AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL IMPROVEMENT BONDS OF
THE CITY OF SALINA, KANSAS, IN THE AMOUNT OF $1,100,000 FOR THE PURPOSE
OF PAYING SAID CITY'S SHARE OF THE COST OF ACQUIRING A SITE FOR AND
CONSTRUCTING, FURNISHING AND EQUIPPING AN OFFICE BUILDING FOR THE JOINT
USE AND OCCUPANCY OF THE CITY OF SALINA, KANSAS, SALINE COUNTY, KANSAS,
AND UNIFIED SCHOOL DISTRICT NO. 305, SALINE COUNTY, STATE OF KANSAS,
AND FIXING THE DETAILS OF SAID BONDS.
WHEREAS, pursuant to an ordinance of the City of Salina,
Kansas duly passed on January 25, 1965, a special bond election was
called and ordered to be held in said City on February 23, 1965, and
WHEREAS, notice of said election was duly given by publication
in The Salina Journal, the official paper of said City, and
WHEREAS, at said election, pursuant to the provisions of
said ordinance and notice, there was submitted to the qualified electors
of said City a proposition to authorize the issuance of $1,100,000
principal amount of general obligation bonds of the City of Salina,
Kansas for the purpose of paying said City's share of the cost of
acquiring a site for and constructing, furnishing and equipping an
office building for the joint use and occupancy of the City of Salina,
Kansas, Saline County, Kansas, and the Board of Education of the City
of Salina, Kansas, a city school district which has been succeeded by
Unified School District No. 305, Saline County, State of Kansas, such
building to be constructed and operated in accordance with the provisions
of the Interlocal Cooperation Act of the State of Kansas, and
WHEREAS, at said election a majority of the qualified electors
of said City voting on said proposition voted in favor of the issuance
of said bonds, the vote on said proposition being 4,484 votes in favor
of the issuance of said bonds and 2,436 votes against the issuance of
said bonds, and
WHEREAS, the governing body of the City of Salina, Kansas
hereby finds and determines that the City's share of the cost of said
improvement is in the amount of $1,100,000 and that it is necessary at
this time to issue all of the bonds authorized as aforesaid for the pur-
pose of providing funds to pay the City's share of the cost of said
improvement,
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE
CITY OF SALINA, KANSAS:
Section 1. That for the purpose of providing funds to pay
the City's share of the cost of acquiring a site for and constructing,
furnishing and equipping an office building for the joint use and
occupancy of the City of Salina, Kansas, Saline County, Kansas, and
Unified School District No. 305, Saline County, State of Kansas,
there shall be issued and hereby are authorized to be issued general
obligation General Improvement Bonds of the City of Salina, Kansas
in the principal amount of $1,100,000. Said issue shall be known as
Series CB -201 and shall consist of 220 bonds numbered from 1 to 220,
inclusive, each in the denomination of $5,000. All of said bonds shall

be dated November 1, 1966 and said bonds shall mature serially on
November 1 in the years 1968 to 1987, inclusive, and shall bear interest
as follows:
Interest on said bonds at the rates aforesaid shall be payable
on May 1 and November 1 in each year beginning May 1, 1967. Both prin-
cipal of and interest on said bonds shall be payable in lawful money
of the United States of America at the office of the State Treasurer of
the State of Kansas in the City of Topeka, Kansas.
Section 2. Said bonds and each of them shall be executed for
and on behalf of the City by the facsimile signature of the Mayor and
the facsimile signature of the City Clerk with the seal of the City
affixed thereto. Interest coupons shall be attached to said bonds
representing the interest to mature thereon and said interest coupons
shall bear the facsimile signatures of the Mayor and City Clerk of
said City.
Section 3. Said bonds and interest coupons and the certificat
to appear on said bonds shall be in substantially the following form:

in the County of Saline, State of Kansas, acknowledges itself to be

indebted and, for value received, hereby promises to pay to the bearer
on the First day of November, 19_, the principal sum of
FIVE THOUSAND DOLLARS
in lawful money of the United States of America with interest thereon
from the date hereof at the rate of
per cent ( %) per annum, payable semiannually on the First days of
May and November of each year after the date hereof beginning May 1,
1967, until said principal sum shall have been paid, upon presentation
and surrender of the interest coupons hereto attached as said coupons
severally become due, both principal of and interest on this bond being
payable at the office of the State Treasurer in the City of Topeka,
Kansas. And said City of Salina, in the State of Kansas, is held and
firmly bound by these presents, and the full faith, credit and resources
of said City are hereby irrevocably pledged for the prompt payment of
said principal and interest at maturity.
THIS BOND is one of a series of 220 bonds, numbered from 1 to
220, inclusive, and designated CB -201, aggregating the principal amount
of $1,100,000, of like date and tenor excepting number, interest rate
and maturity, issued by the City of Salina, Kansas for the purpose of
paying said City's share of the cost of acquiring a site for and con-
structing, furnishing and equipping an office building for the joint
use and occupancy of the City of Salina, Kansas, Saline County, Kansas,
and Unified School District No. 305, Saline County, State of Kansas,
by the authority of and in full compliance with the provisions, restric-
tions and limitations of the Constitution and laws of the State of
Kansas, including K.S.A. 1965 10-101 to 10-127, inclusive, 12-1736 and
12-1737, 12-2901 to 12-2907, inclusive, and 13-1024a, and all other
provisions of the laws of said State applicable thereto, and all amend-
ments thereof, and this bond and all other bonds of said series,and
all interest thereon,are to be paid by said City of Salina, Kansas.
AND IT IS HEREBY DECLARED AND CERTIFIED that all acts, condi-
tions and things required to be done and to exist precedent to and in
the issuance of this bond have been properly done and performed and do
exist in due and regular form and manner as required by the Constitution
and laws of the State of Kansas, and that the total indebtedness of
said City, including this series of bonds, does not exceed any constitu•
tional or statutory limitation.
IN WITNESS WHEREOF, the City of Salina, in the State of
Kansas, by its governing body has caused this bond to be signed by
the facsimile signature of its Mayor and attested by the facsimile
signature of its City Clerk and its corporate seal to be hereto
affixed and the interest coupons hereto attached to be signed by
the facsimile signatures of said officers and this bond to be dated
this First day of November, 1966.

Section 4. The Mayor and City Clerk are hereby authorized
and directed to prepare and execute in the manner hereinbefore
specified the bonds hereinbefore described and to procure the proper
registration thereof and to deliver said bonds to the purchasers
thereof on payment of the purchase price therefor. The proceeds of
said bonds shall be placed in the City Treasury and shall be applied
for the purpose of paying the City's share of the cost of acquiring
a site for and constructing, furnishing and equipping an office build-
ing for the joint use and occupancy of the City of Salina, Kansas,
Saline County, Kansas, and Unified School District No. 305, Saline
County, State of Kansas.
Section 5. The full faith, credit and resources of the City
of Salina, Kansas, shall be and the same hereby are pledged for the
prompt payment of said bonds and all interest thereon as the same
mature. The governing body of said City shall annually make provision
for the payment of the principal and interest of said bonds as the
same become due, by levying and collecting the necessary taxes therefor
in the manner provided by law.
Section 6. This ordinance shall take effect and be in force
from and after its publication in the official City paper.
