AN ORDINANCE providing for and authorizing the issuance of Improvement Bonds of the City
of Salina, Kansas, in the sum of $27,803.21, to pay the cost of constructing certain
Lateral Sanitary Sewers in the City of Salina, Kansas, which bonds shall be designated
as Series S-196.
WHEREAS, pursuant to proceedings duly had according to law, certain Lateral Sanitary
Sewers have been constructed in the City of Salina, Kansas, in certain Lateral Sanitary
Sewer Districts, as follows:
Lateral Sanitary Sewer Number 436 as provided for
and authorized by Ordinance Number 6500.
Lateral Sanitary Sewer Number 438 as provided for
and authorized by Ordinance Number 6518.
Lateral Sanitary 'Sewer Number 440 as provided for
and authorized by Ordinance Number 6522.
Lateral Sanitary Sewer Number 441 as provided for
and authorized by Ordinance Number 6526.
Lateral Sanitary Sewer Number 442 as provided for
and authorized by Ordinance Number 6540.
Lateral Sanitary Sewer Number 443 as provided for
and authorized by Ordinance Number 6541.
Lateral Sanitary Sewer Number 444 as provided for
and authorized by Ordinance Number 6543.
Lateral Sanitary Sewer Number 472 as provided for
and authorized by Ordinance Number 6647.
WHEREAS, the total cost of said sewers constructed in and as the sewer districts above
mentioned amounted to a total of $29,330.65.
WHEREAS, it is hereby found and determined that the sum of $29,330.65 is to be paid by
special assessments levied upon lots and pieces of ground liable for the payment of said
sewers in the sewer districts mentioned, which amount has been heretofore duly assessed
and apportioned to the several lots and pieces of ground liable therefore according to
law as provided for in the Ordinances of the City of Salina relating thereto, of which
amount the sum of $1,527.44 has been paid by the owners of the property liable therefor,
leaving a b6lance of $27,$03.21 for which bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $27,803.21 are to be issued to pay the actual net
cost thereof; SO, NOW THEREFORE
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles are hereby adopted and made a part of this
ordinance and that for the purpose of providing funds to pay the cost of the improvements
hereinbefore described, there shall be issued and there are hereby issued Internal
Improvement Bonds of the City of Salina, Kansas, in the total principal sum of $27,803.21
which issue shall consist of 27 bonds numbered 1 to 27 inclusive, all dated November 1, 196

per cent per annum, said interest being payable semiannually on May 1, and November 1,
year to be evidenced by interest coupons as herein provided for, and said bonds shall become
due serially in denominations as follows:
Bonds Numbered 1 and 2 for $1,000.00 each except Number 1
is for $1,803.21 due May 1, 1965.
Bond Number 3 for $1,000.00 due on November 1, 1965.
Bonds Numbered 4 to 5 for $1,000.00 each due on May 1, 1966.
Bond Number 6 for $1,000.00 due on November 1, 1966.
Bonds Numbered 7 to 8 for $1,000.00 each due on May 1, 1967.
Bond Number 9 for $1,000.00 due on November 1, 1967.
Bonds Numbered 10 to 11 for $1,000.00 each due on May 1, 1968.
Bond Number 12 for $1,000.00 due on November 1, 1968.
Bonds Numbered 13 to 14 for $1,000.00 each due on May 1, 1969.
Bond Number 15 for $1,000.00 due on November 1, 1969.
Bonds Numbered 16 to 17 for $1,000.00 each due on May 1, 1970.
Bond Number 18 for $1,000.00 due on November 1, 1970.
Bonds Numbered 19 to 20 for $1,000.00 each due on May 1, 1971.
Bond Number 21 for $1,000.00 due on November 1, 1971.
Bond Number 22 for $1,000.00 due on May 1, 1972.
Bond Number 23 for $1,000.00 due on November 1, 1972.
Bond Number 24 for $1,000.00 due on May 1, 1973.
Bond Number 25 for $1,000.00 due on November 1, 1973.
Bond Number 26 for $1,000.00 due on May 1, 1974.
Bond Number 27 for $1,000.00 due on November 1, 1974.
Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto, and
shall have attached thereto interest coupons representing the interest thereon, which coupon
shall be in the form provided by law and shall bear the printed or lithographed facsimile
signatures of the Mayor and the City Clerk of said City and said bonds and interest coupons
shall be registered in the offices of the City Clerk and the State Auditor as required by
law.
Section 3. Said bonds shall be designated as Series 5-196, and shall be in the form
and shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Saline, State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay the
bearer the sum of Dollars in lawful money of the
United States of America, on the first day of , 19 with
interest thereon from the date hereof at the rate of
per cent per annum, payable semiannually on the first days of May and November in each year,
on presentation and surrender of the interest coupons hereto affixed as said coupons
become severally due, both principal and interest of this bond being payable at the office
of the State Treasurer of the State of Kansas, in the City of Topeka, Kansas, and said City
of Salina, Kansas, is held and firmly bound by these presents and the full faith, credit
and resources of said City are hereby irrevocably pledged for the payment of said principal
and interest at maturity.
This bond is one of a series of 27 bonds of like date and tenor, excepting denomination,
interest rate and maturity, aggregating the principal sum of $27,803.21, issued by the
City of Salina, Kansas, for the purpose of paying the cost of constructing certain lateral
sanitary sewers in said City by the authority of and in full compliance with the provisions,
restrictions and limitations of the constitution and laws of the 'State of Kansas, including
Sections 10-101 to 10-127, Sections 12-617 to 12-620, Sections 12-626 to 12-629, and
Sections 13-1013 to 13-1018, all in the General 'Statutes of Kansas, 1949, and Amdudments
thereto, and all other provisions of the laws of gaid State applicable thereto and this
bond and all other bonds of this series, and all interest thereon, are to be paid by the
City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions and things required to be
done and to exist precedent to and in the issuance of this bond have been properly done and
performed and do exist in due and regular form and manner as required by the constitution
and laws of the State of Kansas, and that the total indebtedness of said city, including
this series of bonds does not exceed any constitutional or statutory limitations.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it
to be signed by its Mayor and its corporate seal to be hereto affixed, attested by its
City Clerk and the coupons hereto attached to be signed with the facsimile signatures of
said officers, and this bond to be dated the first day of November, 1963.

Section 4. The Mayor and the City Clerk are hereby authorized and directed to prepare
and execute the bonds hereinbefore described and to advertise and sell the same in the
manner provided by law, and when duly executed and registered, to deliver said bonds to the
purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kaiasas, shall
be and the same are hereby irrevocably pledged for the prompt payment of said bonds and all
interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall annually
make provisions for the payment of the principal and interest on said bonds, the same
become due by levying taxes and assessments upon the property liable therefore as
provided by law.
Section 6. This ordinance shall take effect and be in force from and after its
publication once in the official city paper.
