"' "' z 0.. w "' _<;; «i en ~ :g g c 0 u CITY OF SALINA, KANSAS SPECIAL MEETING OF THE BOARD OF COMMISSIONERS January 6, 2023 8:00 a.m. Mayor Davis asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Special Meeting of the Board of Commissioners was called to order at 8:00 a.m. in Room 107, City-County Building. A roll call was taken. Those present and comprising a quorum: Mayor Trent W. Davis, M.D ., Michael L. Hoppock, Bill Longbine and Karl Ryan (via Zoom). Also present: Mike Schrage , City Manager, Jacob Wood, Deputy City Manager, Greg Bengtson, City Attorney; and JoVonna A. Rutherford, City Clerk. Greg Bengtson, City Attorney , addressed procedures and options for the proposed executive session. Commissioner Hoppock explained the need for the special meeting in that the City Manager's evaluation had been discussed prior to the holiday; however, with the City Manager having been out of the office ill, the process could not be completed until now. EXECUTIVE SESSION r 23-0001 Ill Moved by Commissioner Longbine , seconded by Commissioner Hoppock, that the city commission recess into executive session for 25 minutes to discuss the City Manager 's evaluation based upon the need to discuss personnel matters of non-elected personnel pursuant to K .S.A. 75-4319(b )(1 ). The open meeting will resume in this room at 8:35 a.m. Aye: (4). Nay (0). Motion carried. The City Commission recessed into executive session at 8:10 a.m. and reconvened at 8:35 a .m. Greg Lenkiewicz joined the executive session by telephone. Greg Bengtson, City Attorney, and Natalie Fischer, Director of Human Resources , were also present for the executive session. No action was taken. 23-0002 Moved by Commissioner Longbine , seconded by Commissioner Hoppock, that the city commission recess into executive session for 15 minutes to discuss the City Manager's evaluation based upon the need to discuss personnel matters of non-elected personnel pursuant to K.S.A. 75-4319(b)(l). The open meeting will resume in this room at 8:53 a.m. Aye: (5). Nay (0). Motion carried. The City Commission recessed into executive session at 8:38 a.m. and reconvened at 8:53 a.m. Mike Schrage, City Manager, was also present for the executive session. Mayor Davis provided a summary of the City Manager's annual review stating the Governing Body was very pleased with the City Manager's performance over the past year . Page 1 23-0003 "' "' 23-0004 Moved by Commissioner Longbine, seconded by Commissioner Hoppock, to approve Resolution No. 23-8104 concluding the 2022 evaluation of the City Manager 's performance modify ing the City Manager's base salary and amending the City Manager 's contract of employment with the city . Aye: (5). Nay (0). Motion carried. Jon Blanchard, Salina, Kansas , inquired as to why the resolution was not included on the agenda. Greg Bengtson, City Attorney, prov ided a brief explanation and indicated if there was a concern, a motion could be entertained to add the resolution to the agenda. Once that motion was acted upon, a motion could be made in relation to the resolution. Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to add Resolution No. 23- 8104 to the current agenda. Aye : (5). Nay (0). Motion carried. Jon Blanchard, Salina, Kansas , provided his thoughts on the timing of the special meeting, lack of information on the item and public comment. Mr. Blanchard also thanked the Ci ty Manager for his service . Mayor Davis reiterated Commissioner Hoppock 's previous explanation as to the need for the special meeting at the current time . 23-0005 Moved by Commissioner Hoppock, seconded by Commissioner Longbine , to approve Resolution No . 23-8104 , as officially added to the current agenda, concluding the 2022 evaluation of the City Manager's performance modifying the City Manager's base salary and amending the City Manager's contract of employment with the city. Aye: (5). Nay (0). Motion carried. Mike Schrage, City Manager, introduced C.J . Weis as new Chief of Police for the city of Salina. Chief Weis stated he was humbled and honored to be here, provided a brief background of how he came to know Salina and stated he appreciated the welcome he has received . ADJOURNMENT 23-0006 Mov ed by Commissioner Longbine , seconded by Commissioner Hoppock, that the special meeting of the Board of City Commissioners be adjourned. Aye: (5). Nay: (0). Motion carried.
