A RESOLUTION ADOPTING A PURCHASING POLICY FOR THE CITY OF
W SALINA, KANSAS AND REPEALING RESOLUTION NO. 20-7900.

WHEREAS, the City of Salina has determined that it is in the best interests of the City to
encourage procurement of goods and services for use by the City of Salina on the basis of the best
necessary quality at least cost(best value); and
WHEREAS, the City of Salina has determined that it is in the best interests of the City to
provide for ready availability of goods and services to support timely and effective service delivery,
with a minimum of cumbersome procedure; and
WHEREAS, the City of Salina has determined that it is in the best interests of the City to
maintain a competitive private sector purchasing environment for the City of Salina; and
WHEREAS, the City of Salina has determined that it is in the best interests of the City to
provide for appropriate budgetary control and financial oversight of the procurement process; and
WHEREAS, the City of Salina has determined that the purchasing policy adopted by the
passage of Resolution No. 20-7900 and amended by the passage of Resolution No. 14-7085 needs
adjustment, SO NOW,THEREFORE,
BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. The attached Purchasing Policy is adopted and shall be effective January 1, 2024.
Section 2. That this Resolution shall be in full force and effect from and after its adoption.
Section 3. Resolution No. 20-7900 is repealed.
Adopted by the Board of Commissioners and signed by the Mayor this 11th day of December,
2023.
