8688 Storm Water Runoff1 �1 1 ORDINANCE NUMBER 8688 (Published in The Salina Journal 1979) I AN ORDINANCE PROVIDING THAT ADEQUATE PROVISIONS BE MADE FOR STORM WATER RUNOFF PRIOR TO THE APPROVAL OF ANY PRELIMINARY PLANS. BE IT ORDAINED by the Governing Body of the City of Salina, Kansas: Section 1. That the Salina Subdivision Regulations are hereby amended by adding the following provisions: "Sec. IV(b)13: The Planning Commission shall not recommend for approval any preliminary plat of a subdivision which does not make adequate provisions for storm water runoff control. This control may be accomplished through the use of temporary detention basins, open channels, and/or closed conduits. The applicant shall be required to submit a drainage report prepared by a licensed professional engineer which examines the effects of the proposed subdivision on all upstream and downstream drainage conditions. The scope of this report shall assume the ultimate development of the entire drainage basin based upon the current land use plan and the current and proposed zoning of the land within the drainage basin. Calculation of storm flows and runoff characteristics of the subdivision shall be performed in accordance with the design criteria established by the City Engineer. The City Engineer shall inform the Planning Commission in writing of the effects of the proposed subdivision on the existing storm drainage system based upon the above submitted drainage report. The City of Salina reserves the right to require the developer of the proposed subdivision to construct or cause to be constructed all necessary storm drainage systems, designed in accordance with the design criteria established by the City Engineer, prior to the issuance of any building permit." Section 2. This ordinance shall be in full force and effect from and after its adoption and publication once in the official city newspaper.
