CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
December 5, 2022
4:00 p.m.
Mayor Davis asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in
Room 107, City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence.
Those present and comprising a quorum: Mayor Davis (presiding), Michael L. Hoppock,
Bill Longbine and Karl Ryan.
Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn
Henessee, Assistant City Manager; Greg Bengtson, City Attorney; and Jo Vonna A.
Rutherford, City Clerk.
AWARDS AND PROCLAMATIONS
None.
PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME
None.
CONSENT AGENDA
(5.1) Approve the minutes of November 28, 2022.
Moved by Commissioner Ryan, seconded by Commissioner Longbine, to approve the minutes of
November 28, 2022. Aye: (4). Nay (0). Motion carried.
ADMINISTRATION
(6.1) Accept donated property from the YMCA (Young Men's Christian Association of
Salina, Kansas) for Phase 2 of the Smoky Hill River Greenway Trail (City Project
No. 90037) and authorize the City Manager to accept Phase 1 property and execute
six (6) agreements with property owners upon fulfillment of all prerequisites under
the purchasing policy.
Dan Stack, City Engineer, explained the request, fiscal impact, and action options.
Mike Schrage, City Manager, asked for clarification on description of the property to be
donated and Mr. Stack provided said description.
A brief discussion developed related to distance of trail from properties located closer to
Ohio Street, future acquisition of properties, means of acquisition and city-owned properties.
Ben Windholz, Salina, Kansas, shared his thoughts on starting the trail project prior to the
river being dredged for the river project.
Mr. Stack confirmed there should be plenty of space for the work to be completed and stated
the design firm was involved in both projects to provide a combined strategy.

Jane Anderson , Salina, Kansas , representative of Friends of the River, stated the trail project
was specifically designed to be built prior to the river being dredged. Ms . Anderson also
shared her thoughts on property ownership and anticipation of easement issues.
Moved by Commissioner Longbine , seconded by Commissioner Ryan , to authorize the Mayor to
accept property from the YMCA and authorize the City Manager to accept sub-sequent properties
and execute six (6) agreements with property owners upon fulfillment of all prerequisites unde r the
purchasing policy . Aye: ( 4). Nay (0). Motion carried.
(6.2) Authorize the City Manager to Execute Renewals of Agreement for Administrative
Services for a Self-Funded Health and Prescription Benefit Plan and Individual and
Aggregate Stop-loss Coverage with BlueCross BlueShield of Kansas.
Natalie Fischer, Director of Human Resources, explained the request, fiscal impact and
action options.
A discussion followed which included high risk , employee incentive plans, prescription
coverage, rebates , increase in claims to pre-pandemic numbers , pre-existing conditions ,
delay of care, costs , and stop loss coverage.
Moved by Commissioner Hoppock, seconded by Commissioner Longbine , to authorize the City
Manager to execute an agreement to provide administrative services for a self-funded health and
prescription benefit plan with individual and aggregate stop-loss coverage with BlueCross
BlueShield of Kansas with the 50 /50 cost share plan structure with an increase in stop-loss at
$175 ,000. Aye: (4). Nay (0). Motion carried .
(6 .3) Authorize City Manager to renew an agreement for life insurance benefits with
MetLife.
Natalie Fischer, Director of Human Resources, explained the request, fiscal impact and
action options.
A brief discussion ensued related to rate , wage plan inclusion and annual budget.
22-0335 Moved by Commissioner Longbine , seconded by Commissioner Ryan, to authorize the City
Manager to renew life insurance benefits with MetLife for two years. Aye: (4). Nay (0). Motion
carried.

CITIZENS FORUM
Ben Windholz , Salina, Kansas , shared his thoughts on public access to the new tennis courts
and management of the courts by Salina Tennis Alliance .

Mayor Davis stated his intention to reverse the order of the ex ecutive sessions as they appear
on the agenda.
EXECUTIVE SESSION
Moved by Commissioner Longbine , Commissioner seconding unascertainable , to recess into
executive session for 10 minutes to discuss the City Manager 's evaluation based upon the need to
discuss personnel matters of non-elected personnel pursuant to K .S.A. 75-4319(b )(1 ). The open
meeting will resume in this room at 5:07 p.m. Aye (4). Nay (0). Motion carried.
The City Commission recessed into executive session at 4 :57 p .m. and reconvened at 5:07
p.m.
Also present in the executive session was Natalie Fischer, Director of Human Resources.
No action was taken.
22-0337 Moved by Commissioner Longbine, seconded by Commissioner Hoppock , to recess into executive
session for 20 minutes for preliminary discussions regarding whether the Governing Body wishes to
pursue the potential acquisition of specific real estate based upon the need for the preliminary
discussion of the acquisition of real property pursuant to K.S.A. 75-4319(b )(6). The open meeting
will resume in this room at 5:30 p .m. Aye (4). Nay (0). Motion carried.
The City Commission recessed into executive session at 5 :10 p.m. and reconvened at 5:30
p.m.
Also present in the executive session were Mike Schrage, City Manager; Jacob Wood ,
Deputy City Manager ; Shawn Henessee , Assistant City Manager; and Greg Bengtson, City
Attorney
No action was taken .
