CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
June 5, 2023
4:00 p.m.
Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes .
The Regular Meeting of the Board of Commissioners was called to order at 4 :00 p .m. in
Room 107, City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W.
Davis, M.D., Greg Lenkiewicz , Bill Longbine, and Karl Ryan.
Also present: Mike Schrage, City Manager; Shawn Henessee, Assistant City Manager, Greg
Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk.
AWARDS AND PROCLAMATIONS
None.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None .
CONSENT AGENDA
(5.1) Approve the minutes of the meeting of May 22, 2023.
Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve the consent agenda
as presented. Aye: (5). Nay (0). Motion carried.
ADMINISTRATION
( 6.1) Award the bids for the pond demolition and soil transfer for the pond at Jerry Ivey
Memorial Park to TRR Inc . dba T&R Construction in the amount of $124,869.80
including a 10% contingency ($11,351.80) and authorizing the City Manager to
execute a contract with TRR Inc . upon fulfillment of all prerequisites under the bid
documents .
Jeff Hammond , Director of Parks and Recreation, explained the request, fiscal impact and
action options.
A brief discussion followed related to the demolition process and finishing details.
Norman Mannel , Salina, Kansas , shared his thoughts on testing the new dirt for noxious
weeds.
Ben Windholz, Salina, Kansas, inquired about possible double payment to TRR, i.e. prior
contract for removing dirt at one location and new contract for soil transfer to the pond at
Jerry Ivey Park.

Mike Schrage , City Manager, confirmed the soil removed from Schwan 's is not part of the
current project as soil testing will take too long.
Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to award the bids for
the Jerry Ivey Pond Demolition project and soil to TRR Inc. in the amount of $124 ,869 .50 and
authorize the City Manager to execute a contract with TRR Inc. upon fulfillment of all prerequisites
under the bid documents. Aye: (5). Nay (0). Motion carried.
(6.2) Approve Ordinance No . 23-11154 , on first reading , authorizing amendment and
supplemental documents relating to Taxable Industrial Revenue Bonds , Series 2021
(Great Plains Project) and authorizing certain other documents and actions in
connection therewith.
Shawn Henessee , Assistant City Manager, explained the request, fiscal impact and action
options.
Jamie Hall , Great Plains Manufacturing , Salina, Kansas , explained that as the project
evolved , the paint system became incredibly complicated and more space was needed. Mr.
Hall stated that Great Plains was asking for additional time to complete the project.
Mayor Hoppock confirmed that the request was solely for a time extension and no additional
bond funds were being requested.
Commissioner Longbine commended Great Plains for taking a previous world class facility
and making it into another world class facility.
Commissioner Davis stated he liked the projected employment numbers upon completion of
the project.
Moved by Commissioner Ryan , seconded by Commissioner Davis , to approve Ordinance No. 23-
11154 on first reading . Aye : (5). Nay (0). Motion carried.
OTHER BUSINESS
None.
CITIZENS FORUM
Norman Mannel , Salina, Kansas , shared his thoughts on the use of plastic and the shortage
of water.
Ben Windholz , Salina, Kansas , mentioned he had driven by the tennis courts and noticed the
gates were wedged open so anyone could go in as well as noticed the locking devices
appeared to have been removed .
A discussion developed related to access to the tennis courts , court reservations , re vised
operation plan and posting public notice of court usage.
