AN ORDINANCE authorizing and providing for the issuance of Internal Improvement Bonds of the
City of Salina, Kansas, all in the sum of $388,683.19, to pay the cost of improving certain
streets in said City to be designated as Series P-192,
WHEREAS, pursuant to proceedings duly had according to law, contracts have been let and
performed for the construction of the following street improvements to the City of Salina,
Kansas, to -wit:
The curbing, guttering, paving and grading of Albert Avenue
with concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the west side of Quincy Street to the east right-of-way of
the Union Pacific Railroad, as provided for by Resolution Number 2343
and Ordinance Number 6473,
The paving and grading of Ellsworth Avenue with concrete (Twenty-eight
(28) feet wide from toe of gutter to toe of gutter) from the east line
of Lewis Street to the west line of Ohio Street, as provided for by
Resolution Number 2351 and Ordinance Number 6473.
The paving and grading of Fourth Street with concrete (Twenty-eight
(28) feet wide from toe of gutter to toe of gutter) from the south
line of Antrim Avenue to the south line of Otis Avenue, as provided
for by Resolution Number 2352 and Ordinance Number 6473.
The paving and grading of Fourth Street with concrete (Twenty-eight
(28) feet wide from toe of gutter to toe of gutter) from the north
line of Otis Avenue to the south line of Euclid Avenue, as provided
for by Resolution Number 2353 and Ordinance Number 6473.
The curbing, guttering, paving and grading of Greeley Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the west line of Indian Rock Park to the west line of
Lot 13, Block 1, Indian Rock Addition, as provided for by Resolution
Number 2337 and Ordinance Number 6473.
The curbing, guttering, paving and grading of Greeley Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the west line of Lot 13, Block 13 Indian Rock Addition
to the east line of Ohio Street, as provided for by Resolution Number
2338 and Ordinance Number 6473.
The curbing, guttering, paving and grading of Leslie Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the west line of Quincy Avenue west to its terminus in Block
92 Gebhart Manor Addition, as provided for by Resolution Number 2347
and Ordinance Number 6473.
The curbing, guttering, paving and grading of Quincy Court with
concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from Quincy Avenue west to its terminus in Block 9, Gebhart
Manor Addition, as provided for by Resolution Number 2348 and
Ordinance Number 6473.
The curbing, guttering, paving and grading of Leland Way with concrete
(Thirty-three (33) feet wide from back of curb to back of curb) from
the north line of Wayne Avenue to the south line of Albert Avenue, as
provided for by Resolution Number 2344 and Ordinance Number 6473.
The curbing, guttering, paving and grading of North Twelfth Street
with concrete (Thirty-three (33) feet wide from back of curb to back
j of curb) from the north line of Hamilton Avenue to the north line of
Lot 15, Block 49, Reimold=s Military Replat, as provided for by
Resolution Number 2332 and Ordinance Number 6473.
The curbing, guttering, paving and grading of Otis Street with concrete
(Thirty-three (33) feet wide from back of curb to back of curb) from
the east line of Fourth Street to the east line of Santa Fe Avenue, as
provided for by Resolution Number 2350 and Ordinance Number 6473.
The curbing, guttering, paving and grading of Russell Avenue with
concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the west line of Quincy Street to the east line of
Osborne Street, as provided for by Resolution Number 2354 and Ordinance

The paving and grading of Oakdale Park Road with concrete (Forty (40)
feet wide from face of curb to face of curb) from the east side of
Oakdale Park Drive to the west side of Oakdale Avenue, as provided for
by Resolution Number 2374 and Ordinance Number 6473.
The curbing, guttering and paving of Otis Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the west
line of Third Street to the west line of Front Street, as provided for
by Resolution Number 2386 and Ordinance Number 6473.
The resurfacing of Park Street with hot mixed asphalt concrete from
the west line of Ninth Street to the east right-of-way line of the
Missouri Pacific Railroad, as provided for by Resolution Number 2385
and Ordinance Number 6473.
The curbing, guttering, paving and grading of Rocket Avenue with
asphalt (Thirty-three (33) feet wide from back of curb to back of
curb) from the south line of Beverly Drive to the south property line
of Blocks 1 and 2, Moose Addition, as provided for by Resolution

