Ill - L "' "' CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS April 17, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis, M.D., Greg Lenkiewicz, Bill Longbine and Karl Ryan. Also present: Mike Schrage , City Manager ; Jacob Wood, Deputy City Manager; Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and Jo Vonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS (3.1) Recognition of the week of April 17 through 21 , 2023 , as National Work Zone Awareness Week in the City of Salina. Elizabeth Amos, Public Works Administrative Assistant, read the proclamation. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of the meeting of April 10, 2023. (5.2) Authorize the City Manager to enter into an agreement for Excess Workers Compensation coverage. (5.3) Sound Provider Agreement for the 2023 Smoky Hill River Festival. Commissioner Longbine requested that Item 5.3 be removed from the consent agenda. 23-0113 Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Items 5.1 and 5.2 of the consent agenda as presented. Aye: (5). Nay (0). Motion carried. Pertaining to Item 5.3, Commissioner Longbine inquired about the details of the contract. Sarah Keck, Smoky Hill River Festival Entertainment Coordinator, explained the contents of the agreement. 23-0114 Moved by Commissioner Davis , seconded by Commissioner Ryan, to approve Item 5.3 of the consent agenda as presented. "' "' z <l. w "' .~ <ii (/) ~ :!2 Si c: 0 u 23-0115 ADMINISTRATION (6 .1) Approve Resolution No. 23-8124 authorizing the City Manager to execute agreements for the purchase of Vehicles and Equipment approved under the 2023 Sub-CIP. Debbie Pack , Director of Finance & Administration , explained the request , fiscal impact and action options. Commissioner Longbine inquired about the delivery timelines and Ms. Pack indicated that delivery times were noted in each specification sheet. Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to approve Resolution No. 23-8124 authorizing the City Manager to execute agreements with selected vendors. Aye: (5). Nay (0). Motion carried . (6.2) Consider supporting a letter to the State of Kansas in support of the application by the Salina Grace Foundation for tax credits. Shawn Henessee , Assistant City Manager , explained the request , fiscal impact and action options . Chad Young , Executive Director, Salina Grace , asked for support of the application , shared his thoughts on the value that Salina Grace brings to the community, and explained how the tax credits work. A brief discussion ensued related to how the tax credits would be issued , donations , letters of support , application timeline and relocation timeline . Richard Humphries , Salina, Kansas , mentioned that Salina Grace did great things and it would be a great opportunity for small businesses to understand how tax credits work . 23-0116 Moved by Commissioner Ryan , seconded by Commissioner Davis, to approve Resolution No. 23- 8126. Aye: (5). Nay (0). Motion carried. (6.3) Engage Special Legal Counsel to assist with Housing RFP Development Agreement preparation. Mike Schrage , City Manager, explained the request , fiscal impact and action options. A discussion followed which included work performed by staff, work performed by attorneys , itemized billing , hourly rates , inability to project total number of hours , construction timeline , building permits , annexation , zoning and facets of the development agreement. 23-0117 Moved by Commissioner Ryan , seconded by Commissioner Davis , to authorize the City Manager to ~xecute the Engagement Letter with Stephen Sparks and Bryan Cave Leighton Paisner , LLP for the purpose of securing their services in assisting the City with negotiating and drafting a Development !A greement in response to the City 's Multi-Family Housing RFP process. Aye: (5). Nay (0). Motion carried . Page2 U') U') DEVELOPMENT BUSINESS None. OTHER BUSINESS Commissioner Davis fostered a discussion on the legality of A TVs on city streets. Commissioner Longbine stated he attended an open house at the Salina Rescue Mission and encouraged other citizens to take a tour as it was very inspiring. Mayor Hoppock reminded everyone about the strategic planning session on April 18, 2023. CITIZENS FORUM Richard Humphries, Salina, Kansas, shared his thoughts on Access TV, small businesses, waste management, employment opportunities , and spring cleanup. Ben Windholz, Salina, Kansas, provided corrected city rankings related to sales tax and provided an update on Clearwave and the quality of work being performed. Mr. Windholz also shared his thoughts on the cost of the river festival sound system as well as horse carriage rides being offered in Lindsborg. Jon Blanchard, Salina, Kansas, suggested the annexation and rezoning of the new apartment complex be commenced now and run concurrent with the preparation of the development agreement as time is of the essence.
