CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS April 3, 2023 4:00 p.m. Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes . The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Trent W. Davis , M.D., Greg Lenkiewicz, Bill Longbine and Karl Ryan. Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn Henessee , Assistant City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford , City Clerk. AWARDS AND PROCLAMATIONS None. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of the regular meeting on March 27, 2023. (5.2) Approve the minutes of the special meeting on March 29, 2023. Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve the consent agenda as presented. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Ordinance No. 23-11147, on second reading, unconditionally approving the issuance of General Obligation Bonds by the Salina Airport Authority for the purpose of financing the cost of certain capital improvements located at the Salina Regional Airport and Airport Industrial Center. Mayor Hoppock stated Ordinance No. 23-11147 was passed on first reading on March 27, 2023; and, since that time, there have been no comments or revisions. Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Ordinance No . 23- 1114 7, on second reading, unconditionally approving the issuance of General Obligation Bonds by the Salina Airport Authority for the purpose of financing the cost of certain capital improvements located at the Salina Regional Airport and Airport Industrial Center. Mayor Hoppock stated that Ordinance No. 23-11148 was passed on first reading on March 27, 2023; and, since that time, there have been no comments or revisions. Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to approve Ordinance No. 23-11148, on second reading, establishing a Turf Maintenance and Replacement Fund. A roll call vote was taken. Aye: (5). Nay (0). Motion carried. (6.3) Approve Ordinance No. 23-11149 (repealing and replacing Ordinance No. 22- 11139), on second reading, amending the PC-2 (Planned Neighborhood Shopping) district boundary and approve an amended site development plan for the former Town & Country Veterinary Clinic property at 1001 Schippel Drive. Mayor Hoppock stated that Ordinance No. 23-11149 was passed on first reading on March 27, 2023; and, since that time, there have been no comments or revisions . Moved by Commissioner Ryan, seconded by Commissioner Davis, to approve Ordinance No. 23- 11149 amending the PC-2 (Planned Neighborhood Shopping) district boundary and approve an amended site development plan for the former Town & Country Veterinary Clinic property at 1001 Schippel Drive. A roll call vote was taken . Aye: (5). Nay (0). Motion carried. (6.4) Award the bid for Smoky Hill River Greenway Trail Construction Phase 1 (Project No. 90037B) in the amount of $270,889 .19 with a 5% ($13,544.46) construction contingency for a total project authorization not to exceed $284,433.65 and authorize the City Manager to execute a contract with Ponton Construction, Inc. upon fulfillment of all prerequisites under the bid documents. Dan Stack, City Engineer, explained the request, fiscal impact, and action options. A brief discussion followed to include phases, property owner agreements, bridges and construction timeline. Jane Anderson, Friends of the River, Salina, Kansas , stated she had received a lot of positive feedback on this trail and provided an approximate timeline of bridge completions. Ken Reitz, Salina, Kansas, shared his thoughts on the Iron A venue bridge. 23-0107 Moved by Commissioner Longbine, seconded by Commissioner Lenkiewicz, to award the bid for Smoky Hill River Greenway Trail Construction Phase 1 (Project No. 90037B) in the amount of $270,889.19 with a 5% ($13,544.46) construction contingency for a total project authorization not to exceed $284,433.65 and authorize the City Manager to execute a contract with Ponton Construction, Inc. upon fulfillment of all prerequisites under the bid documents. Mitch Robinson, Executive Director of the Salina Community Economic Development Organization, explained the request, fiscal impact, and action options . Austin Kack, Lead Developer for Overland Property Group, provided a quick overview of progress and current status of the project, as well as fielded questions regarding construction timeline, occupancy, tax credits, market rate rent and income based rent. Moved by Commissioner Ryan , seconded by Commissioner Davis, to approve Resolution No. 23- 8120 authorizing a 100% sales tax exemption on construction materials for Project Lee Lofts - Phase II. Aye: (5). Nay (0). Motion carried. DEVELOPMENT BUSINESS None. OTHER BUSINESS Commissioner Longbine commended city staff and contractors for the work done at Bill Burke Park. CITIZENS FORUM None.
