8079 Est Community Relation ComCONSOLIDATED-SALINA ORDINANCE NUMBER 8079 (Published in The Salina Journal a g 1970) i D 1 AN ORDINANCE providing for the creation of a Community Relation Commission for the City of Salina, Kansas; determining its membership, purposes, duties and powers; BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. Commission Created. There is hereby created a Community Relations i Commission for the City of Salina, Kansas, to generally promote the general welfare of all inhabitants of the City of Salina, Kansas. Section 2. Membership, Appointment, Term. The said commission shall consist of i five (5) members drawn from diverse segments of the citizens of the City of Salina, Kansas, and shall be selected for their wisdom, ability and broad perspective and not for the pur- pose of representing any specific groups or interests. Members of the commission shall be appointed by the Mayor with the consent of the Board of Commissioners. In making the ori- ginal appointments, the Mayor shall appoint one (1) member for a term of one (1) year; two (2) members for a term of two (2) years, and two (2) members for a term of three (3) years, and thereafter all appointments shall be for a. term of three (3) years. Section 3. Organization. The commission shall organize and elect a chairman, vice-chairman and secretary from its membership and such other officers as may be necessary to accomplish the purpose of their organization. Section 4. Compensation, Exception. Members shall serve without compensation from the city for their services as such members, but this limitation shall not preclude a member or his firm from receiving compensation from the City under competitive contracts for services which would be performed for other departments or agencies of the City of Salina. Section 5. Purposes and Objectives. The Community Relations Commission shall have as its purpose and objectives the following: (1). To further amicable relations among the various population groups in the City. (2). To help preserve and further the good reputation of Salina for fair play and tolerance. (3). To open the way for each individual, regardless of race, creed, color or national origin, to develop according to his abilities without limitations. (4). To aid the city and its people in benefiting from the fullest realization of its resources. (5). To receive and investigate reports of tension and practice of discrimi- nation or of efforts or activities of individuals and groups tending to incite discord, tension, hate and suspicion. (6). To study and investigate by means of public hearings or otherwise any problems of housing in the City of Salina. (7). To institute and conduct educational and other programs to promote equal opportunity in all areas for all persons. 0 CONSOLIDATED-SALINA 1 1 1 (8). To issue publications and reports of investigation and research in the area of housing and to cooperate with and accept grants from public and private agencies, including foundations, colleges and universities en- gaged in similar research. (9). To recommend legislation and ordinances to promote and insure decent and adequate housing and equal opportunities for all persons. Section 6. Functions and Duties. The said Community Relations Commission shall: (1). Be the administrative agency of any fair housing ordinance adopted by the City of Salina, Kansas. (2). Advise the governing body on problems affecting human and inter -group relations and recommend such measures as it deems necessary to carry out its objections. (3). Function as a clearing house or as a source of referral when discrimina- tory situations arise or to act as a board of mediation when and if appropriate. (4). Utilize the resources of individuals and groups toward the improvement of inter -group relations. (5). Render an annual report to the Board of Commissioners on or before January 31st of each year on its activities and recommendations in the area of inter -group relations within the city. Section 7. This ordinance shall take effect and be in full force and effect from and after its adoption and publication in the official city newspaper.
