CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS May 15, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4 :00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis , M.D., Greg Lenkiewicz, Bill Longbine , and Karl Ryan . Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford, City Clerk. AW ARDS AND PROCLAMATIONS (3.1) Recognition of the month of May, 2023, as Mental Health Month in the City of Salina. Julie Clayson, CBS Team Coordinator at Central Kansas Mental Health Center, read the Proclamation and provided information on access to services. (3.2) Recognition of the week of May 21-27, 2023, as Emergency Medical Services Week in the City of Salina. Tony Sneidar, Fire Chief, read the proclamation and applauded fire department staff for their service. (3.3) Recognition of the week of May 15-21, 2023, as National Police Week in the City of Salina. CJ Wise, Police Chief, read the proclamation, announced related activities and expressed gratitude for community support. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME (4.1) Special Assessments for Cedar Ridge Addition. (4.la) Conduct a public hearing on the 2023 special assessments for Cedar Ridge Addition Phase 2. (4.lb) Approve Ordinance No. 23-11151, on second reading, levying special assessments for improvements. Mayor Hoppock opened the public hearing. Debbie Pack, Director of Finance & Administration explained the request, fiscal impact and action options. There were no public comments on the item. Mayor Hoppock closed the public hearing. r-23-0138 Moved by Commissioner Davis, seconded by Commissioner Ryan, to approve Ordinance No. 23 - 11151, on second reading, levying special assessments for Cedar Ridge Addition Phase 2. CONSENT AGENDA (5.1) Approve the minutes of the meeting of May 8, 2023. Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve the consent agenda as presented. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Ordinance No. 23-11152 approving a home rule ordinance reassessmg certain special assessments in the River Trail 2nd Addition. Debbie Pack, Director of Finance & Administration, explained the request, fiscal impact and action options. Mayor Hoppock inquired about the effect on property owners. Ms. Pack confirmed that payments were either being refunded or extended but there was no increase. Patrick O'Connor, Salina, Kansas, questioned how the issue occurred. Ms. Pack stated the issue arose due to a clerical error and once said error was discovered it needed to be rectified as quickly and fairly as possible. 23-0140 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 23-11152 authorizing the reassessment of special assessments on certain properties in the River Trail 2nd Addition. Aye: (5). Nay (0). Motion carried. (6.2) Authorize the City Manager to execute an agreement for the purchase of a Caterpillar D7RDozer. Debbie Pack, Director of Finance & Administration, explained the request, fiscal impact and action options. A brief discussion followed related to service life of the equipment, life cycle rebuilds, warranty and notification to bidders who do not meet specifications. 23-0141 Moved by Commissioner Lenkiewicz, seconded by Commissioner Longbine, to authorize the City Manager to execute an agreement with Foley Equipment for the purchase of (1) Caterpillar D7R Dozer. Aye: (5). Nay (0). Motion carried. 23-0142 (6.3) Approve artists' proposed mural designs for downtown trash corrals. Crystal Hammerschmidt, Arts Services Coordinator, explained the request, fiscal impact and action options. A discussion developed which included proposed locations for murals, sketches, art portfolios, final approval, residency of artists, project timeline, maintenance and life expectancy of murals . Moved by Commissioner Longbine, seconded by Commissioner Davis, to approve the recommended mural designs by Brady Scott and John Waterman for installation in Salina downtown at the proposed locations. Page 2 DEVELOPMENT BUSINESS (7.1) Approve Ordinance No . 23-11153, abandoning and repealing the approved preliminary and final development plan for the Pepper Tree Estates PDD and to eliminate all Common Area and the Homeowners Association to create four ( 4) independently owned residential building lots. Pepper Tree Estates is located on the east side of Meadowbrook Drive between McAdams Road and Meyer Drive. Dean Andrew, Director of Planning, explained the request, fiscal impact and action options. A short discussion ensued related to preparation of new deeds. 23-0143 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Ordinance No. 23- 11153 repealing the 1984 PDD Ordinance (No. 84-8989) and replacing it with a new PDD ordinance that reflects the existing developed conditions, on first reading. Aye: (5). Nay (0). Motion carried. 23-0144 OTHER BUSINESS Commissioner Ryan inquired about and Mike Schrage, City Manager, provided an update on the new housing development. Commissioner Longbine suggested the City Commissioners' salary be reviewed, prior to the upcoming election deadline, as it was last increased in 1999. After discussion, it was decided that the matter could be reviewed but not prior to the upcoming election deadline . Mayor Hoppock announced there was a memorial service to be held on Wednesday at 8:00 a .m. at Jerry Ivey Park. Commissioner Longbine announced there was a legislative update to be held on Tuesday at 7:00 p.m. at the Carver Center. CITIZENS FORUM Norman Manne!, Salina, Kansas, offered his opinion on items being dumped at the landfill. Richard Humphrey, Salina, Kansas, shared his intent and plan to restore his credibility to the community.
