06-12-2023 Minutes,., r CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS June 12, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today 's City Commission meeting. The Clerk replied yes . The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107 , City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis, M.D., Bill Longbine , and Karl Ryan. Also present: Mike Schrage, City Manager; Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS (3.1) Recognition of the month of June , 2023 , as Elder Abuse Awareness Month in the City of Salina. Brandi Bohm, Domestic Violence & Elder Abuse Program Manager at DV ACK, read the proclamation, provided information about services and support and announced related activities . (3.2) Recognition of the day of June 17 , 2023, as Relay for Life Day in the City of Salina. Shandi Wicks , Relay For Life of Saline County Event Leadership Team Member, read the proclamation and announced related activities. Commissioner Longbine recused himself. (3.3) Recognition of the month of June , 2023 , as Pride Month in the City of Salina. Raiden Gonzales, Board Member and Public Relations Manager for North Central Kansas Pride , read the proclamation and announced related activities. Commissioner Longbine rejoined the meeting. (3.4) Recognition of the day of June 19, 2023, as Juneteenth in the City of Salina. Margaret Dixon, President of Salina Juneteenth Committee, read the proclamation and announced related activities. Mayor Hoppock stated that Ordinance No . 23-11154 was passed on first reading on June 5, 2023. Since that time no comments have been received . Moved by Commissioner Longbine , seconded by Commissioner Davis , to approve Ordinance No. 23-11154, on second reading , authorizing amendment and supplemental documents relating to Taxable Industrial Revenue Bonds , Series 2021 (Great Plains Project). A roll call vote was taken. Aye: (4). Nay (0). Motion carried. (6.2) Editorial clarification to the Smoky Hill Museum 's Collections Policy. Susan Hawksworth , Museum Director, explained the request, fiscal impact and action options . It was stated that the new wording indicates if a museum item is being disposed of, a staff member cannot assume ownership of said item. 23-0160 Moved by Commissioner Ryan , seconded by Commissioner Davis , to approve the proposed editorial change to the Smoky Hill Museum Collection Management Policy. Motion carried. 23-0161 (6.3) Award the bid for project number #23022 for pickleball court overlay construction at Oakdale Park to Multicon, Inc . in the amount of $444 ,762 .00 and authorizing the City Manager to execute a contract with Multicon , Inc. under circumstances in which both the bid award and authorization of the City Manager to execute the contract are contingent upon fulfillment of the preconditions of (a) receipt by the City of donated funds totaling $444 ,762.00 on or before July 12 , 2023 , and (b) fulfillment of all prerequisites under the bid documents. Jeff Hammond , Director of Parks and Recreation, explained the request , fiscal impact and action options. A discussion followed related to project details , nets and windscreens. The Governing Body expressed appreciation to the anonymous donor for the generous gift to the community. Moved by Commissioner Ryan, seconded by Commissioner Davis , to contingently award the bids for the pickleball court overlay construction to Multicon, Inc. in the amount of $444 ,762 .00 and authorize the City Manager to execute a contract with Multicon, Inc. under circumstances in which both the bid award and the authorization for the City Manager to execute the contract are contingent upon fulfillment of the preconditions of (a) the receipt by the City of the donated funds totaling $444 ,762.00 on or before July 12 , 2023 , and (b) fulfillment of all prerequisites under the bid documents. "' "' (6.4) Award the bid for Project No. 22021, Cedar Point Addition, for water, sanitary sewer, street, and drainage improvements to TRR, Inc. dba T &R Construction (T&R) of Salina in the amount of $969,409.19 with a 5% ($48,500.00) construction contingency for a total project authorization not to exceed $1,017,909.19 and authorize the City Manager to execute a contract with T &R upon fulfillment of all prerequisites under the bid documents. Dan Stack, City Engineer, explained the request, fiscal impact and action options. Norman Mannel, Salina, Kansas , mentioned U.S Fish & Wildlife approval of projects and indicated more information could be found online. Stephanie Cool, Salina, Kansas, reiterated that the city was not financially responsible for paying the specials and the developer was quite comfortable paying them. Ms. Cool also shared her optimism for the residential lots being sold. 23-0162 Moved by Commissioner Ryan, seconded by Commissioner Davis , to approve the construction bid award for Cedar Point Addition to TRR, Inc. dba T&R Construction in the amount of $969,409.19 with a $48,500.00 (5%) construction contingency for a total project authorization not to exceed $1,017 ,909 .19 and authorize the City Manager to execute a contract with TRR, Inc. dba T &R Construction upon fulfillment of all prerequisites under the bid documents. DEVELOPMENT BUSINESS (7.1) Approve Resolution No. 22-8088 declaring that a structure located at 901 N. 7th St. is unsafe and dangerous and must be removed, and establishing a reasonable deadline for removal of the dangerous structure. Shawn Homan, Building Official, explained the request, fiscal impact and action options. A discussion followed related to possible complaints from neighbors , permitting , contractors, demolition proceedings, use of the structure for fire training, salvaging materials and timeline. 23-0163 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Resolution No. 22- 8088. Aye : (4). Nay (0). Motion carried. OTHER BUSINESS Commissioner Davis stated organizers of the upcoming Crossroads marathon reached out for a letter of support from the city. Mike Schrage, City Manager, indicated staff could work through that if further information was provided. Commissioner Longbine thanked city staff and volunteers for putting on a great river festival. Mayor Hoppock shared he had received positive comments from new vendors at the river festival. Page 3 CITIZENS FORUM Rosemary Mai, Salina, Kansas , announced the Granny Brigade was hosting a public informational session on sex trafficking on Tuesday , June 20th at 7 p.m. at the Carver Center and the public was invited . Norman Mannel , Salina, Kansas , brought to the Governing Body 's attention , after hearing the proclamations at the meeting, that no one had mentioned Flag Day which is June 14th . Richard Humphrey , Salina, Kansas , shared his thoughts on elder abuse , residents ' rights and state regulations .
