04-24-2023 Minutes,... - L "' "' .--.23-0119 LJ CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS April 24, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis, M.D., Greg Lenkiewicz, Bill Longbine and Karl Ryan. Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS (3.1) Recognition of the month of April, 2023, as Child Abuse Prevention Month in the City of Salina. Jenni Seitz, Director of Community Engagement for CAPS of Salina (Child Advocacy & Parenting Services, Inc.) read the proclamation and announced related activities. Members of Bikers Against Child Abuse (BACA) were also present in support of child abuse prevention. (3.2) Recognition of the week of April 23-29, 2023, as National Library Week in the City of Salina. Melanie Hedgespeth, Director, and Amy Adams, Assistant Director of the Salina Public Library, read the proclamation and announced related activities. (3.3) Recognition of the day of April 28, 2023, as Arbor Day in the City of Salina. Justin Turner, vice-chair of the Tree Advisory Board, read the proclamation and announced related activities. (3.4) Recognition of the week of April 30-May 6, 2023, as Small Business Appreciation Week in the City of Salina. Leslie Bishop, Executive Director of Salina Downtown, Inc., read the proclamation and announced related activities. April Rickman, Executive Administrative Assistant and Diane Gebhardt, Aesthetic Specialist for Salina Downtown, Inc. were also present in support of Small Business Appreciation Week. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA ( 5 .1) Approve the minutes of the meeting of April 17, 2023 . Page 1 - L .........., L - L "' "' z Q. w "' 23-0 20 23-0121 ADMINISTRATION (6.1) Approve Resolution No. 23-8122, appointing members to citizen boards , commissions and committees . Mayor Hoppock announced the board appointments and encouraged citizens to apply for open positions. Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Resolution No. 23- 8122 appointing members to citizen boards , commissions and committees. Aye: (5). Nay (0). Motion carried. (6.2) Cedar Ridge Addition. (6.2a) Certification of final costs for 2022 Special Assessment Projects and setting May 15, 2023, as the date for public hearing. (6.2b) Approve Ordinance No. 23-11151, on first reading, levying special assessments for improvements and establishing that such assessments be collected in annual installments over twenty (20) years. Dan Stack, City Engineer, explained the request, fiscal impact and action options. A discussion evolved related to the difference in monthly payments for each term, characterization of special circumstances, city policy , state statute , reduction of costs and prepayment option . Stephanie Cool, Salina, Kansas, thanked the Governing Body for its consideration of the term extension. Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to accept the statement of final cost and set May 15, 2023, as the Special Assessment public hearing date and to approve Ordinance No. 23-11151, on first reading , setting the length of the bond at twenty years. Aye: (5). Nay (0). Motion carried. (6.3) Authorize the City Manager to reimburse Platte River Communities of Centennial , Colorado, in an amount not to exceed $63 ,005 .13 for a public water main extension serving the North End Manufactured Home Park. Martha Tasker, Director of Utilities , explained the request, fiscal impact and action options . A brief discussion followed to include the current water issue, water pressure for fire suppression, sources of water, occupation of homes and project timeline . Jon Blanchard, Salina, Kansas , expressed support of the project and asked about any requirements related to spacing of the homes and access roads for the development. Further discussion ensued related to locations of existing fire hydrants, access points, number of homes, size of homes and spacing requirements . Page2 23-0122 Moved by Commissioner Ryan, seconded by Commissioner Davis, to authorize the City Manager to reimburse Platte River Communities of Centennial, Colorado, in the amount not to exceed $63,005.13 for a public water main extension serving for the North End Manufactured Home Park upon final inspection and acceptance of the water line. Aye: (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS None. OTHER BUSINESS Commissioner Longbine, in relation to the Arbor Day proclamation, commented on Bradford pear trees being an invasive species. Commissioner Davis mentioned a visit he took to Olivia's Playground and remarked that the park was fun for all ages. CITIZENS FORUM Norman Mannel, Salina, Kansas, shared his thoughts on invasive species of plants, trees and animals. Ken Reitz, Salina, Kansas, expressed his views on Arbor Day and the planting of trees, as well as reflected on Olivia's Playground. Jon Blanchard, Salina, Kansas, stated his opinion that Chief Wise, Salina Police Department, was doing remarkable things and he was a good selection for the department. Mr. Blanchard also commented on the Salina Fire Department's accreditation and the process for said accreditation. Ben Windholz, Salina, Kansas, shared his thoughts on the Bill Burke baseball and softball complex as well as the tennis complex.
