CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
July 3, 2023
4:00 p.m.
Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107 , City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W.
Davis, M.D., Greg Lenkiewicz and Bill Longbine.
Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager, Shawn
Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A.
Rutherford, City Clerk.
AWARDS AND PROCLAMATIONS
None.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(5.1) Approve the minutes of the meeting of June 26, 2023.
Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to approve the
consent agenda as presented. Aye: (4). Nay (0). Motion carried.
ADMINISTRATION
(6.1) Approve Ordinance No. 23-11158, on second reading, approving the Feast on the Fe
as a special event and authorizing the consumption of alcoholic liquor within the
boundaries of barricaded public areas at such event.
Mayor Hoppock stated Ordinance No. 23-11158 was passed on first reading on June 26,
2023. Since that time no comments have been received.
23-0180 Moved by Commissioner Davis, seconded by Commissioner Lenkiewicz, to approve Ordinance No.
23-11158, on second reading. A roll call vote was taken. Aye: (4). Nay (0). Motion carried.
(6.2) Approve Ordinance No. 23-11159, on second reading, approving the Santa Fe
Showdown as a special event and authorizing the consumption of alcoholic liquor
within the boundaries of barricaded public areas at such event.
Mayor Hoppock stated Ordinance No. 23-11159 was passed on first reading on June 26,
2023. Since that time no comments have been received.

Moved by Commissioner Lenkiewicz , seconded by Commissioner Davis, to approve Ordinance No .
23-11159, on second reading. A roll call vote was taken. Aye: (4). Nay (0). Motion carried .
(6.3) Authorize the purchase and installation of two (2) replacement vertical platform lifts
with hydraulic drives for the arena at Tony's Pizza Events Center from B & K
Access Systems in the amount of $82,120.00.
Jeff Hammond, Director of Parks and Recreation, explained the request, fiscal impact and
action options.
A brief discussion followed related to installation timeline, self-service design, local
installer, unavailability of replacement parts for old units, budget and fund balance available.
Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve the
purchase and installation of two (2) replacement vertical platform lifts with hydraulic drives for the
arena for Tony's Pizza Events Center. Aye: (4). Nay (0). Motion carried.
(6.4) Authorize the City Manager to execute an agreement with Foulston Attorneys at Law
for legal services related to the electric rate case filed by Evergy.
Jacob Wood , Deputy City Manager, explained the request, fiscal impact and action options .
The Governing Body was in agreement with the request.
Moved by Commissioner Davis, seconded by Commissioner Longbine , to authorize the City
Manager to execute an agreement with Foulston Attorneys at Law for legal services related to the
electric rate case filed by Evergy. Aye: (4). Nay (0). Motion carried.
DEVELOPMENT BUSINESS
None.
OTHER BUSINESS
Commissioner Davis inquired about the fireworks ordinance and inclusion of decibel/noise
limits to which Mike Schrage, City Manager, responded that while there were time and
classification limits, there was no regulation on decibel level.
Commissioner Longbine wished everyone a happy Independence Day.

of the Board of City Commissioners be adjourned. Aye: (4). Nay: (0). Motion carried. The meeting
