewalks to be placed are on both sides of the same streets to be
paved and:
1. The east side of Roach from Albert to Wayne.
2. The north side of Wayne from Roach to Ohio.

4, The south side of Albert from Roach to Ohio.
Sanitary Sewers to be built are:
1. 8" line in north and south easement in Block 1.
2. 8" line in north and south easement in Block 2.
3. 8" line in east and west casement in Block 3.
4. 8" line in north and south easement in Block 4.
5. 8" line in north and south easement in Block 5.
6. 8" line in north and south easement in Block 6.
As provided for by Resolution Numbers 2180, 2195, and 2196.
1. The Curbing, guttering, and paving of:
(a) Belmont Boulevard from the west line of Roach Street
to the west line of Mayfair Drive.
(b) Roach Street from the south line of Belmont to the
south line of Lot 5, Block 13, Belmont Addition.
(c) Edward Street from the south line of Belmont Boulevard
to the south line of Lot 5, Block 16, Belmont Addition.
(d) Wesley Street from the south line of Norton Street
to the south line of Lot 5, Block 18, Belmont Addition.
(e) Kensington Street from the east line of Quincy Street
to the south line of Lot 10, Block 20, Belmont Addition.
(f) Mayfair Drive from the east line of Quincy to the south
lint of Lot 8, Block 21, Belmont Addition.
(g) Quincy Street from the south line of Kensington Road
to the south line of Lot 1, Block 6, Belmont Addition.
2. The sanitary sewers to serve all lots and parcels within the
boundaries of the benefit district hereinafter described.
3. Sidewalks, five feet wide of 4 inch concrete to be placed
one foot inside property line on all streets to be paved
under 1 (a) , (b) , (c) , (d) , (e) , (f) , and (g) .
As provided for by Resolution Numbers 2164, 2176 and 2179.
1. Curb, gutter, and paving with 6" reinforced concrete,
Queen's Road, Claremont Drive, Camden Drive, Lynwood Drive,
Regeant Road, all in Claremont Heights Addition, -Salina,
Saline County, Kansas.
2. Sanitary "Sewers and sidewalks to serve all of Block 2, except
Lots 1 and 2, all of Blocks 3, 4, 5, 6, 7,.and 8, all in
Claremont Heights Addition, Salina, Saline County, Kansas
As provided for by Resolution Numbers 2124, 2141, and 2147.
WHEREAS, the total cost of said improvements has been ascertained and the portion thereof in
the amount of $129,638.85 to be paid by general taxes to be levied upon all taxable property
within said City for the improvement of squares and areas formed by the crossing of streets
and alleys and for the improvement of any of said streets, where the same is through or
adjacent to property of the City for which the City is liable, for which bonds are to be
issued; and

WHEREAS, the total cost of said curbing, guttering, paving and grading of said streets, which

for the payment. of said curbing, guttering, paving and grading in said streets has been

ascertained and has been hereby found and determined to be the sum of $492,158.1 w is
amount has been heretofore duly assessed and apportioned to the several lots and pieces of
ground liable therefor according to law provided for in the Ordinances of the City of Salina!
Kansas, relating thereto, duly passed and approved of which amount the sum of $15,854.09 has'!
been duly paid by the property owners liable therefor, leaving a balance of $476,304.04
for which bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $605,942.89 are to be issued to pay the actual cost
thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as a part of
this ordinance and that for the purpose of providing funds to pay the cost of improvements
hereinabove referred to and described in the ordinances and resolutions of said City and
hereinbefore referred to, there shall be issued Internal Improvement Bonds of the City of
Salina, Kansas, in the total principal sum of $605,942.89, which shall consist of 605 bonds
numbered 1 to 605, inclusive all dated November 1,

per cent per annum, and from and after said date until the respective maturities of said
bonds, payable semiannually on May 1, and November 1, in each year, said interest to be
evidenced by interest coupons as herein provided for and said bonds shall become due as
follows:

$1,942.89 due May 1, 1963.
Bonds Numbered 21 to 35 for $1,000.00 each due on November 1, 1963.
Bonds Numbered 36 to 50 for $1,000.00 each due on May 1, 1964.
Bonds Numbered 51 to 65 for $1,000.00 each due on November 1, 1964.,

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Saline, "State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay to
the bearer the sum of DOLLARS in lawful money of the
United States of America, on the first day of , 19 with interest
thereon from the date hereof at the rate of
per cent per annum, payable semiannually on May 1, and November 1, in each year, on
presentation and surrender of the interest coupons hereto affixed as said coupons become
severally due, both principal of and interest on this bond being payable at the office of
the State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and said City of
Salina, Kansas, is held and firmly bound by these presents and the full faith, credit and
resources of said city are hereby irrevocably pledged for the payment of said principal and
interest at maturity.
This bond is one of a series of 605 bonds of like date and tenor, excepting denomination,
interest rate and maturity, aggregating the principal sum of $605,942.89 issued by the City
of Salina, Kansas for the purpose of paying the cost of constructing, curbing, guttering,
paving and grading improvements in said city by the authority of and in full compliance with
the provisions, restrictions and limitations of the constitution and laws of the State of
Kansas, including Sections 10-101 to 10-127, 12-601 to 12-608, and 13-1011 and 13-1011a
and 12-6a01 to 12-6al8, all in the General Statutes of Kansas, 1949, and amendments thereto,
and all other provisions of the laws of said state applicable thereto, and this bond and all
other bonds of this series, and all interest thereon are to be paid by the City of Salina,
Kansas.
And it is hereby declared and certified that all acts, conditions, and things required to
be done and exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said city, including
this series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it
to be signed by its Mayor and its corporate seal to be hereto affixed, attested by its City
Clerk and the coupons hereto attached to be signed with the facsimile signatures of said
officers and this bond to be dated the first day of November, 1961.

Section 4. The Mayor and City Clerk are hereby authorized and directed to prepare and

execute the bonds hereinbefore described and to advertise and sell the same in the manner
provided by law, and when duly executed and registered to deliver said bonds to the purchase
or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon. The Board of Commissioners of the City of "Salina, Kansas, shall annually
make provisions for the payment of the principal and interest on said bonds as they
severally become due by levying taxes and assessments upon the property liable therefor as
provided for by law.
