According to the Salina-Saline County agreement regarding Mitigating Impacts of Solid Waste Landfill in Saline County
and Addressing Annexation and Maintenance of Roads, effective January 1, 2019, the annual adjustments have been
calculated based on Section A.2 for 2024.
2023: The adjustment factor for 2023 was +3 .91%. This adjustment factor yielded a net increase of $7,667.79. The
Impact fee for 2023 was the 2022 impact fee ($196,107.16) plus the annual adjustment for constructions costs as
specified in the,contract of $7 .667.79 for a grand total of $203,774.95. Payment to Saline county for the 2023 fee was
processed the Week of January 23, 2023.
2024: The adjustment factor for 2024 will be +6.90%. This adjustment factor yields a net increase of $14,060.47. The
Impact fee for 2024 will be the 2023 impact fee ($203,774.95) plus the annual adjustment for constructions costs as
specified in the contract of $14,060.47 for a grand total of $217,835.42.
The adjustment factor was calculated using the three year rolling average (from the "2nd quarter to the 2nd quarter"-
interpreted to be from the 2nd quarter, or starting with the third quarter to run through and include the following 2nd
quarter index) of the National Highway Construction Cost index (NHCCI) as published by U.S. Department of
Transportation Federal Highway Administration. The change in total revenue and total number of type 2 and type 3
vehicles were both below the thresholds necessary to request renegotiation of the impact fee. A table showing the
relevant data is attached for your records.
As required in the agreement, section 2.C, the city is requesting confirmation from Saline County that the calculation of
the impact fee is correct or why it is believed to be incorrect. The city is required to provide this estimate by February
15 each year, and the county has until March 15 of each year to notify the city that it agrees with the proposed
calculation, or why it believes the calculation is in error. Please respond at your earliest convenience.

The previous correspondence dated February 1, 2023 concerning the 2023 and 2024 County road impact fees was
incorrect. In collaboration with the Saline County Engineer, Just Mader, the following corrections are being made:
2023: The 2023 payment made January 25, 2023 was for $203,774.95. The correct payment should have been
$203,875.30. The net difference of $100.35 will be paid to Saline County in the next billing cycle.
2024: The adjustment factor for 2024 will be +7.06%. This adjustment factor yields a net increase of $14,390.49. The
Impact fee for 2024 will be the 2023 impact fee ($203,875.30) plus the annual adjustment for constructions costs as
specified in the contract of $14,390.49 for a grand total of $218,265.79.
The adjustment factor was calculated using the three year rolling average (from the "2nd quarter to the 2nd quarter"-
interpreted to be from the 2nd quarter, or starting with the third quarter to run through and include the following 2nd
