11-20-2023 Minutes CITY OF SALINA, KANSAS 111 REGULAR MEETING OF THE BOARD OF COMMISSIONERS November 20,2023 4:00 p.m. w Commission meeting. The Clerk replied yes. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City T, The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis, M.D., Greg Lenkiewicz, Bill Longbine, and Karl Ryan. Also present: Mike Schrage, City Manager; Greg Bengtson, City Attorney; and Nikki Goding, City Clerk. Zoom moderation duties were provided by Scott Gardner, Director of Computer Technology. AWARDS AND PROCLAMATIONS (3.1) Proclamation of the date of November 25, 2023, as Shop Small Saturday. Leslie Bishop, Executive Director of Salina Downtown, Inc., read the proclamation and discussed related activities. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of the meeting of November 13, 2023. 23-0344 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve the consent agenda as presented. Aye: (5). Nay: (0). Motion carried. ADMINISTRATION 1 (6.1) Approve Charter Ordinance 43 on second reading exempting the City of Salina from certain parts of chapter 308 (Senate Bill 508) of the Session Laws of 1937, as amended by chapter 250 (Senate Bill 341) of the Session Laws of 1939, an act authorizing certain cities of the first class to convey certain property to the board of education of such city. Mayor Hoppock stated Charter Ordinance No. 43 was passed on first reading on November 13, 2023. Since that time, no comments have been received. 23-0345 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve Charter Ordinance No. 43 on second reading. Motion carried. € Page 1 I I I (6.2) Approval of Salina Area Chamber of Commerce 2024 Legislative Agenda. Mike Schrage, City Manager, explained the request, fiscal impact, and action options. LU The pursuant discussion touched on the process by which input is received when compiling the legislative agenda. Additionally, discussion on language used on an item referring to Medicare expansion was had, with commissioners falling on both sides of the issue. Some concern was had about conflicts of interest due to Commissioner Davis working for Salina Regional Health Center, but as the item on the agenda was non-binding, and did not contain any contractual obligations, it was determined by City legal counsel that his participation in the vote was appropriate. 23-0346 Moved by Commissioner Davis, seconded by Commissioner Ryan, to approve the 2024 Salina Area Chamber of Commerce Legislative Agenda. (6.3) Insurance Agreement Renewals (6.3a) Authorize the City Manager to Execute Renewals of Agreement for Administrative Services for a Self-Funded Health and Prescription Benefit Plan and Individual and Aggregate Stop-loss Coverage with BlueCross BlueShield of Kansas (6.3b) Authorize the City Manager to renew the Delta Dental of Kansas, Inc. agreement for dental care benefits. (6.3c) Authorize the City Manager to approve an addendum to the agreement with Tria Health for medication therapy management. Natalie Fischer, Director of Human Resources, explained the requests, fiscal impact, and action options. It was noted that rates have not gone up since 2018, but that the ongoing negotiations between Blue Cross and Blue Shield and Salina Regional Health Center may result in increased fees in the future. Norman Manuel, Salina, Kansas, asked about going out of state for insurance providers in order to save money. 23-0347 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to authorize the City Manager to execute an Agreement to Provide Administrative Services for a Self-Funded Health and Prescription Benefit Plan with Individual and Aggregate Stop-Loss Coverage with Blue Cross Blue Shield of Kansas for a 50/50 cost share plan structure with individual stop-loss at $175,000 in the amount of$885,705. Aye: (5). Nay: (0). Motion carried. 23-0348 Moved by Commissioner Davis, seconded by Commissioner Ryan, to authorize the City Manager to renew the Delta Dental of Kansas agreement for three years at the per member per month rates of $4.00 in 2024 and 2025, and $4.05 in 2026, with estimated annual administration fees in 2024 of $23,136. Motion carried. 23-0349 Moved by Commissioner Lenkiewicz, seconded by Commissioner Davis, to authorize the City Manager to execute an addendum to the Tria Health agreement with Tria Health for medication therapy management services for two (2) years at the current rate of$6.00 per member per month Page 2 I I I plus claims and incentives costs for programs with a projected total expense of$60,000. DEVELOPMENT BUSINESS In None. a OTHER BUSINESS Commissioner Longbine congratulated Commissioner Davis and Mayor Hoppock on their re-election to the City Commission and welcomed Jerry Ivey II as Commissioner-Elect. Commissioner Davis spoke on ongoing concerns regarding the safety of the Greyhound bus stop as well as the future safety of pedestrians crossing I-135 once the new apartment complex is completed and occupied. The Commissioners also expressed their delight with the holiday parade and decorations downtown. CITIZENS FORUM Norman Mannel, Salina, Kansas, talked about various articles from the November 19th edition of the Salina Journal. Rosemary Mai, Salina, Kansas, added her thoughts about the Greyhound bus stop.
