CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
May 22, 2023
4:00 p.m.
Mayor Hoppock asked the Clerk for verification that notice had been sent for today 's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W.
Davis , M.D., Greg Lenkiewicz, Bill Longbine , and Karl Ryan.
Also present: Mike Schrage , City Manager ; Jacob Wood, Deputy City Manager; Shawn
Henessee , Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A.
Rutherford , City Clerk.
AWARDS AND PROCLAMATIONS
(3.1) Recognition of the week of May 21 through May 27 , 2023 , as National Public Works
Week in the City of Salina. Laura Houchin, Administrative Assistant for General
Services, read the proclamation and announced related activities.
(3.2) Recognition of the day of June 2, 2023 , as National Gun Violence Awareness Day in
the City of Salina. Cori Sherman North, Co-Leader of Moms Demand Action for
Gun Sense in America, read the proclamation and announced related activities.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME

CONSENT AGENDA
(5.1) Approve the minutes of the meeting of May 15, 2023.

consent agenda as presented. Aye: (5). Nay (0). Motion carried.

ADMINISTRATION
(6.1) Approve Ordinance No. 23-11152 , on second reading, approving a home rule
ordinance reassessing certain special assessments in the River Trail 2nd Addition.
Mayor Hoppock stated that Ordinance No. 23-11152 was passed on first reading on May 15 ,
2023. Since that time no comments have been received.
Moved by Commissioner Ryan, seconded by Commissioner Davis , to approve Ordinance No. 23-
11152, on second reading, authorizing the reassessment of special assessments on certain properties
in the River Trail 2nd Addition. A roll call vote was taken. Aye: (5). Nay (0). Motion carried.

(6.2) Approve Ordinance No. 23-11153, on second reading, abandoning and repealing the
approved preliminary and final development plan for the Pepper Tree Estates PDD
and to eliminate all Common Area and the Homeowners Association to create four
(4) independently owned residential building lots.
Mayor Hoppock stated that Ordinance No. 23-11153 was passed on first reading on May 15,
2023. Since that time no comments have been received.
Moved by Commissioner Longbine, seconded by Commissioner Ryan, to approve Ordinance No.
23-11153, on second reading, abandoning and repealing the approved preliminary and final

(6.3) Authorize the City Manager to execute an agreement with Blue Valley Public Safety
for costs associated with upgrading twelve (12) existing tornado sirens in the amount
of $34,321.68.
Paul Forrester, Police Captain, explained the request, fiscal impact and action options.
A brief discussion followed related to county upgrades and advantages of upgrades.
23-0148 Moved by Commissioner Lenkiewicz, seconded by Commissioner Longbine, to authorize the City
Manager to execute an agreement with Blue Valley Public Safety for costs associated with
.-upgrading twelve (12) existing tornado sirens in the amount of $34,321.68. Aye: (5). Nay (0).
Motion carried.
(6.4) Award the bid for project number #23020 for phase 2 of concrete improvements at
various City parks to Seaton Construction Group, LLC in the amount of $168,123.50
with a 5% contingency ($8,006.00) and authorizing the City Manager to execute a
contract with Seaton Construction Group, LLC upon fulfillment of all prerequisites
under the bid documents.
Jeff Hammond, Director of Parks and Recreation, explained the request, fiscal impact and
action options.
A discussion developed regarding the project timeline as well as the sidewalk project
time line.
23-0149 Moved by Commissioner Davis, seconded by Commissioner Ryan, to award the bid for project
number #23020 for phase 2 concrete improvements at various City parks to Seaton Construction
Group, LLC in the amount of $168,123.50 with a 5% contingency ($8,006.00) and authorize the
City Manager to execute a contract with Seaton Construction Group, LLC upon fulfillment of all
prerequisites under the bid documents. Aye: (5). Nay (0). Motion carried.
(6.5) Authorize the Mayor to execute an Encroachment Agreement & Grant of Easements
among Storage Mart, L.L.C., the Salina Airport Authority, and the City of Salina,
Kansas.
Dan Stack, City Engineer, explained the request, fiscal impact and action options.

A lengthy discussion ensued related to the location of the easement, clearing of trees ,
drainage, encroachment onto Salina Airport Authority property, no build easement, flow of
water and authorization by the Governing Body.
Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to adopt the findings
of the City Engineer and approve and authorize the Mayor to sign the proposed Encroachment
Agreement & Grant of Easements in accordance with Salina Code Sec. 42-63. Aye: (5). Nay (0).
Motion carried.
DEVELOPMENT BUSINESS
(7 .1) Consider a request from the Overland Property Group to have Phases II and III of the
Lee Lofts project (renovation of South building and warehouse building) designated
by the City Commission as a Project of Exceptional Community Significance
making it eligible for a 95% property tax rebate for 15 years.
Dean Andrew, Director of Planning, explained the request, fiscal impact and action options.
A thorough discussion followed related to designation criteria, impact on the surrounding
community, parking requirements for downtown, notice to neighboring property owners,
existing off street parking lot, insulation issues of the north building, number of rent
restricted apartments, number of market rate apartments, utility capacity, water supply, and
timeline of phases.
Moved by Commissioner Davis , seconded by Commissioner Ryan , to designate Phases II and III of
the Lee Lofts project a Project of Exceptional Community Significance making them eligible for an
enhanced 95%/15 year property tax rebate . Aye: (5). Nay (0). Motion carried.
(7.2) Approve Resolution No. 23-8133 in support of South View Estates , LLC, with South
View Estates Housing Development, to submit a Kansas Housing Investor Tax
Credit (KHITC) Application.
Commissioner Ryan recused himself.
Lauren Driscoll, Director of Community & Development Services, explained the request,
fiscal impact and action options.
A discussion resulted which included phase of construction, description of project, criteria to
be met and effect of possible award on sales price.
23-0152 Moved by Commissioner Davis , seconded by Commissioner Lenkiewicz, to approve Resolution
No. 23-8133 in support of South View Estates , LLC submitting a KHITC Application. Aye: (4).
Nay (0). Motion carried .
Commissioner Ryan rejoined the meeting.

CITIZENS FORUM
Norman Mannel, Salina, Kansas , shared his thoughts on code of conduct, board vacancies,
access to tennis courts and recycling.
Mike Schrage, City Manager, explained the tennis courts have been propped open and
available for public use for a couple of weeks. The purpose of the pin pad is so gates can be
locked remotely. It was also noted that the tennis facility meets ADA requirements.
Dalton McDowell , Salina, Kansas , commented on the fentanyl crisis and related safety
issues as well as landscape maintenance on 7th Street.
A brief discussion developed regarding maintenance responsibility for the downtown area
and maintenance of the Broadway medians.
Ken Reitz, Salina, Kansas , mentioned scavenging from the landfill , recycling and lead paint
on demolition debris.
Mayor Hoppock reminded citizens of the hazardous waste facility that is open every
Thursday and the first Saturday of ev ery month.
