AN ORDINANCE Authorizing the issuance of Internal Improvement Bonds of the City of Salina,
Kansas, in the sum of $170,813.64, to pay the cost of street and sewer improvements in said
City to be designated as Series P-211.
WHEREAS, the cost of sewer improvements as per Resolution Numbers 2982, 2985, 2988,'
and Ordinance Numbers 7055, 7073, 7082, 8042 and 8039 has been determined to be $34,132.45, add
WHEREAS, the cost of street improvements as per Resolution Numbers 2983, 2986, 2989,1
,
and Ordinance Numbers 7059 and 8011, has been determined to be $61,775.65, and
WHEREAS, the cost of sewer improvements as per Resolution Numbers 2971, 2974, 2976,
and Ordinance Numbers 7045 and 8012 has been determined to be $47,033.23, and

WHEREAS, the cost of street improvements as per Resolution Numbers 2978, 3000, 3004,
and Ordinance Numbers 7086, 7091 and 8040 has been determined to be $65,026.46, and
WHEREAS, the cost of sewer improvements as per Ordinance Numbers 7083, 8004, and
8041, has been determined to be $5,839.16, and
WHEREAS, the total cost of street and sewer improvements has been ascertained and
the portion thereof, in the amount of $111,731.67, of which Saline County paid $20,000.00,
and the Water and Sewerage Department paid $19,589.68, leaving a balance of $72,141.99 to be
apportioned to the City at large to be paid by general taxes to be levied upon all taxable
property within the said City for the improvement of squares and areas formed by the crossing
of streets and alleys for the improvement of any of said streets, where the same is through
or adjacent to property of the City, for which the City is liable, for which bonds are to
be issued; and
WHEREAS, the total cost of said street and sewer improvements, which are to be paid
by special assessments and to be levied upon lots and pieces of ground liable for the payment
of said street and grading in said streets,and sewers, has been ascertained and has been
hereby found and determined to be the sum of $102,075.28, which amount has been heretofore
duly assessed and apportioned to the several lots and pieces of ground liable therefor
according to law provided for in the Ordinances of the City of Salina, Kansas, relating
thereto, duly passed and approved, of which amount the sum of $3,403.63, has been duly paid
leaving a balance of$98,671.65,for which bonds are

WHEREAS, bonds in the aggregate sum of $170,313.64 are to be issued to pay the
actual cost thereof.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. That the foregoing preambles be and they are hereby adopted as a part
of this ordinance and that for the purpose of providing funds to pay the cost of improvements
hereinabove referred to and described in the Ordinances and Resolutions of said City and
hereinbefore referred to, there shall be issued Internal Improvement Bonds of the City of
Salina, Kansas, in the total principal sum of $170,813.64 which shall consist of 34 bonds
numbered 1 to 34 inclusive, all dated December 1, 1969, and shall bear interest as follows:
Bonds numbered 1 to 34, inclusive, shall bear interest at the rate of 5.25 percent per annum.
from and after said date until the respective maturities of said bonds, payable semiannually
on June 1, and December 1, each year, said interest to be evidenced by interest coupons as
herein provided for and said bonds shall become due as follows:

Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto and
said bonds shall have attached thereto interest coupons representing the interest thereon,
which coupons shall be in the form provided by law and shall bear the printed or lithographed
facsimile signatures of the Mayor and City Clerk of said City and said bonds and interest
coupons shall be registered in the Office of the City Clerk and in the Office of the Auditor
of State as required by law.
Section 3. Said bonds shall be designated as Series P-211 and shall be in the
form and shall contain recitals substantially as follows, to -wit:

Section 2. Said bonds shall be signed by the Mayor and shall be attested by the
signature of the City Clerk and the corporate seal of the City shall be affixed thereto and
said bonds shall have attached thereto interest coupons representing the interest thereon,

KNOW ALL MEN BY THESE PRESENTS, that the City of Salina, in the County of Saline, State of
Kansas, acknowledges itself to be indebted and for value received hereby promises to pay to
the bearer the sum of Dollars in lawful money of the
United States of America, on the first day of 19 with interest
thereon from the date hereof and at the rate of percent
per annum, payable semiannually on June 1 and December 1, in each year, on presentation and
surrender of the interest coupons hereto affixed as said coupons become severally due, both
principal of and interest on this bond being payable at the Office of the State Treasurer
of the State of Kansas, in the City of Topeka, Kansas, and said City of Salina, Kansas is
held and firmly bound by these presents and the full faith, credit and resources of said
City are hereby irrevocably pledged for the payment of said principal and interest at
maturity.
This bond is one of a series of 34 bonds of like date and tenor, excepting number,
denomination, interest rate and maturity, aggregating the principal sum of $170,813.64,
issued by the City of Salina, Kansas for the purpose of paying the cost of constructing
certain street and sewer improvements in said City by the authority of and in full
compliance with the provisions, restrictions and limitations of the Constitution and laws
of the State of Kansas, including Sections 10-101 to 10-127; 12-601 to 12-608; 12-617 to
12-620; 12-626 to 12-629; and 13-1011 and 13-1011a; and Sections 13-1013 to 13-1013; and
Sections 12-6a01 to 12-6al8 K. S. A. and amendments thereto, and all other provisions of the
laws of said State applicable thereto, and this bond and all other bonds of this series, and
all interest thereon are to be paid by the City of Salina, Kansas.
IN WITNESS WHEREOF, the said City of Salina, Kansas, has executed this bond by causing it
to be signed by the Mayor and its corporate seal to be hereto affixed, attested by the
signature of its City Clerk and the coupons hereto attached to be signed with the facsimile
signatures of said officers and this bond to be dated the first day of December, 1969.

Section 4. The Mayor and City Clerk are hereby authorized and directed to
prepare and execute the bonds hereinbefore described and to advertise and sell the same in
the manner provided by law, and when duly executed and registered to deliver said bonds to
the purchaser or purchasers thereof.
Section 5. The full faith, credit and resources of the City of Salina, Kansas,
shall be and the same are hereby irrevocably pledged for the prompt payment of said bonds
and all interest thereon. The Board of Commissioners of the City of Salina, Kansas, shall
annually make provisions for the payment of the principal and interest on said bonds as
they severally become due by levying taxes and assessments upon property liable therefor,
as provided for by law.
Section 6. This ordinance shall take effect and be in full force from and after
its adoption and publication once in the official city paper.
