AN ORDINANCE PROVIDING FOR A ZONING DISTRICT TO BE KNOWN AS "FF, RESTRICTED INDUSTRIAL
DISTRICT", AMENDING THE ZONING ORDINANCE OF THE CITY OF SALINA, KANSAS, THE SAME BEING
ORDINANCE NUMBER 6613.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas:
Section 1. That the Zoning Ordinance of the City of Salina, Kansas, the same
being Ordinance Number 6613, is hereby amended by adding a section to be numbered
Section 12-a, which said section shall read as follows:
"Section 12-a. District "FF". (Restricted Industrial District)
(A) INTENT AND PURPOSE OF DISTRICT: That FF District is designed to
permit a broad range of industrial activities within certain
limitations, providing consistent setbacks and landscape requirements
to assure industries located in the area open space and view protection,
establishing a park -like appearance to be maintained in the area.
In District FF no building, structure, land or premise shall be
used and no building or structure shall be hereafter erected,
constructed or realtered except for one or more of the following
uses:
1. Automobile supplies, wholesale.
2. Bakery, wholesale (employing 5 or more persons).
3. Bottling and compounding works (no distilling, brewing, etc.).
4. Boat and camper manufacture.
5. Blacksmith (no salvage yard).
6. Building materials yard (no salvage)
7. Bus barns.
8. Canvas goods manufacture.
9• Carpenter shop.
10. Carpet and rug cleaning.
11. Chicken hatchery.
12. Chemical, research and testing laboratories.
13. Clothing manufacture.
14. Cold storage warehouse.
15. Contractors and storage yards (no salvage).
16. Cosmetic manufacture.
17. Creamery, wholesale.

18, Dental and medical laboratories.
19. Drug manufacture.
20. Industrial dry cleaning, laundry and dyeing plants, (no retail)
21. Dry goods, wholesale.
22. Electrical and electronic products manufacture and service.

sub -stations.
24. Engraving and photo engraving plants.
25. Storage and delivery station.
26. Fabricators.
27. Flour and grain storage.

43, Paper products manufacture (not including processing of
raw materials)
44, Parachute loft operations.
45. Plastic products manufacture (not including chemical
processing of raw materials).

parking regulations.
(B) LOT SIZE REQUIREMENT:

1. Minimum lot area: 12,000 square feet
2. Minimum average lot depth: 90 feet
I
3. Minimum average lot width 90 feet
(C) BULK REQUIREMENT:

1. Maximum structure height: 45 feet (See Exception below
iunder Yard Regulations)
2. Maximum building area: 35 percent

3. Yard Requirements:
a. Front Yard: 35 feet. EXCEPT the front yard shall be 50 feet
I
if a loading dock is located on the front of the building,
I
and EXCEPT buildings or structures exceeding forty-five
feet in height shall set back one additional foot for each
additional foot exceeding forty-five feet in height
along arterial or collector streets.

b. Side Yard: 20 feet. EXCEPT a building existing in an area
prior to the establishment of FF Standards and so designed
as to make expansion impossible without deviation from the j
side yard requirements, may expand continuing along the lines
of the existing building maintaining, under this exeption,

a minimum side yard of eight (8) feet.
C. Rear Yard: 20 feet. EXCEPT when abutting a railroad.
d. Any side or rear yard which abuts upon or contains a spur
I
railroad track shall be exempted from side and rear yard
requirements on those sides.
(D) USE LIMITATIONS:
1. Manufacturing, fabrication, repair, assembly and storage of
materials, supplies, or products of the allowable uses shall be

conducted inside an enclosed structure or in a rear yard or court,
screened in accordance with the screening regulations. EXCEPTIONS:
a. Display of products or materials for public viewing shall be
allowed in any area not a required yard and in the rear 20

feet of the required front yard. Coverage of such storage
I
within the front yard shall not exceed 10% of said required
front yard.
b. The above restrictions may be temporarily waived by the
Building Official, Planning Commission or City Commission

for conditions arising from labor strikes, acts of God or
I
similar unforseeable interruptions in normal business
i;
performance.
C. Storage is permitted in a rail yard or a yard which abuts
a rail yard.

2. Fuel or gas storage, if above ground, shall have the ground
i
treated to kill all vegetation within ten (10) feet in all
I
directions of storage tanks.
3. Servicing and maintenance of vehicles shall be permitted only
i
when such is necessary to the conduct of a permitted use.
4. One hard -surfaced, pedestrian walk shall be furnished from
at lease one off-street parking lot to the main building entrance.
5. Screening, in accordance with the screening regulations, shall be
provided along all property lines which abut upon a residential
district.

6. No building shall be used for residential purposes except

that a watchman may reside on the premises.
7. All lighting shall be so located and directed as to avoid
casting direct light upon any property located in a residential
i
district or upon any street, EXCEPT illuminated signs which
i
meet the requirements of the Sign Code.
8. All loading and unloading operations of commercial haulers shall
be conducted off-street.

(E) DEFINITIONS:
i
Rail Yard: Any parcel of land between any rail track and a line
parallel to and twenty-five (25) feet from the rail track.)

Storage: To leave or deposit for a period of more than 30 days.
Plantings: Any materials outlined in the approved materials list
I
adopted by Resolution of the Planning Commission.''
Section 2. This ordinance shall take effect and be in force from and after its

adoption and publication in the official city newspaper.
