"' "' z Cl. w "' £ n; (/) "' * :g g c: 0 u CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS April 10, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis, M.D., Bill Longbine and Karl Ryan. Greg Lenkiewicz was absent. Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn Henessee, Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS (3.1) Recognition of the month of April, 2023, as Sexual Assault Awareness Month in the City of Salina. Angie White, Sexual Assault Advocate at DV ACK, read the proclamation and provided information on the organization and announced related activities. (3.2) Recognition of the month of April, 2023, as Fair Housing Month in the City of Salina. Marissa Patton, Community Relations Specialist at the City of Salina, read the proclamation and announced related activities. (3.3) Presentation of the POW/MIA plaque to the City of Salina. Steve Murrison, Salina, Kansas, read a proclamation, explained the designation process and presented the sign/plaque to Mayor Hoppock. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME ( 4.1) Conduct a public hearing on the advisability of the issuance of Taxable Industrial Revenue Bonds for Beck's Superior Hybrids of Atlanta. Mayor Hoppock recused himself. Shawn Henessee, Assistant City Manager, explained that there had been an additional purchase of land by Beck's after the Notice of Hearing had been published causing the matter to be delayed; however, the public hearing will proceed as scheduled. Mr. Henessee stated the matter would be brought back before the City Commission once more definite dates had been determined. Vice Mayor Longbine opened the public hearing. There were no comments. Page 1 ,.., 23-0110 .. - L "' "' z "-w "' .s n; CJ) ~ :2 g c 8 23-0111 Moved by Commissioner Ryan , seconded by Commissioner Davis , to instruct staff to proceed with the necessary preparation for the City Commission to consider Industrial Revenue Bond Financing for Becks Superior Hybrids of Atlanta and direct staff to bring a new Public Hearing date to the City Commission once the additional land sale has been completed. Aye : (3). Nay (0). Motion carried. Mayor Hoppock rejoined the meeting . CONSENT AGENDA (5.1) Approve the minutes of the special meeting of April 3, 2023. (5.2) Approve the minutes of the regular meeting of April 3, 2023. (5.3) Authorize the City Manager to sign a request from the Kansas Department of Transportation (KDOT) to exchange 2023 federal funds per the KDOT master agreement governing the annual use thereof. (5.4) Award the bid for project number 23017 , 2023 Major Concrete to Smoky Hill , LLC of Salina in the amount of $507 ,989.70 with a 5% ($25 ,399.49) construction contingency for a total project authorization not to exceed $533 ,389.19 and authorize the City Manager to execute a contract with Smoky Hill , LLC of Salina upon fulfillment of all prerequisites under the bid documents. Moved by Commissioner Ryan , seconded by Commissioner Davis, to approve the consent agenda as presented. Aye: (4). Nay (0). Motion carried. ADMINISTRATION (6.1) Schneider Electric In vestment Grade Facility Audit Update. Mayor Hoppock thanked Schneider Electric for their patience in rescheduling. Jacob Wood, Deputy City Manager, provided a brief update and background of the facility audit. Peter Hinkle and Dan Moffitt of Schneider Electric, presented the facility audit update. No action was taken. DEVELOPMENT BUSINESS None. OTHER BUSINESS None. CITIZENS FORUM None. STRATEGIC PLANNING DISCUSSION (10 .1) Continuation of items not completed on April 7, 2023.