WHEREAS, the total cost of said improvements has been ascertained and the portion thereof
in the amount of $102,220.28 to be paid by general taxes to be levied upon all taxable
property within said city for the improvement of squares and areas formed by the crossing
of streets and alleys and for the improvement of any of said streets, where the same is
through or adjacent to property of the City for which the City is liable, for which bonds
are to be issued; and
WHEREAS, the total cost of said curbing, guttering, paving and grading of said streets,
which are to be paid by special assessments and to be levied upon lots and pieces of ground
liable for the payment of said curbing, guttering, paving and grading of said streets has
been ascertained and has been hereby found and determined to be the sum of $3189891.16
which amount has been heretofore duly assessed and apportioned to the several lots and
pieces of ground liable therefor according to law provided for in the Ordinances of the
City of Salina, Kansas relating thereto, duly passed and approved of which amount the sum
of $32,428.25 has been duly paid by the property owners liable therefor, leaving a balance
of $286,462.91 for which bonds are to be issued, and
WHEREAS, bonds in the aggregate sum of $388,683.19 are to be issued to pay the actual cost
thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as a part of
this ordinance and that for the purpose of providing funds to pay the cost of the improvement
hereinabove referred to and described in the ordinances and resolutions of said City and
hereinbefore referred to, there shall be issued Internal Improvement Bonds of the City of
Salina, Kansas, in the total principal sum of $388,683.19 which shall consist of 388 bonds
Numbered 1 to 388 inclusive, all dated November 1, 1962, and bearing interest as follows:
Bonds number 1 to 195, inclusive, shall bear interest at the rate of two and one half (2 %)
per cent per annum and bonds numbered 196 to 388, inclusive, shall bear interest at the rate
of two and three quarters (2 3/4%) per cent
PER annum and from and after said date until the respective maturities of said bonds,
payable semiannually on May 1, and November 1, in each year, said interest to be evidenced
by interest coupons as herein provided for and said bonds shall become due as follows:
Bonds Numbered 1 to 20 for $12000.00 each except Number 1 is for
$1,683.19 due on May 1, 1964.
Bonds Numbered 21 to 39 for $1,000.00 each due on November 1, 1964.
Bonds Numbered 40 to 59 for $1,000.00 each due on May 1, 1965.
Bonds Numbered 60 to 78 for $1,000.00 each due on November 1, 1965.
Bonds Numbered 79 to 98 for $1,000.00 each due on May 1, 1966.
Bonds Numbered 99 to 117 for $1,000.00 each due on November 1, 1966.
Bonds Numbered 118 to 137 for $12000.00 each due on May 1, 1967.
Bonds Numbered 138 to 156 for $1,000.00 each due on November 1, 1967.
Bonds Numbered 157 to 176 for $1,000.00 each due on May 1, 1968.
Bonds Numbered 177 to 195 for $1,000.00 each due on November 1, 1968.

Bonds Numbered 332 to 350 for $12000.00 each due on November 1, 1972.
Bonds Numbered 351 to 369 for $1,000.00 each due on May 1, 1973.
Bonds Numbered 370 to 388 for $10000.00 each due on November 1, 1973.
Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto
and said bonds shall have attached thereto interest coupons representing the interest
thereon, which coupons shall be in the form provided by law and shall bear the printed or
lithographed facsimile signature of the Mayor and City Clerk of said City and said bonds
and interest coupons shall be registered in the Office of the City Clerk and in the Office
of the Auditor of State as required by law.
Section 3. Said bonds shall be designated as Series P-192 and shall be in the form
and shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Saline, State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay to
the bearer the sum of dollars in lawful money of
the United States of America, on the first day of , 19 with
interest thereon from the date hereof at the rate of per cent
per annum, payable semiannually on May 1, and November 1, in each year, on presentation and
surrender of the interest coupons hereto affixed as said coupons become severally due, both
principal of and interest on this bond being payable at the Office of the State Treasurer
of the State of Kansas, in the City of Topeka, Kansas, and said City of Salina, Kansas, is
held and firmly bound by these presents and the full faith, credit and resources of said
city are hereby irrevocably pledged for the payment of said principal and interest at
maturity.
This bond is one of a series of 388 bonds of like date and tenors excepting denomination,
interest rate and maturity, aggregating the principal sum of $388,683.19 issued by the City
of Salina, Kansas for the purpose of paying the cost of constructing, curbing, guttering,
paving and grading improvements in said city by the authority of and in full compliance
with the provisions, restrictions and limitations of the constitution and laws of the State
of Kansas, including Sections 10-101 to 10-127, 12-601 to 12-608, and 13-1011 and 13-1011a,
all of the General Statutes of Kansas, 1949, and amendments thereto and all other provisions
of the laws of said state applicable thereto, and this bond and all other bonds of this
series, and all interest thereon are to be paid by the City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions and things required to be
done and exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said City, including
this series of bonds, does not exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said city of Salina, Kansas, has executed this bond by causing it
to be signed by its Mayor and its corporate seal to be hereto affixed, attested by the City
Clerk and the coupons hereto attached to be signed with the facsimile signatures of said
officers and this bond to be dated the first day of November, 1962.

Section 4, The Mayor and City Clerk are hereby authorized and directed to prepare and
execute the bonds hereinbefore described and to advertise and sell the same in the manner
provided by law, and when duly executed and registered to deliver said bonds to the
purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas, shall i

be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually
make provisions for the payment of the principal and interest on said bonds as they severally)
become due by levying taxes and assessments upon the property liable therefor as provided
for by law.
Section 6, This ordinance shall take effect and be in force from and after its adoption
and publication once in the official city paper.
