CALL TO ORDER / KOMA CONFIRMATION / ROLL CALL (1.1) Chair Ochs called the meeting to order at 3:12 p.m. (1.2) Chair Ochs requests staff confirmation that Kansas Open Meeting Act required notice has been properly provided. Mr. Ingermanson confirmed that the packet was posted and the required notice of the meeting was provided. (1.3) Roll Call Board Members Present: Brad Daily (via Zoom), William Cumberland (via Zoom), Dr. Margaret Finger (via Zoom), Taya Smith (via Zoom), Chair Lisa Ochs Board Members Absent: April Rickman, Micah Eklu City Staff Present: Michelle Martin, Community Relations Supervisor; Spencer Ingermanson, Community Relations Specialist; Marissa Patton, Community Relations Specialist; Kent Johnson, Civil Engineer; Dan Stack, City Engineer 2. APPROVAL OF MINUTES (2.1) Approval of the Minutes of the May 5, 2022, regular meeting. A motion was made to approve the minutes of the May 5, 2022 meeting by Commissioner Smith, seconded by Commissioner Daily, and carried by 5-0 vote. 3. NEW BUSINESS Public Hearing Items The applicant or an appointed representative must be present in order for the Accessibility Advisory Board to take action on an item. (3.1) None Administrative Items ACCESSIBILITY ADVISORY BOARD | AGENDA August 4, 2022 Page 2 of 3 (3.2) Reminder of upcoming elections to be conducted at next meeting. Chair Ochs reminded everyone that elections will occur during the next meeting on November 3, 2022. Ms. Martin stated the Commission would be provided a staff report. She reminded Commissioners to encourage new members by referring friends and family to the City’s website where they could apply to be a part of any of the boards and commissions. Preliminary Discussion Items (3.3) None 4. UNFINISHED OR OTHER BUSINESS (4.1) Presentation by City of Salina Engineering staff regarding plans for upgrading of sidewalks and curb-cuts. Kent Johnson, Civil Engineer, provided the report. City Engineer Dan Stack joined him via Zoom. Mr. Johnson advised City Engineering’s primary focus is on road right of way areas. He described accessibility requirements for ramps and how barrier curbs can cause mobility problems. Mr. Johnson detailed ramp accessibility requirements. He discussed how the City’s $40,000 ramp renovation budget would be used over the next 10 to 11 years throughout the City. Mr. Johnson described the history of sidewalk installations in Salina and how the City prioritizes fund allocations to sidewalks starting with the highest use areas and moving outward. He noted that in some residential areas the sidewalks and streets are not owned by the City so they are maintained privately. After further explaining the City’s sidewalk budget and maintenance protocols, Mr. Johnson concluded his presentation by describing sidewalk and ramp project plans for 2022. Chair Ochs informed Mr. Johnson that the Commissions primary concern involved hazards with storm drainages. Michelle Martin reminded Chair Ochs that Dr. Finger (who raised the issue) had the opportunity to meet with the City Engineers and explain her concerns. Dan Stack attempted to respond, but his microphone had issues and was inaudible. Mr. Johnson responded that ideally individuals should not have to walk in the streets to pass over storms drains. He then stated that the City Engineering Department is primarily concerned with right of way areas, and other areas are the concern of other City Departments. (4.2) Discuss follow-up to survey and staff report. Ms. Martin discussed considerations for how the survey results should be utilized in the future. She addressed five themes common to the complaints in the surveys:  Community Resources - She suggested the Community Resources Guide be updated and published on the Community Relations Division website. Commissioner Ochs and Ms. Martin discussed the importance of keeping the Community Resource Guide up to date. Ms. Martin mentioned the Community Relations Division website has been updated, allowing easier access to ADA material.  Sidewalks - Which was covered during the presentation by the City of Salina Engineering team and why they were invited to present at this meeting. ACCESSIBILITY ADVISORY BOARD | AGENDA August 4, 2022 Page 3 of 3  Public Transportation – As City Go buses are not operated by the City, Ms. Martin suggested inviting OCCK to provide a presentation to this group on the public transportation services they offer, so Commissioners could ask questions and provide input.  Parking/Parking Lots– The survey responses did not always identify where the problems were. Although the mall was identified, it is privately owned and more outside the focus of this board.  Entrances - The survey mentioned difficulties with private businesses (like the mall) and some of the automated doors being worn out. As these are private entities, it is outside the scope of this board’s focus which is on property and programs of the City as a public entity. Commissioner Ochs commented that having OCCK provide the Commission a presentation on public transportation would be helpful. She also questioned about whether the Salina Community Relations Division would plan to conduct a follow-up survey. Ms. Martin responded that she was unaware if follow-up surveys would be implemented. Ms. Ochs asked about common complaints received on accessibility. Ms. Martin replied that the most common complaints received by Community Relations involved emotional support animals. 5. PUBLIC FORUM None 6. ADJOURNMENT A motion was made to adjourn the meeting by Commissioner Daily, seconded by Commissioner Dr. Finger, and carried by a 5-0 vote. STAFF REPORT SALINA ACCESSIBILITY ADVISORY BOARD Meeting Date: November 3, 2022 Item: 3.3 Election of officers for 2022-2023 Information The Accessibility Advisory Board’s (AAB) November meetings is the Annual Business Meeting of the Board to elect new officers. Full capacity of the AAB is nine appointed members with the addition of two Youth on Board members. Currently, membership of the AAB is at nine adult members (full capacity) and zero youth members. Current members are: Lisa Ochs, Dr. Margaret Finger, William Cumberland, Micah Eklu, April Rickman, Kylie Kilmer, Kelly Degenhardt, Brent Kirkhart, and Michelle Griffin. The Annual Business Meeting involves the election of the Board Chair and Vice-Chair for the coming year. Lisa Ochs served as the Chair for the past year, and Dr. Margaret Finger Vice-Chair. Members eligible for officer positions: Chair Lisa Ochs – Eligible for another term as Chair. Eligible for Vice-Chair. Willing to serve as either position.
