"' "' CITY OF SALINA, KANSAS REGULAR MEETING OF THE BOARD OF COMMISSIONERS November 21, 2022 4:00 p.m. Mayor Davis asked the Clerk for verification that notice had been sent for today's City Commission meeting. The Clerk replied yes. The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107, City-County Building. A roll call was taken followed by the Pledge of Allegiance and a moment of silence. Those present and comprising a quorum: Mayor Davis (presiding), Michael L. Hoppock, Greg Lenkiewicz, Bill Longbine and Karl Ryan (via Zoom). Also present: Mike Schrage, City Manager; Jacob Wood, Deputy City Manager; Shawn Henessee, Assistant City Manager; Greg Bengtson, City Attorney; and Jo Vanna A. Rutherford, City Clerk. AWARDS AND PROCLAMATIONS (3.1) Recognition of November 26, 2022, as Shop Small Saturday in the City of Salina. Leslie Bishop, Executive Director of Salina Downtown, Inc. read the proclamation and announced related activities. Prior to the proclamation being read, Mayor Davis thanked Ms. Bishop for a fantastic parade over the weekend. Ms. Bishop stated they have had nothing but compliments. Mayor Davis also suggested citizens venture downtown to see the newly erected Christmas tree which was sponsored by the City of Salina, Salina Downtown, Inc., First Bank Kansas and Salina Regional Health Foundation. PUBLIC HEARINGS AND ITEMS SCHEDULED FOR A CERTAIN TIME None. CONSENT AGENDA (5.1) Approve the minutes of November 14, 2022. 22-0323 Moved by Commissioner Hoppock, seconded by Commissioner Lenkiewicz, to approve the minutes of November 14, 2022. Aye: (5). Nay (0). Motion carried. ADMINISTRATION (6.1) Approve Resolution No. 22-8093 authorizing the Mayor to sign a Memorandum of Understanding among the City of Salina, Saline County, and Central Kansas Mental Health Center relating to a Mental Health Co-Responder program. Captain Paul Forrester, Salina Police Department, explained the request, fiscal impact, and action options. A lengthy discussion followed which included partnership with the Sheriffs Department, means of transportation for case workers, specific times and/or days of calls , schedule of case workers, hiring process, members of the Community Improvement Team, number of Page I - L r Ill z a.. w 22-Qi3 24 n; Cl/ * :2 Si § (.) ~ 22-0325 1111 attendees at meetings , training , costs , repeat offenders , reduction in calls , decriminalization of mental health and poverty and overall support of the Governing Body. Norman Mannel , Salina, Kansas, shared that he had been told the Veterans Association is willing to help law enforcement but law enforcement is not interested. Mr. Mannel also suggested veterans not be compromised. Moved by Commissioner Hoppock , seconded by Commissioner Lenkiewicz, to approve Resolution No . 22-8093 authorizing the Mayor to sign a Memorandum of Understanding among the City of Salina, Saline County, and Central Kansas Mental Health Center relating to a Mental Health Co- Responder program. (6.2) Consider entering into a three year service agreement with Flock Group Incorporated ( dba Flock Safety) for the installation and leasing of 22 fixed automatic license plate readers . Interim Chief Sean S. Morton , Salina Police Department, explained the request , fiscal impact and action options. Chief Morton also indicated Hector Valdez , with Flock Safety , was online to take questions if needed. A lengthy discussion ensured related to leasing of the system, location of cameras , vandalization, maintaining data, length of time for maintaining data, maintenance of system equipment, equipment rotation , no capability of system to enforce traffic, advantages of mobile and fixed systems , problem areas for data collection , placement and installation of cameras, battery life , solar charge , public transparency , installation timeline , regional and national search capabilities, Amber alerts, system usage for law enforcement and investigative purposes only in public areas, system audit trails as well as brief explanation of how the system works. Richard Humphrey , Salina, Kansas , shared his thoughts on the matter. Mark Labes, Salina, Kansas , provided his thoughts on location of cameras and possible abuse of power to view private areas. Charles Rankin , Salina , Kansas, inquired about studies performed on accurac y of the system. Hector Valdez , Flock Safety , indicated there were no studies available but there was a 90 % probability that data collected would be correct. Norman Mannel , Salina, Kansas , shared his thoughts on the possibility of the system being misused. Mayor Davis mentioned data being reviewed with the Law Enforcement Citizen Re vie w Board and Sean Morton expressed approval of the idea. Moved by Commissioner Longbine , seconded by Commissioner Lenkiewicz, to authorize the City Manager to sign a three year service agreement with Flock Group, Incorporated ( dba Flock Safe ty) for the installation and leasing of 22 fixed automatic license plate readers in the amount of $169 ,950 .00. Rick Welch , Deputy Director of Finance & Administration, explained the request, fiscal impact and action options as well as recognized Rachel McDaniel, City Accountant and Debbie Pack, Director of Finance & Administration for their work on the audit. Sean Gordon , Gordon CPA, expanded on the 2021 audit and pointed out highlights of the report. A brief discussion developed which consisted of negative trends , audit recommendations , general fund balance , GAAP balance , and current financial condition of the city. Commissioner Hoppock thanked the finance department for their work and for detailed reports provided. 22-0326 Moved by Commissioner Hoppock , seconded by Commissioner Lenkiewicz, to accept/receive the 2021 Audit Report. Aye : (5). Nay (0). Motion carried. 22-0327 DEVELOPMENT BUSINESS None . OTHER BUSINESS None. CITIZENS FORUM Mark Labes, Salina, Kansas , indicated he tried to email the city commission and two of th e email addresses were inaccurate. Mr. Labes also shared his thoughts on signage at the cemeteries. Ben Windholz , Salina, Kansas , expressed appreciation to Salina Downtown, Inc. for a great Parade of Lights over the weekend . Mr. Windholz then inquired how the economic impact figures for the recent marathon were calculated as he believed them to be too high . Commissioner Hoppock offered to contact the Salina Area Chamber of CommerceNisit Salina for clarification.
