RESOLUTION NUMBER 94-4692
A RESOLUTION ESTABLISHING A POLICY REFERRING PERMANENT
STREET CLOSURES AND FULL VACATIONS TO THE CITY PLANNING
COMMISSION FOR REVIEW AND RECOMMENDATION.
WHEREAS, from time to time a petition or proposal is presented to
the Board of City Commissioners to permanently close or fully vacate an open
public street; and
WHEREAS, it is sound public policy to review such requests as to
their cost and benefits and impact on the affected street system and
surrounding areas; SO NOW, THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
Section 1. That petitions and proposals to permanently close or
fully vacate an open and improved public street shall be referred to the City
Planning Commission for a review and recommendation prior to consideration by
the Board of City Commissioners.
Section 2. That said review shall include, but not be limited to,
the following factors: 1) emergency vehicle access; 2) traffic flow and
safety; and, 3) land use and development.
Section 3. That the City Engineering and Planning Departments
shall provide the City Planning Commission with appropriate information and
data needed to complete their review.
Section 4. That this Resolution shall be in full force and effect
from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this
7th day of February, 1994.
