An Ordinance authorizing the issuance of Internal Improvement Bonds of the City
of Salina, Kansas, in the sum of $630,000.00, to pay the cost of Sanitary Sewer
and Street Improvements in said City to be designated as Series P-197.
WHEREAS, the cost of the construction of Sanitary Sewers as per ordinances
6770, 6774, 6799, 6689, 6671, 6696, 6704, and 6755 has been determined to be
$12,135.22; and
WHEREAS, the cost of improving streets as per Resolutions 2650, 2663, 2665
and Ordinances 6692, 6775 has been determined to be $258,007.97; and
WHEREAS, the cost of improving streets as per Resolutions 2651, 2662, 2666
and Ordinances 6678, 6753 has been determined to be $72,457.63; and
WHEREAS, the cost of improving streets as per Resolutions 2613, 2612, 2639,
2636, 2628, 2610, 2587, 2617, 2616, 2615, 2614, 2560, 2611, 2618, 2554, 2635,
2570, 2553, 2641, 2646, 2645, 2647, and ordinances 6656, 6660, 6773 has been
determined to be $220,226.85; and
WHEREAS, the cost of improving streets as per Resolutions 2661, 2597, 2656,
2678, 2700, 2707, 2708, 2657, 2679, 2706, 2701, 2690, 2682 and ordinances 6716,
6722, 6786 has been determined to be $107,587.93; and
WHEREAS, the total cost of improving streets has been ascertained and the
portion thereof in the amount of $183,799.02 was apportioned to the City at Large
and of this amount $32,474.71 has been duly paid by the City Water Department to
cover cost of water pipe and hydrants, leaving a balance of $151,324.31, to be
paid by general taxes to be levied upon all taxable property within said City
for the improvement of squares and areas formed by the crossing of streets and
alleys and for the improvement of any of said streets, where same is through
or adjacent to property of the City for which the City is liable, for which
bonds are to be issued; and
WHEREAS, the total cost of said street and sanitary sewer improvements, which
are to be paid by Special assessments and to be levied upon lots and pieces of
ground liable for the payment said street and grading in said streets and for
Sanitary Sewers has been ascertained and has been hereby found and determined to
be the sum of $486,616.58, which amount has been heretofore duly assessed and
apportioned to the several lots and pieces of ground liable therefore according
to law provided for in the Ordinances of the City of Salina, Kansas, relating
thereof, duly passed and approved of which amount the sum of $7,940.89 has been
duly paid by the property owners liable therefore, leaving the amount of
$478,675.69 for which bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $630,000.00 are to be issued to pay
the actual cost thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as
a part of this ordinance and that for the purpose of providing funds to pay the
cost of improvements hereinabove referred to and described in the ordinances and
resolutions of said City and hereinbefore referred to, there shall be issued
Internal Improvement Bonds of the City of Salina, Kansas, in the total principal
sum of $630,000.00 which shall consist of 126 Bonds Numbered 1 to 126
inclusive all dated November 1, 1964; Bonds numbered 1 to 20 inclusive shall bear
interest at the rate of 3f per cent per annum; bonds numbered 21 to 26 inclusive
shall

Section 2. Said bonds shall be signed by the Mayor and shall be attested
by the signature of the City Clerk and the corporate seal of the City shall be
affixed thereto and said bonds shall have attached thereto interest coupons
representing the interest thereon, which coupons shall be in the form provided
by law and shall bear the printed or lithographed facsimile signatures of the
Mayor and City Clerk of said City and said bonds and interest coupons shall be
registered in the office of the City Clerk and in the office of the Auditor of
State as required by law.
Section 3. Said bonds shall be designated as series P-197 and shall be
in the form and shall contain recitals substantially as follow, to -wit:

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina, in the County of Saline,
State of Kansas, acknowledges itself to be indebted and for value received hereby
promises to pay to the bearer the sum of dollars
in lawful money of the United States of America, on the first day of ,
19 with interest thereon from the date hereof and at the rate of
per cent per annum, payable semiannually on May 1, and
November 1, in each year, on presentation and surrender of the interest coupons
hereto affixed as said coupons become severally due, both principal of and interest
on this bond being payable at the Office of the State Treasurer of the State of
Kansas, in the City of Topeka, Kansas, and said City of Salina, Kansas, is held
and firmly bound by these presents and the full faith, credit and resources of
said City are hereby irrevocably pledged for the payment of said principal and
interest at maturity.
This bond is one of a series of bonds of like date and tenor, excepting'"_w- ,
,interest rate and maturity, aggregating the principal sum of
$630,000.00 issued by the City of Salina, Kansas for the purpose of paying the
cost of constructing certain street and sewer improvements in said City by the
authority of and in full compliance with the provisions, restrictions and limitations
of the Constitution and laws of the State of Kansas, including Sections 10-101 to
10-127; 12-601 to 12-608; 12-617 to 12-620; 12-626 to 12-629 and 13-1011 and
13-1011a and Sections 13-1013 to 13-1018 in General Statutes of Kansas, 1949, and
Sections 12-6a01 to 12-6a18 G.S. 1961 Supp. and amendments thereto, and all other
provisions of the laws of said State applicable thereto, and this bond and all
other bonds of this series, and all interest thereon are to be paid by the City
of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions, and things
required to be done and exist precedent to and in the issuance of this bond have
been properly done and performed and do exist in due and regular form and manner
as required by the Constitution and laws of the State of Kansas, and that the total
indebtedness of said City, including this series of bonds, does not exceed any
constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by
causing it to be signed by its Mayor and its corporate seal to be hereto affixed,
attested by its City Clerk and the coupons hereto attached to be signed with the
facsimile signatures of said officers and this bond to be dated the first day of
November, 1964.

Section 4. The Mayor and City Clerk are hereby authorized and directed to prepare
and execute the bonds hereinbefore described and to advertise and sell the same in the
manner provided by law, and when duly executed and registered to deliver said bonds to
the purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas,
shall be and the same are hereby irrevocably pledged for the prompt payment of said
bonds and all interest thereon. The Board of Commissioners of the City of Salina,
Kansas, shall annually make provisions for the payment of the principal and interest
on said bonds as they severally become due by levying taxes and assessments upon
the property liable therefor as provided for by law.
Section 6. This ordinance shall take effect and be in force from and after its
adoption and publication once in the official city paper,
