6971 Park Rules & Regsr�i, #`( -14f ORDINANCE NO. AN ORDINANCE PROVIDING FOR THE ADOPTION OF RULES AND REGUL- ATIONS APPLICABLE TO PUBLIC PARKS OPERATED BY THE CITY OF SALINA, KANSAS. BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS: Section 1. That the City Code is hereby amended by adding a section to be numbered 25-5 which section shall read as fol- lows: Section 25-5. Rules and Regulations: The Board of Commissioners shall adopt and amend such rules and regulations as may be necessary for the order- lv operation of all public parks operated by the City of Salina, Kansas, which rules and regulations and amendments thereof shall be filed in the offices of the City Clerk, Park Superintendent and Park Caretaker.. Section 25-6. Same - Violations: Any person violating any of the rules and regulations adopted in accordance with Section 25-5 shall be guilty of a misdemeanor. Section 2. This ordinance shall take effect and be in force from and after -its adoption and publication in the offi- cial city paper. Adopted by the Governing Body of the City of Salina, Kansas, and approved by the mayor this day of April, 1967. The City desires to operate the lake as a quiet water lake that may be enjoyed by all for fishing, picnicking, boating and general recreation. The following rules and regulations have been prepared as a guide for visitors using Lakewood Park. It is our hope that this park will provide many hours of wholesome enjoyment and relaxation for all our citizens. GENERAL RULES The same rules and regulations that exist within our other Salina parks will also apply to Lakewood. Special attention will be given to such acts as the destruction, injury, defacement or removal of property, vehicular speeding, the depositing of garbage or waste of any kind at a place other than in the receptacles pro- vided for same, disorderly conduct, etc. No bait or fishing equipment concessions will be permitted within the park. Building or starting fires in the open or in any place except where fireplaces, grills or ot:ie:r provisions have been provided is prohibited, except that portable privately owned grills will be permitted as in other city parks. The Lakewood park attendant, who resides at the lodge, has police authority to enforce the rules and maintain order on the park premises. Any person or persons violating any of the regula- tions and rules herein shall be guilty of a misdemeanor subject to prosecution in the Police Court. Please exercise and encourage all aspects of safety at all times. LAKEWOOD LODGE The beautiful, rambling, ranch style lodge affords fine facil- ities for club meetings, parties, cultural activities and various other social functions. The lodge also provides living quarters for the resident park attendant. Service rates for the lodge facilities are as follows: The two upper level rooms -- $5.00 per period not to exceed five hours; Lower level, to include living room, dining room, kitchen and lake -- side patio -- $10.00 per period not to exceed five hours; All facilities including four large rooms, kitchen and patio of the lodge -- $15.00 per period not to exceed five hours. The City -owned fleet of row boats, electric trolling motors and life jackets will be available for rent from sun -up until sundown. Rental rates will be as posted at the boat dock. Time limit for rental boats and equipment will be two hours. Privately owned sailboats, rowboats and canoes will be per- mitted on the lake at no charge. Each craft will be required to exhibit an identification number or name (letters at least three inches in height) on each side of the boat. All boats shall be equipped with sealed air chambers or other buoyant substance cap- able of keeping the boat and occupants afloat. No gasoline powered motor boats, rubber boats, rubber rafts, rubber canoes, or inflated raft -type floats will be allowed. The City plans to provide sufficient dock space for the con- venience of all privately owned boats. In the event adequate docking space is not available, the City will designate the shore line area that shall be restricted for this use. Docking charges will be as posted at the City dock. Boats will not be left tied up or anchored at any place except the City dock or the designated - area as here mentioned. All privately owned boats, while unattended at dock, will be secured by a padlock furnished by the owner and with no liability to the City. Trailer transported boats will be launched and loaded from designated boat ramps only. Motor vehicles and trailers will be parked in designated areas only. No boat shall be loaded with passengers or cargo beyond its safe carrying capacity. Boats when meeting shall turn to the right, and when overtaking another boat shall turn left. Boats when approached at right angles will yield the right-of-way to the boat on the right. Sailboats have the right-of-way at all times. Every operator of a boat shall at all times operate the same in a careful and prudent manner. Any boat may be ordered from the lake for violating this provision. No person under 14 years of age shall operate a boat unless accompanied by an adult. No boat shall operate within 100 feet of shore line where there are people fishing from the shore. U. S. Coast Guard approved seat cushions or life jackets (one for each person) must be in all boats at all times when in use. Children under 10 years of age must wear life jackets at all times when on the water. FISHING All Kansas Fish and Game Laws and Regulations (including license provisions) shall be applicable to this lake unless modi- fied by local regulations. Each person fishing on the lake shall be limited to 2 rods or 2 poles of any type with not more than 2 lures or 2 hooks on each pole or rod. Any such rod or pole left unattended or more than 100 feet from the fisherman, is prohibited and may be confiscated by the park attendant. No trotlines, set lines, float, bank, or limb lines shall be permitted. Tho dumping of minnows or any kind of bait in the water or in the park is prohibited. The use of seines or traps or equipment of any kind for the purpose of catch- ing fish, minnows or bait of any kind is prohibited. Daily catch limit during period April 1, 1967 to June 1, 1967 shall be as follows: 5 Catfish (channel or flatheads) not less than 12 inches long or 5 Bass Total combined daily limit of Bass and Catfish shall not exceed 5 fish. (For example: 2 Catfish + 3 Bass = 5 fish) 8 Crappie (Total weight limit - 20 lbs.) Bullheads - No limit Carp & Buffalo - No limit Limits on other fish as established by the Kansas Stat: Fish and Game Commission. - 4 - Children under the age of twelve shall not be permitted to fish, play or be on the dock unless accompanied by an adult. CAMPING Overnight camping shall be prohibited. HUNTING AND TRAPPING No person (except authorized peace officers) shall carry or have in his possession firearms of any type in this park. Hunting, in any form, is strictly prohibited. Any trapping activities (if and when permitted) will be controlled by city permit only.
