AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION PARK BONDS OF
THE CITY OF SALINA, KANSAS, IN THE AMOUNT OF $150,000 FOR THE PURPOSE OF
PAYING THE COSTS OF ACQUIRING LAND FOR PARK PURPOSES FOR SAID CITY.
WHEREAS, pursuant to the provisions of K.S.A. 1965 Supp.
12-1302 the governing body of the City of Salina, Kansas duly adopted
Resolution No. 2880 whereby the governing body of said City determined
and found it expedient to acquire for park purposes certain land describ
in said resolution and further declared the intention of said governing
body to issue general obligation bonds of the City of Salina, Kansas in
an amount not to exceed $150,000 for the purpose of paying the costs of
acquiring said land, and
WHEREAS, said Resolution No. 2880 was duly published in The
Salina Journal, the official City paper, on June 17 and on June 24, 1966,
and
WHEREAS, within thirty days following the last publication of
said resolution no petition requesting an election upon the issuance of
said bonds, signed by any electors of said City, was filed with the City
Clerk and the governing body of said City now has full power to proceed
with the acquisition of said land and the issuance of the general obliga
tion Park Bonds of the City for the purpose of paying the costs of
acquiring said land for park purposes for said City, and
WHEREAS, the governing body of said City hereby finds and
determines that the total cost of acquiring said land for park purposes
for the City will be in the sum of $150,000 and that it is necessary
that the general obligation Park Bonds of said City be issued in said
amount to pay such cost,
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE
CITY OF SALINA,KANSAS:
Section 1. That for the purpose of paying the costs of acquir
ing land for park purposes there shall be issued and hereby are authoriz
to be issued general obligation Park Bonds of the City of Salina, Kansas
in the principal amount of $150,000. Said issue shall be known as Serie
PK -203 and shall consist of 30 bonds numbered from 1 to 30, inclusive,
each in the denomination of $5,000. All of said bonds shall be dated
November 1, 1966 and shall mature serially as follows:

Interest on said bonds at the rates aforesaid shall be

payable on May 1 and November 1 in each year beginning May 1, 1967.
Both principal of and interest on said bonds shall be payable in
lawful money of the United States of America at the office of the
State Treasurer of the State of Kansas in the City of Topeka, Kansas.)
Section 2. Said bonds and each of them shall be executed
for and on behalf of the City by the facsimile signature of the May
and the facsimile signature of the City Clerk with the seal of the
City affixed thereto. Interest coupons shall be attached to said
bonds representing the interest to mature thereon and said interest
coupons shall bear the facsimile signaturesof the Mayor and City
Clerk of said City.
Section 3. Said bonds and interest coupons and the certif
icates to appear on said bonds shall in in substantially the follow-
ing form:

KNOW ALL MEN BY THESE PRESENTS: That the City of Salina,
in the County of Saline, State of Kansas acknowledges itself to be
indebted and, for value received, hereby promises to pay to the
bearer on the first day of November, 19_, the principal sum of
FIVE THOUSAND DOLLARS
in lawful money of the United States of America with interest there-
on from the date hereof at the rate of
per cent ( %) per annum, payable semiannually on the First days
of May and November of each year after the date hereof beginning May
15 1967, until said principal sum shall have been paid, upon present
tion and surrender of the interest coupons hereto attached as said
coupons severally become due, both principal of and interest on this
bond being payable at the office of the State Treasurer in the City
of Topeka, Kansas. And said City of Salina, in the State of Kansas,
is held and firmly bound by these presents, and the full faith,
credit and resources of said City are hereby irrevocably pledged
for the prompt payment of said principal and interest at maturity.
THIS BOND is one of a series of 30 bonds, numbered from
1 to 30, inclusive, and designated PK -203, aggregating the principal
amount of $150,000,of like date and tenor excepting number, interest
rate and maturity, issued by the City of Salina, Kansas for the
purpose of paying the costs of acquiring land for park purposes for
said City, by the authority of and in full compliance with the pro-
visions, restrictions and limitations of the Constitution and laws
of the State of Kansas, including K.S.A. 1965 Supp. 12-1302,and all

other provisions of the laws of said State applicable thereto, and
this bond and all other bonds of said series, and all interest
thereon, are to be paid by said City of Salina, Kansas.
AND IT IS HEREBY DECLARED AND CERTIFIED that all acts, condi-
tions and things required to be done and to exist precedent to and
in the issuance of this bond have been properly done and performed
and do exist in due and regular form and manner as required by the
Constitution and laws of the State of Kansas, and that the total
indebtedness of said City, including this series of bonds, does not
exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the City of Salina, in the State of
Kansas, by its governing body has caused this bond to be signed by
the facsimile signature of its Mayor and attested by the facsimile
signature of its City Clerk and its corporate seal to be hereto
affixed and the interest coupons hereto attached to be signed by
the facsimile signatures of said officers and this bond to be dated
this First day of November, 1966.

Section 4. The Mayor and City Clerk are hereby authorized
and directed to prepare and execute in the manner hereinbefore
specified the bonds hereinbefore described and to procure the
proper registration thereof and to deliver said bonds to the
purchasers thereof on payment of the purchase price therefor. The
proceeds of said bonds shall be placed in the City Treasury and
shall be applied for the purpose of paying the costs of acquiring
land for park purposes for said City.
Section 5. The full faith, credit and resources of the Ci
of Salina, Kansas, shall be and the same hereby are pledged for the
prompt payment of said bonds and all interest thereon as the same
mature. The governing body of said City shall annually make provisi
for the payment of the principal and interest of said bonds as the
same become due, by levying and collecting the necessary taxes
therefor in the manner provided by law.

Section 6. This ordinance shall take effect and be in
force from and after its publication in the official City paper.
