AN ORDINANCE authorizing the issuance of Internal Improvement Bonds of the City
of Salina, Kansas, in the sum of $325,000.00, to pay the cost of street
improvements in said City to be designated as Series P-205.
WHEREAS, the cost of improving streets as per Resolutions Numbered
2828, 2836, 2826, 2827, 2794, 2829, 2830, 2831, 2832, 2833, 2834, 2835, 2797,
2796, and Ordinance Numbers 6866, 6876 and 6975 has been determined to be
$231,225.18, and
WHEREAS, the cost of improving streets as per Resolutions Numbered
2884, 2890, 2895, 2883, 2889, 2894, 2882, 2888, 2893, and Ordinance Numbers
6938, 6966, 6964 and 6965 has been determined to be $16,638.82, and
WHEREAS, the cost of improving streets as per Resolutions Numbered
2859, 2860, 2861, 2862, 2864, 2866, 2867, and Ordinance Numbers 6914, 6916,
6968, and 6967, has been determined to be $101,581.80, and
WHEREAS, the total cost of improving streets has been ascertained and the
portion thereof in the amount of $192,445.79 was apportioned to the City at Large
and of this amount $1,741.90 has been duly paid by the City leaving a balance of
$190,703.89 to be paid by general taxes to be levied upon all taxable property
within the said City for the improvment of squares and areas formed by the
crossing of streets and alleys for the improvement of any of said streets,
where same is through or adjacent to property of the City for which the City
is liable, for which bonds are to be issued; and
WHEREAS, the total cost of said street improvements, which are to be paid
by Special Assessments and to be levied upon lots and pieces of ground liable
for the payment of said street and grading in said streets has been ascertained and
has been hereby found and determined to be the sum of $157,000.01, which
amount has been heretofore duly assessed and apportioned to the several lots
and pieces of ground liable therefor according to law provided for in the
Ordinances of the City of Salina, Kansas relating thereto, duly passed and
approved of which amount the sum of $22,703.90, has been duly paid by the
property owners liable therefor, leaving the amount of $134,296.11 for which
bonds are to be issued; and
WHEREAS, bonds in the aggregate sum of $325,000.00 are to be issued to
pay the actual cost thereof.
BE IT ORDAINED by the Board of Commissioners of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted
as a part of this ordinance and that for the purpose of providing funds to pay
the cost of improvements hereinabove referred to and described in the Ordinances
and Resolutions of said City and hereinbefore referred to, there shall be issued
Internal Improvement Bonds of the City of Salina, Kansas in the total principal
sum of $325,000.00 which shall consist of 65 bonds numbered 1 to 65 inclusive
all dated November 1, 1967, and shall bear interest as follows; bonds numbered
1 to 14 inclusive ahall bear interest at the rate of 1.25 per cent per annum,
and bonds numbered 15 to 65 inclusive shall bear interest at the rate of 3.70
per cent per annum,

from and after said date until the respective maturities of said bonds, payable
semiannually on May 1, and November 1, each year, said interest to be evidenced
by interest coupons as herein provided for and said bonds shall become due as

Section 2. Said bonds shall be signed by the Mayor and shall be attested
by the signature of the City Clerk and the corporate seal of the City shall be
affixed thereto and said bonds shall have attached thereto interest coupons
representing the interest thereon, which coupons shall be in the form provided
by law and shall bear the printed or lithographed facsimile signatures of the
Mayor and City Clerk of said City and said bonds and interest coupons shall be
registered in the Office of the City Clerk and in the Office of the Auditor
of State as required by law.
Section 3. Said bonds shall be designated as Series P-205 and shall be
in the form and shall contain recitals substantially as follows, to -wit:

KNOW ALL MEN BY THESE PRESENTS, That the City of Salina,
State of Kansas, acknowledges itself to be indebted and
promises to pay to the bearer the sum of
in the County of Saline,
for value received hereby

in lawful money of the United States of America, on the first day of
19 with interest thereon from the date hereof and at the rate of
percent per annum, payable semiannually on May 1, and
November 1, in each year, on presentation and surrender of the interest coupons
hereto affixed as said coupons become severally due, both principal of and
interest on this bond being payable at the Office of the State Treasurer of the
State of Kansas in the City of Topeka, Kansas, and said City of Salina, Kansas
is held and firmly bound by these presents and the full faith, credit and resources
of said City are hereby irrevocably pledged for the payment of said principal and
interest at maturity.
This bond is one of a series of 65 bonds of like date and tenor, excepting number,
interest rate and maturity, aggregating the principal sum of $325,000.00 issued
by the City of Salina, Kansas for the purpose of paying the cost of constructing
certain street improvements in said City by the authority of and in full compliance
with the provisions, restrictions and limitations of the Constitution and laws of
the State of Kansas, including Sections 10-101 to 10-127; 12-601 to 12-608;
12-617 to 12-620; 12-626 to 12-629; and 13-1011 and 13-1011a; and Sections 13-1013
to 13-1018; and Sections 12-6a01 to 12-6a18 K. S. A. and amendments thereto, and
all other provisions of the laws of said State applicable thereto, and this bond
and all other bonds of this series, and all interest theron are to be paid by the
City of Salina, Kansas.
And it is hereby declared and certified that all acts, conditions, and things
required to be done and exist precedent to and in the issuance of this bond
have been properly done and performed and do exist in due and regular form and
manner as required by the Constitution and laws of the State of Kansas, and that
the total indebtedness of said City, including this series of bonds, does not
exceed any constitutional or statutory limitation.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by
causing it to be signed by the Mayor and its corporate seal to be hereto affixed,
attested by the signature of its City Clerk and the coupons hereto attached to
be signed with the facsimile signatures of said officers and this bond to be
dated the first day of November, 1967.

Section 4. The Mayor and City Clerk are hereby authorized and directed to
prepare and execute the bonds hereinbefore described and to advertise and sell
the same in the manner provided by law, and when duly executed and registered to
deliver said bonds to the purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina,
Kansas shall be and the same are hereby irrevocably pledged for the prompt
payment of said bonds and all interest thereon. The Board of Commissioners of
the City of Salina, Kansas, shall annually make provisions for the payment of
the principal and interest on said bonds as they severally become due by
levying taxes and assessments upon the property liable therefor as provided
for by law.
Section 6. This ordinance shall take effect and be in full force from
and after its adoption and publication once in the official city paper.
