AN ORDINANCE AUTHORIZING AND DIRECTING THE OFFICERS OF THE CITY OF
SALINA, KANSAS, TO CALL A SPECIAL ELECTION IN SAID CITY FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED ELECTORS OF SAID CITY THE PROPOSITION TO AUTHORIZE
THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE CITY OF SALINA, KANSAS, UNDER
THE PROVISIONS OF K.S.A. 12-1736 ET SEQ., IN THE AMOUNT OF $4,800,000 FOR THE
PURPOSE OF ACQUIRING AND CONSTRUCTING THE SALINA MEMORIAL CENTER. TO CONSIST OF
THE OLD COURTHOUSE SITE AND ADJACENT PROPERTIES UPON WHICH WILL BE CONSTRUCTED
AND EQUIPPED AN ARENA TYPE RECREATIONAL BUILDING, REPAIRING, REMODELING,
FURNISHING AND EQUIPPING THE EXISTING MEMORIAL HALL BUILDING AND CONSTRUCTING
A PEDESTRIAN TUNNEL TO CONNECT THE RECREATIONAL ARENA TO THE MEMORIAL HALL
BUILDING.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS, AS
FOLLOWS:
Section 1. The municipal officers of the City of Salina, Kansas having
authority to call an election in said municipality, or a majority of them, are
hereby authorized and directed to call a special election of the qualified electors
of said City to vote upon the following proposition:
Proposition to authorize the issuance of general
obligation bonds of the City of Salina, Kansas, under
the provisions of K.S.A. 12-1736 et seq., in the amount
of $4,800,000 for the purpose of acquiring and constructing
the Salina Memorial Center to consist of the old courthouse
site and adjacent properties upon which will be constructed
and equipped an arena type recreational building, repairing,
remodeling, furnishing, and equipping the existing Memorial
Hall Building and constructing a pedestrian tunnel to connect
the recreational arena to the Memorial Hall Building.
Section 2. Said municipal officers are hereby authorized and directed
to notify the County Election Commissioner of Saline County that said special
election will be held in said City pursuant to the authority of this ordinance on
Tuesday, October 2, 1973, at the following polling places:

Section 3. The ballots to be used at said election shall be in
substantially the following form:

Instructions to voters:
To vote in favor of the question submitted upon this ballot,
place a cross (X) mark in the square to the right of the word
"YES".
To vote against the question submitted upon this ballot, place
a cross (X) mark in the square to the right of the word
"NO".
Section 4. Notice of said election setting forth the time and place
of holding the election and the question submitted stating the proposition for
which the bonds are proposed to be issued shall be given and such notice shall be
signed by the municipal officers, or a majority of them having authority to call
such election and shall be approved by the County Election Officer. Such notice
shall be published in the Salina Journal, a daily newspaper of general circulation
in said City. Such notice shall be published once a week for at least three
consecutive weeks, on the same day of the week, the first publication to be not
less than twenty-one days prior to the date of said election.

Section 5. All qualified electors residing in the City of Salina,
Kansas, shall be entitled to vote at said election. The County Election Officer
is hereby authorized and directed to prepare or cause to be printed ballots
substantially in the form hereinbefore provided, and to see that the necessary
tally sheets and poll books for said election have been prepared and are available
for use, and said election shall be held in all respects according to the rules
and regulations provided by law for the holding of question submitted elections
in said City.
Section 6. This ordinance shall take effect and be in full force from
and after its passage, approval and publication.
