CITY OF SALINA, KANSAS
REGULAR MEETING OF THE BOARD OF COMMISSIONERS
November 28, 2022
4:00 p.m.
Mayor Davis asked the Clerk for verification that notice had been sent for today 's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p .m. in
Room 107 , City-County Building. A roll call was taken followed by the Pledge of
Allegiance and a moment of silence .
Those present and comprising a quorum: Mayor Davis (presiding), Michael L. Hoppock,
Greg Lenkiewicz (via Zoom), Bill Longbine and Karl Ryan.
Also present: Mike Schrage, City Manager ; Jacob Wood , Deputy City Manager ; Shawn
Henessee, Assistant City Manager ; Greg Bengtson, City Attorney ; and Nikki Goding ,
Deputy City Clerk.
AWARDS AND PROCLAMATIONS
Mayor Davis used this time to ask Mike Schrage , City Manager, about any upcoming city
events. Mr. Schrage announced a community forum regarding homeless issues on December
14, 2022 , at 6:00 p.m. at the Salina Grace Community Resource Center, 142 S. 7th Street
and said more details will be available soon. Mr. Schrage also provided a brief update on the
status of the housing redevelopment project that has been the subject of executive sessions
over the past several weeks.

CONSENT AGENDA
(5.1) Approve the minutes of November 21 , 2022.

November 21, 2022. Aye: (5). Nay (0). Motion carried.
ADMINISTRATION
(6.1) Authorize the purchase and installation of replacement carpet within the shared
office space of Engineering, Community and Development Services , and Utilities
within the City-County Building.
Lauren Driscoll , Director of Community and Development Services , explained the request ,
fiscal impact, and action options .
A brief discussion followed regarding life expectancy of the new carpet and its advantages
over laminate or tile flooring.

Moved by Commissioner Hoppock, seconded by Commissioner Ryan, to authorize the purchase
and installation of replacement carpet within the shared office space of Engineering, Community
and Development Services, and Utilities within the City-County Building. Aye: (5). Nay (0).
Motion carried.
( 6.2) Set the date for the Public Hearing for the 2022 Amended Budget.

8 Mayor Davis asked Ms. Pack if there was a noticeable pattern to which budgets require
amendments from year to year and asked if we should just budget more going forward. She
replied that she did notice that, and that tourism is a prominent budget needing amendments
due to the unpredictability from year to year as well as the need to provide a number that the
Salina Area Chamber of Commerce can match.

of December 19, 2022, for the 2022 Amended Budget. Aye: (5). Nay (0). Motion carried.

OTHER BUSINESS

CITIZENS FORUM
Dalton McDowell, Salina, Kansas, brought to the Governing Body's attention some
inappropriate posting of photos on social media by a towing company contracted with the
city and asked that it be addressed as a breach of contract. Mayor Davis recommended that
Mr. McDowell speak with Mike Schrage, City Manager, on the issue.
Normal Mannel, Salina, Kansas, gave his thoughts on the need for a plastic bag ban,
resurfacing of dirt bike trails, concerns over recycled concrete, and whether or not radar to
detect low flying drones should be a next step after the license plate cameras are installed in
the city.
