23-8154 Authorizing Application for 2023 CDBG RESOLUTION NUMBER 23-8154 A RESOLUTION AUTHORIZING CITY STAFF TO PREPARE AND SUBMIT A GRANT APPLICATION TO THE KANSAS DEPARTMENT OF COMMERCE (KDOC) FOR THE 2023 COMMUNITY DEVELOPMENT BLOCK GRANT - HOUSING REHABILITATION, DEMOLITION OR NEIGHBORHOOD DEVELOPMENT GRANT (CDBG — HOUSING); AND AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD, EXECUTE THE GRANT AGREEMENT, DIRECT ANY 8 ADMINISTRATIVE ACTIONS, AND EXECUTE ANY DOCUMENTS NECESSARY TO IMPLEMENT THE TERMS OF THE AGREEMENT. WHEREAS, the City of Salina (the "City") completed a comprehensive housing study in 2016 (Live Salina) which was subsequently updated in 2021 and 2022; and WHEREAS, the City wishes to act on the recommendations in the Live Salina housing study to preserve its existing older housing stock through repair and rehabilitation; and WHEREAS, the Kansas Department of Commerce (KDOC) administers a CDBG-Housing grant to fund projects that allow for home rehabilitations by both landlords and homeowners; and WHEREAS, in satisfaction of prerequisites for submitting the grant application, the Governing Body acknowledges that a Public Hearing was conducted on September 25,2023 which was at least 15 calendar days and not more than 120 calendar days prior to this request to apply; SO NOW, THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas: Section 1. City staff is authorized to prepare and submit a grant application seeking a grant of $300,000 from the Kansas Department of Commerce CDBG-Housing Grant (the "Grant"). If awarded, the Grant will be used to provide funds to assist with the repair and rehabilitation of residential properties in the targeted area within Salina Census Tract 3 bordered by State, College, Walnut and Chicago streets in accordance with the terms set forth the in the application and the parameter established by KDOC. Section 2. If awarded, the City authorizes the City Manager to approve the terms and conditions of the Grant as set forth in the Grant Agreement proposed by KDOC and to execute the Agreement. Section 3. The City Manager or the City Manager's designee is authorized to direct any administrative actions and execute any documents necessary to implement the terms of the Grant Agreement.
